From Diaspora Mobilization to Immigrant Resistance: Comparing Syrian and Yemeni Mobilization against Inequality at Home and Abroad 从侨民动员到移民抵抗:比较叙利亚和也门反对国内外不平等的动员

Mobilization by diaspora activists against illiberalism in their country of origin and by immigrants for equality in their country of settlement has received widespread attention in political science and sociology, respectively. However, because extant studies treat these mobilizations as distinct types, little is known about the relationship between diaspora and immigrant mobilization. This chapter addresses this theoretical gap using 167 interviews with Syrian and Yemeni activists in the United States and Britain. The findings demonstrate how Syrian and Yemeni diaspora mobilization in support of the 2011 Arab Spring revolutions facilitated their visibility and voice as immigrants. Syrians built an organizational field with the capacity to contest host-country discrimination and local extremism; Yemenis instituted protests and brokerage that shaped the context of reception for home-country elites and challenged intragroup inequality. At the same time, economic disparities between national groups shaped their capacities to diversify tactics and sustain efforts over time. My chief claim is that diaspora mobilization facilitates immigrant voice and visibility but is mitigated in important ways by group-wise resources. The chapter concludes by emphasizing the importance of voice and visibility among marginalized groups subjected to intersecting repressions.

Crises of Social Reproduction among Women of Color: The State and Local Politics of Inequality within Neoliberal Capitalism 有色人种妇女的社会再生产危机:新自由资本主义中的国家和地方不平等政治

Communities are critical sites for studying the politics of inequality within neoliberal capitalism. We illustrate this by providing regional case studies of the enactments and outcomes of three types of neoliberal policies in the United States: (1) cutbacks in family planning policies, (2) municipal underbounding and failures to provide public infrastructure within unincorporated communities, and (3) “tough on crime” policies leading to mass incarceration. Building on insights from intersectional feminist theory and using evidence from in-depth interviews from three Southwestern communities, we argue that neoliberal capitalism is compounding intersecting inequalities affecting women of color. In particular, we claim that neoliberal policies at the local and state levels are compromising the reproductive autonomy and public health of women of color and creating new challenges for their family care work.

The Persistent Challenge of HIV and Black MSM in the American South: Racial Inequality and the LGBTQ Community 艾滋病和美国南部黑人男同性恋者的持续挑战:种族不平等和LGBTQ社区

The lived experience of HIV+ Black MSM (men who have sex with men) in the South exposes persistent racialized inequality. With the highest rates of HIV diagnosis in the country, Black MSM are made to feel unequal within the US LGBTQ community, thereby perpetuating long-standing inequalities between the groups. We argue that Whites' and Blacks' differing conceptions of racial equality serve to limit the extent to which comprehensive LGBTQ equality is possible as whiteness frames the LGBTQ experience in the United States. Examining how the country's racist story of nonaccess, representation, and exclusion has stymied coalition building to eliminate inequalities, findings reveal the structural impediments toward racial parity. Utilizing the case study of HIV+ Black MSM in the South, we examine the persistence of inequality amid the thrice interwoven intramarginalization of feeling excluded from sociopolitical spaces, having limited political representation, and engaging with racist body politics.

Stones versus Routines: Students and Politicians in Higher Education Tuition Policy* 石头与惯例:高等教育学费政策中的学生与政治家*

Welfare state retrenchment in advanced industrialized countries seeks to expand market-like logics in public services, based on the assumption that public services benefit from non-state initiative and competition. This logic gained a stronghold in policymaking, but its implementation nevertheless struggled to find acceptance. Public university tuition is one such case where policymakers aimed to increase investment in human capital through cost sharing. While students in some countries accept them as a necessary evil, opposition arises in others. Students in Germany and Turkey took to the streets in support of tuition-free higher education. Despite differences in their political contexts and the differential mediating role political culture plays, student mobilization reversed right-wing parties' policies. This article focuses on how opposition to tuition policies is covered by the news in both countries. Using a mixed-methods approach combining topic modeling with qualitative analysis, I show that student protests and tuition policy discussions are reported separately. In both countries, student protests involving confrontation were highlighted whereas reports on institutional actors dominated policy discussions. However, when movements pressure political parties to “own” an issue in their platform, party endorsement subsequently amplifies issue salience even if movement organizations and parties are not covered together by the media. This indicates an indirect effect of movements' collective action on news coverage. Political party endorsements mediate the amount of coverage movement issues receive. This finding provides insights into how opposition to welfare state retrenchment might navigate difficulties in closed media cultures that heavily favor institutional actors.

The Nature of the European Union 欧盟的性质

The European Union (EU) is not a state, though it has some statelike attributes; it is not an empire, though it includes many former European imperial powers; and it is not a federation, though Euro-federalists seek to make it one. There is, however, no need to argue that the Union is a singularity, nor to invent novel terminology, such as that deployed by “neo-functionalists” and “intergovernmentalists” to capture its legal and political form. The EU is a confederation, but with consociational characteristics in its decision-making styles. This conceptualization facilitates understanding and helps explain the patterns of crises within the Union.

Crossing the Race Line: “No Polish, No Blacks, No Dogs” in Brexit Britain? or, the Great British Brexit Swindle 脱欧后的英国:“没有波兰人,没有黑人,没有狗”?或者,英国脱欧大骗局

In June 2016, a clear majority of English voters chose to unilaterally take the United Kingdom out of the European Union (EU). According to many of the post-Brexit vote analyses, the single strongest motivating factor driving this vote was “immigration” in Britain, an issue which had long been the central mobilizing force of the United Kingdom Independence Party. The chapter focuses on how – following the bitter demise of multiculturalism – these Brexit related developments may now signal the end of Britain's postcolonial settlement on migration and race, the other parts of a progressive philosophy which had long been marked out as a proud British distinction from its neighbors. In successfully racializing, lumping together, and relabeling as “immigrants” three anomalous non-“immigrant” groups – asylum seekers, EU nationals, and British Muslims – UKIP leader Nigel Farage made explicit an insidious recasting of ideas of “immigration” and “integration,” emergent since the year 2000, which exhumed the ideas of Enoch Powell and threatened the status of even the most settled British minority ethnic populations – as has been seen in the Windrush scandal. Central to this has been the rejection of the postnational principle of non-discrimination by nationality, which had seen its fullest European expression in Britain during the 1990s and 2000s. The referendum on Brexit enabled an extraordinary democratic vote on the notion of “national” population and membership, in which “the People” might openly roll back the various diasporic, multinational, cosmopolitan, or human rights–based conceptions of global society which had taken root during those decades. This chapter unpacks the toxic cocktail that lays behind the forces propelling Boris Johnson to power. It also raises the question of whether Britain will provide a negative examplar to the rest of Europe on issues concerning the future of multiethnic societies.

According to many of the post-Brexit vote analyses, the single strongest motivating factor driving this vote was “immigration” in Britain, an issue which had long been the central mobilizing force of the United Kingdom Independence Party. The chapter focuses on how – following the bitter demise of multiculturalism – these Brexit related developments may now signal the end of Britain's postcolonial settlement on migration and race, the other parts of a progressive philosophy which had long been marked out as a proud British distinction from its neighbors. In successfully racializing, lumping together, and relabeling as “immigrants” three anomalous non-“immigrant” groups – asylum seekers, EU nationals, and British Muslims – UKIP leader Nigel Farage made explicit an insidious recasting of ideas of “immigration” and “integration,” emergent since the year 2000, which exhumed the ideas of Enoch Powell and threatened the status of even the most settled British minority ethnic populations – as has been seen in the Windrush scandal. Central to this has been the rejection of the postnational principle of non-discrimination by nationality, which had seen its fullest European expression in Britain during the 1990s and 2000s. The referendum on Brexit enabled an extraordinary democratic vote on the notion of “national” population and membership, in which “the People” might openly roll back the various diasporic, multinational, cosmopolitan, or human rights–based conceptions of global society which had taken root during those decades. This chapter unpacks the toxic cocktail that lays behind the forces propelling Boris Johnson to power. The local property tax is the oldest tax in the United States, as well as being the only substantial tax on landed wealth, a major part of the housing expense of most American families, and the most important revenue source for local governments. It is also increasingly limited by state law. This chapter presents a synthetic review of the literature on property tax limitation laws. Property taxation is a crucial resource for local governments because it is primarily a tax on real estate, and land is the least mobile tax base. A tax on the market value of real estate may have the effect of transmitting real estate price shocks to individual land users. Property tax limitation laws provide some homeowners with social protection from such market-induced economic shocks, but they do so at the price of a substantial reduction in state capacity. A meta-regression analysis of published studies finds that property tax levy limitations, on average, reduce local government budgets by as much as 5%. The potential implications for provision of other public goods, including social protection for other groups, are discussed.
