STATE POLICY OF UKRAINE IN THE FIELD OF TRANSPORT SECURITY 乌克兰在运输安全领域的国家政策

Providing transport security is undoubtedly one of the main systematic issues in the implementation of state policy in this field, which is generally determined by the quality of the tasks in a number of relatively independent components, such as: the technical state of the transport system; the level of professional training of specialists involved in the work of transport and security; availability of means of information control, surveillance and support of transport; counteracting attempts at terrorist acts and unauthorized interference with transport activities; staffing and training of security structures; state of fire safety; providing technical means of surveillance and security; interaction of power structures. The implementation of transport security for transport is implemented at three levels: state, sectoral and objective. State regulation of activities in the field of transport safety is organized by the Cabinet of Ministers of Ukraine. In order to ensure the implementation of the state policy in the field of transport safety, the authorities create a system of transport safety, which consists of the subjects of transport safety. The implementation of the state transport safety policy is not only a means of regulating the transport process but also, above all, a tool for securing the interests of the state. Its effectiveness will be determined by strict adherence to the chosen priorities, reliable legal, organizational, material and information support of the measures of state regulation of safety

The purpose of the text is to clarify the tools for the development of cultural and civilizational worlds during the period of forced transformations, to highlight the consolidating role of the spiritual and moral foundations of creative activity (in particular, scientific and intellectual). The main objective of this article is to consider the sociocultural prerequisites for conducting of a strategy of radical changes: without betraying by leaders yourself and your people, without betraying your past, present and future. The theoretical and methodological basis of the article consists in research devoted, firstly, to the formation of an understanding of progress, secondly, to the possibilities of combining self-development and conscious regulation, and thirdly, to the features of transition periods. Special attention is drawn to the difference between the characteristics of social progress and regression. Their causes, manifestations, triggers and driving forces are considered. The work takes into account the impact of disasters (for example, epidemics) on the course of social transformations. Increasing the immunity of the public environment to manipulative influences and raising citizenship is considered a prerequisite for the conformity of the transformations to the fundamental interests of

ANALYSIS OF COURT PRACTICE OF DELIMITATION OF CAUSING SERIOUS INJURY WHICH HAS CAUSED DEATH AND PREMEDITATED MURDER 致人重伤致人死亡罪与故意杀人罪界定的法院实践分析

. Today, one of the urgent problems of criminal justice is the investigation of the issues of delimitation of murder and intentional infliction of grievous bodily harm, which resulted in the death of the injured person, for which criminal responsibility for part 2 of Art. 121 of the Criminal Code of Ukraine. Despite the scientific research carried out in this area, there are some aspects that need more attention. The research used the dogmatic method, the method of system analysis, the statistical method, as well as the method of analysis and synthesis. In order to detail the criteria of differentiation, an analysis of statistical data was carried out over the last five years, which showed the positive dynamics of crimes under Part 2 of Art. 115 of the Criminal Code of Ukraine. In addition, the Resolution of the Plenum of the Supreme Court of Ukraine on the delineation of murder and grievous bodily harm that caused the victim’s death was analyzed, and a theoretical analysis of the objective and subjective features of the crime was made. PECULIARITIES OF FORMING A TOLERANT ATTITUDE OF SCHOOL AND FAMILY TO PRIMARY SCHOOL-AGED CHILDREN 学校和家庭对小学学龄儿童宽容态度形成的特点

The study examines the peculiarities of forming a tolerant attitude of the school and the family towards children of primary school age. The concepts of “tolerance” are compared, the similarity in content and the existence of significant differences between them are described. The understanding of tolerance as a basis for the implementation of effective dialogue is revealed, as a certain quality of personality, possession of which is necessary for successful realization of social activity. Along with the concept of interaction comes to the fore the role of the person who carries out this interaction. The synthesized definition of the concept of tolerance as an integrative dynamic of a subject’s quality includes an active nature and a valuable basis for relation to other subjects of interaction. Tolerance is characterized as a professionally important quality of elementary school teacher’s personality. Pedagogical tolerance acts as an integrative form that bears the traits of all types and levels of tolerance, determined by the goals, objectives and characteristics of the teacher’s pedagogical activity and all the variety of pedagogical situations. Types of interactions that are tolerant are identified: dialogue, collaboration and tutelage. It is emphasized that the main aspects of the problem of tolerance are most clearly manifested in communication, or communicative tolerance. Transformational changes in the world economy have determined changes in the development of Eastern partnership countries with the EU fulfilling the Sustainable development goals. The research focuses on the issues of saving exhaustive resources, using energy-saving technologies, improving the population standard of living and well-being carefully taking into account the particularities of the environment. It is necessary to introduce ways of counteracting the global economy growth slow pace and to predict ways of creating a model of sustainable development ensuring sustainable economic development. Intensive, sometimes irrational use of natural capital are the main features of the economy Eastern partnership countries with the EU. The research subject is theoretical and methodological principles of formation of processes of agricultural production greening. The methods of economic experiments were used for the research, i.e. factor analysis for influence factors substantiation on the processes of agricultural production greening; systemic and structural method for sustainable development of the agricultural sector research; decoupling analysis for identifying the relationship between economic growth and its environmental impact; abstract-logical method in the formation, generalization and analysis of the results of the countries activities; comparative method to compare the actual data with the theoretical and the characteristics of change over time indicators.

FORMS AND METHODS OF EDUCATIONAL WORK WITH PRIMARY SCHOOL CHILDREN WHILE TEACHING THE BASICS OF FIRE SAFETY 对小学生进行消防安全基础知识教育的形式和方法

According to the statistics, 272411 fires broke out over the last five years in Ukraine, in which 16756 persons died, including 484 children; 8396 persons were injured, 722 of them children; 19157 persons were rescued, including 1499 children. The statistical data and performed analysis of causes of fire occurrence and their tragic consequences are indicative of low preparedness of children between ages 5 and 10 for actions in case of fires that is reflected in the ignorance of elementary fire safety regulations. The theoretical and methodological basis of the research is the provisions of the current legislative and regulatory acts in the field of educational work of primary school children ; the content of fire safety in the educational process of primary school children. Unfortunately, notwithstanding a considerable variety of theoretical materials on fire safety, which primary school children work with, and their good practical implementation in educational out-of-school activities, the results related to availability of certain fire safety knowledge in children need to be improved. Firstly, it is associated with small amount of hours devoted to Fire Safety elaboration and unavailability to carry out a comprehensive practical training of theoretical knowledge obtained during school lessons and still not worked out teaching method and practice of correct actions during fire. FORMATION OF A RESPECTIVE ATTITUDE IN CHILDREN OF 5 YEARS OLD TO ADULTS WITH THE UKRAINIAN TALES 在5岁的孩子与乌克兰故事的成人形成各自的态度

The problems of moral education over the last decades have been especially aggravated against the background of the implementation of modern priorities for the education of an independent personality capable of self-realization in a changing society. At the same time, in the context of the global ecological and spiritual crisis, the problem of human coexistence becomes more and more important as a spiritual imperative to preserve life on earth. The pedagogical and psychological researches are analyzed and the essence of the concept of «respectful attitude» in relation to children of 5 years old is specified; the components, criteria, indicators and the levels of respect of the children of 5 years old to adults are defined. A schematic model of the methodology of forming a respectful attitude in children of 5 years old to adults is substantiated, and its effectiveness in the educational process of pre-school establishments of Ukraine is tested. Methods and conducting of experimental work are described; the results of the experiment are presented. The data obtained indicate the effectiveness of the method of forming a respectful attitude in children of 5 years old to adults by means of the Ukrainian fairy tale. The prospect of further research requires the issue of the educational trajectory of educators in order to enhance their pedagogical competence in moral education.

. In the article, within the criminological characteristics, an in-depth analysis of the state, dynamics and structure of organized crime in Ukraine is conducted. Official statistical information of the Prosecutor General`s Office of Ukraine on criminal offenses within organized groups and criminal organizations has been kept since 2016, so the quantitative characteristics was carried out for 2016-2019. In particular, the quantitative analysis was conducted in the following areas: state of organized crime over the mentioned years and its comparative characteristics. Also, it is conducted an analysis of criminal offenses, which are committed the most frequently by organized groups and criminal organizations. The peculiarities of criminal liability, which is provided for the special form of complicity in the Criminal Code of Ukraine, are considered: organized groups and criminal organizations that form organized crime. The conducted analysis of organized crime made it possible to identify the problems of the state of organized crime, which will allow effective implementation of countermeasures in the practical activity of special subjects of counteraction. Methodology. In the course of the research, philosophical and dialectical laws and categories, as well as logical principles and techniques were used, which are necessary and sufficient to achieve the goal and to find a new subject of study of the specified topic.
