In this article, we focus mainly on three supposedly disaffiliated groups who would have left their mark on the Ottoman Empire. Starting from Robert Castel’s concept of disaffiliation, we have apprehended its relevance with regard to what made the center and what made the periphery from the 13th century to the beginning of the 20th century, but also the legitimate conditions of recourse to the notion of exclusion. While nomads were central characters in the expansion of the Empire, they were forced to settle down. Peasants, who were at the heart of a redistributive economy and the stratification of the social order of the Empire, were forced to be attached to the land. Finally, the indigent will be categorized into types very early on, with deserving beggars on one side and able-bodied beggars on the other. Faced with these figures, the Empire’s policy oscillated between conciliation, control, prohibition, expulsion and repression.

In Criminal justice, the presentence report informs the judiciary about the young person and his or her social context prior to sentencing. In Quebec, those who craft these reports are psychosocial workers. Few studies sufficiently address organizational realities that stand between policies and the work of these professionals. This article highlights that the writing of presentence reports sits between two antagonistic logics of action. One is influenced by organizational strategies to standardise the reports and the other by contextual pressures experienced by the professionals. The article concludes that the ongoing clash of these logics generates discrepant signals culminating in an undebated tension. Confronted with such undiscussed tensions, professionals opt for reconciliation of the tension that open the door to creative practices.

Cet article est consacre aux arbitres de football en France, c’est-a-dire ceux qui regulent plus de 600000 rencontres sportives chaque annee. Il s’agit ici de relever les principales dimensions d’une activite complexe, de caracteriser l’heterogeneite d’un groupe et de questionner le mode de gouvernement auquel il contribue. Les elements sociologiques proposes proviennent d’une revue de litterature, d’une passation de questionnaires realisee aupres de 5000 arbitres francais, de 29 entretiens touchant presque tous les niveaux de l’arbitrage. L’article montre l’existence de profils d’arbitres varies et les inegales distributions et consistances de pouvoirs qui en decoulent. Ainsi l’usage du pouvoir et sa dimension discretionnaire sont-ils dependants de la position occupee par l’arbitre dans sa hierarchie et dans la carriere.
