Social policy in the European Union (EU) is characterized by a fundamental puzzle: integration has happened despite member-state opposition to the delegation of welfare competences. While the policy has developed in small and modest steps, over time, this has led to a considerable expansion of the policy remit. Negative integration pushed by judicial decision-making is often regarded as a main driver for social integration. Positive integration through EU legislation is, however, just as defining for EU social policy, and politics is very evident when EU member states negotiate social regulation. More recently, the policy has been marked by deep politicization.

This chapter introduces the importance of EU trade policy both to the European integration project and to the EU’s role in the world. It explains how different aspects of trade policy are made. The chapter also charts how the emphasis of EU trade policy has shifted from prioritizing multilateral negotiations to pursuing bilateral agreements. It considers how the EU has responded to the apparent politicization of trade policy within Europe and to the United States’ more protectionist and unilateral trade policy. It also considers Brexit EU trade policy and how trade policy complicated Brexit. It argues that there has been considerable continuity in EU trade policy despite these challenges.

This chapter examines the main phases of the European Union’s enlargement policy process—association, pre-accession, and accession—and the key decisions involved in each of these stages. It discusses how these decisions are made, and how policy practice has evolved over time. The chapter then explores enlargement as a tool of foreign policy and external governance. It discusses the development of the EU’s accession conditionality as an instrument to influence domestic change in candidate countries and why conditionality appears to have become less effective after the 2007 enlargement round, including the impact of the EU’s ‘enlargement fatigue’ and manifestations of ‘democratic backsliding’ among new member states.

European Union cohesion policy accounts for a major share of the EU budget and aims to reduce economic, social, and territorial disparities through investment programmes and projects aligned with EU strategic objectives and implemented under a unique model of multi-level governance. This chapter reviews the evolution of cohesion policy over successive reform phases, how the policy is implemented, and the evidence for its effectiveness. It also discusses the different policy modes encompassed in the policy, and it reviews recent political developments relating to politicization, Brexit, the sectoralization of EU spending, and the implications of the Covid-19 pandemic. The chapter concludes that the resourcing, priorities, and governance of cohesion policy for 2021–27 represent a new turning point in the prospects for the policy, following the strategic turns of 2006 and 2013 (Bachtler et al. 2013). While the budget for cohesion policy remains substantial, the policy’s importance is diminishing as a result of greater centralization of political decision-making within the Commission, a fragmentation of the political constituencies for cohesion policy, and the dominance of non-spatial EU policy priorities with centralized delivery mechanisms.

This chapter examines the processes that make up the European Union’s common agricultural policy (CAP), with particular emphasis on how the Community method functions in agriculture and how it upheld for decades the walls of fortress CAP. Today’s CAP bears little resemblance to the system of the 1960s, except for comparatively high tariff protection. The controversial device of price support has largely been replaced by direct payments to producers. The chapter first provides an overview of the origins of CAP before discussing two variants of the Community method in agriculture: hegemonic intergovernmentalism and competitive intergovernmentalism. It argues that the challenge for CAP regulators today is not to prevent a hypothetical comeback to the price-support system or generalized market intervention, but to prevent the fragmentation of the single market through a muddled implementation of greening and the consolidation of uneven regimes of support among member states.

This chapter examines three strands of the European Union’s energy policy: the internal energy market, energy security, and climate change. Energy policy has rapidly gained in importance for the EU, as it faces the challenges of creating an internal energy market, increasing energy security, and playing an active role in combating climate change. Reform of the energy market has been a constant activity since the late 1980s and has been based on liberalizing cross-border competition, but this could be increasingly undermined by member-state intervention and subsidy to promote renewable energy and to ensure adequate back-up power. Efforts to curb energy use and to develop a low-carbon economy are at the heart of Europe’s new programmes and targets to combat climate change. The chapter shows that each of the three strands of the EU’s energy policy involve different policy-making communities and illustrate a range of different policy modes.

This chapter examines the European Union’s budgetary procedures with an eye towards elucidating the characteristics of budgetary politics and policy-making. Where EU money comes from, how it is spent, and the processes by which it is distributed are the subjects of intense political bargaining. Budgets matter politically, because money represents the commitment of resources to the provision of public goods and involves political choices across sectors and regions. The chapter first provides a thumbnail sketch of the EU budget before looking at the major players involved in the budgetary process. It then considers budgetary politics over time, focusing on two phases, one dominated by budgetary battles and the other by ordered budgetary decision-making, and shedding light on the EU’s large-scale budgetary response to the Covid-19 pandemic which marks an important step within the evolution of the EU budget. Finally, the chapter also provides an assessment of how the EU manages a larger budget.

This chapter focuses on the European Union’s environmental policy, the development of which was characterized by institutional deepening and the substantial expansion of environmental issues covered by EU decisions and regulations. Environmental policy presents a host of challenges for policy-makers, including the choice of appropriate instruments, improvement of implementation performance, and better policy coordination at all levels of policy-making. The chapter points to the continuing adaptations that have been made in these areas. It first considers the historical evolution of environmental policy in the EU before discussing the main actors in EU environmental policy-making, namely: the European Commission, the Council of the European Union, the European Parliament, the Court of Justice of the European Union, and environmental interest groups. The chapter also looks at the EU as an international actor.

This chapter examines the European Union’s institutional design and how its institutions interact with national institutions in five different policy modes. The chapter first considers the evolving role and internal functioning of the European Commission, Council of the EU, European Council, European Parliament, and Court of Justice of the European Union (CJEU). It also discusses quasi-autonomous agencies, in particular the European Central Bank (ECB), institutionalized control and scrutiny, and non-state actors. The chapter then offers an analysis of five policy modes that capture the different patterns of interaction between the EU and its member states: the classical Community method, the regulatory mode, the distributional mode, policy coordination, and intensive transgovernmentalism.

This chapter examines the European Union’s justice and home affairs (JHA), which have evolved from a peripheral aspect into a focal point of European integration and today are at the centre of politicization in the EU. It first considers the institutionalization of JHA cooperation and its gradual move towards more supranational competences before discussing political contestation as expressed in the context of Brexit and the crisis of the common asylum and Schengen systems. The development of cooperation is retraced, looking at the main actors in the JHA, the organization and capacities of EU institutions, the continuity of intergovernmentalism, the proliferation of semi-autonomous agencies and databases, and the flow of policy, taking into account asylum policy and immigration policy, police and judicial cooperation in criminal matters, and the challenge of implementation. The chapter shows how the gradual move of cooperation among national agencies concerned with combating crime; fighting terrorism; and managing borders, immigration, and asylum from loose intergovernmental cooperation to more supranational governance within the EU has remained contested, and argues that this contestation exemplifies the limits of political unification.
