How competitive is government purchase of social work service? An empirical study of three cities in Guangdong Province, China 政府购买社会工作服务的竞争力如何?基于广东省三个城市的实证研究

ABSTRACT Competition is a core element in systems of government purchase of services. Using government procurement data collected from three cities (Zhuhai, Zhongshan, and Foshan) from 2011 to 2018, this study develops a rigorous competition measurement index to interpret the quality of bidding entities. We find most procurement projects in social services to contain policy-driven and market-driven competition. Significant differences are observed in competition among cities due to purchase scale, geographical location, and government protectionism. Moreover, competition gradually decreases over time. The paper also presents implications for China’s welfare governance.

ABSTRACT I sketch a case study of late colonial, welfare-engaged women in Singapore, in a world of imperial privilege, welfare exceptionalism and late colonial fragmentation. They participated in the shaping of their colonial world, but had neither the pre-war sense of belonging, nor the post-colonial clarity of being in another world. The article draws from an archival study of social welfare in Singapore, in the late colonial period from 1945 to 1965. If we are to reclaim the colonial heritage, their lives should neither be ignored nor assigned to a past that has irretrievably been left behind.

During COVID-19, female informal workers living in urban informal settlements in Bangladesh have faced greater challenges in re-entering the labour market than their male counterparts. This paper presents the findings of a qualitative study, which has explored how the pre-existing socio-economic constraints around gender norms, gender roles, occupational sex-segregation, lack of education and skills, informality and restricted mobility have made the re-entry process extremely difficult for these workers during COVID-19 in Dhaka city. The paper also illustrates that these workers have adopted strategies catered for short-lasting crises to cope with the challenges arisen from their struggle to secure livelihoods. © 2023 Department of Social Work, National University of Singapore, Singapore.

Challenges of practicing professional social work in Bangladesh: perspectives from public sector service providers 在孟加拉国实践专业社会工作的挑战:来自公共部门服务提供者的观点

ABSTRACT This study aimed to explore the challenges of professional social work practice in Bangladesh from the perspective of government social service providers. Based on the qualitative approach, the study findings highlighted that unfamiliarity with the social work discipline, lack of professional recognition, absence of specific employment for social work graduates, and limited understanding of social work among policymakers remain significant challenges for social work practice in Bangladesh. The paper advocates for concerted efforts by academicians, researchers, social service professionals and policymakers to overcome those challenges. The paper has insights for developing countries in addressing the challenges of professional social work practice.

ABSTRACT This study explores the defection background and experience of staying in a third country of an unaccompanied female adolescent North Korean refugee, ‘Mi-Hyang’, and the study investigates the human rights violations in the border area between North Korea and China. Qualitative research was conducted. The analysis focused on the significant events that influenced Mi-Hyang’s decision to defect and her eventual immigration to South Korea. Mi-Hyang’s story illustrates the phenomenon of the feminisation of survival, global care chains, and the human trafficking of minors. The results of the study help to understand the characteristics of unaccompanied female adolescent NKRs and provide primary data for preparing policies and services that support their resettlement in South Korea.
