The purpose of the article is to study the theoretical and applied aspects of identifying the problems of normative and legal regulation of the process of applying blockchain technology in the financial system of Ukraine. The results of the conducted research allow us to assert that blockchain technology is a qualitatively new tool for carrying out financial transactions and strengthening the financial system of Ukraine, the essence of which is the creation of a decentralized database consisting of blockchains capable of preventing deliberate actions, the subject of which is data falsification and their chronological records for the purpose of tracking and controlling transactions. The important role of blockchain technology in the financial system of Ukraine has been established, which is manifested in the modernization of the processes of moving funds, making cross-border payments, and the functioning of cryptocurrency. The excessive weakness of the legislative and normative and legal regulation of the process of applying blockchain technology in the financial system of Ukraine was revealed, which is situational and fragmentary in nature and cannot fully regulate the organizational and legal mechanisms of its effective application in the implementation of financial transactions. Detailed studies made it possible to substantiate the need for the formation of a national system of normative and legal regulation of the process of applying blockchain technology in the financial system of Ukraine, as a number of its problems were identified, in particular, the low level of the country's provision of digital technologies and the absence of high-speed Internet, as well as the high cost of using technologies and energy for maintenance of financial transactions in the blockchain system. On the basis of comparative studies of the USA, Great Britain and Ukraine, it has been proved that the development of blockchain technology is significantly dependent on the level of socio-economic development of the country and its ability to regulate problematic aspects arising under the influence of modern challenges and dangers at the legislative level. The need to adopt the Law of Ukraine "On Virtual Assets" is proposed, which will partially solve the most acute problems by unifying norms and creating an organizational and legal mechanism for regulating the process of applying blockchain technology in the financial system.

The relevance of the chosen topic is due to the importance of the security environment in the framework of improving the management efficiency of such a socio-economic system as the state and its regions. The main purpose of the article is to substantiate the main ways of forming the security environment of the socio-economic system in the context of minimizing the main threats. The scientific task is to highlight the environment of the socio-economic system in Ukraine; establishing possible links between hazards. The object of the study is the threat to the system of formation of the security environment in Ukraine. The article uses the method of hierarchical ordering, which makes it possible to increase the efficiency of management in the framework of the formation of a security environment by counteracting the main threats. The main result of the study is a hierarchical ordering of threats to the formation of a security environment in Ukraine. The proposed approach to the allocation of strategic, tactical and operational management of counteracting the main threats to the formation of the security environment in Ukraine can be considered innovative. The study is limited by taking into account not all aspects of public administration and security aspects. Prospects for further research should be devoted to expanding the security of public administration efficiency.

Проблематика забезпечення фінансової безпеки вітчизняними підприємствами привертає увагу вчених досить давно, проте виклики зовнішнього середовища постійно формують умови для підсилення інтересу науковців до проблематики аналізу фінансової безпеки та управління нею. Для сучасної української економіки характерною є нестабільність та значна залежність від розвитку воєнних дій, у результаті чого компанії зацікавлені в розробці та імплементації фінансових стратегій забезпечення фінансової безпеки, спрямованих у першу чергу на досягнення високих показників захищеності від загроз зовнішнього середовища. Ураховуючи актуальність теми та значну увагу науковців до проблематики дослідження, як мету визначено узагальнення підходів до обліково-аналітичного забезпечення фінансової безпеки компанії в сучасних умовах. При цьому акцент зроблено на стратегічних підходах до забезпечення фінансової безпеки та їх узгодженні з фінансовою стратегією розвитку компанії. Для досягнення мети в процесі проведення дослідження виконані такі завдання: визначено сутність і зміст фінансової безпеки компанії в сучасних умовах; обґрунтовано підхід до визначення рівня фінансової безпеки компанії; узгоджено підходи до управління фінансовою безпекою компанії та стратегією її розвитку. Для досягнення мети в роботі використано метод аналізу ієрархій, який дозволив визначити, що основним пріоритетом сьогодні для українських підприємств є скорочення частки позикового капіталу, оскільки він є досить дорогим, а значна частка позикового капіталу в структурі пасивів підприємства формує загрозу втрати платоспроможності. Крім того, у роботі здійснено побудову стратегічної карти досягнення оптимального рівня фінансової безпеки на основі заходів, визначених як пріоритетні за допомогою методу аналізу ієрархій.

The purpose of the study is to substantiate the methodological decision-making tools for the formation of a rational management structure of the dynamic capabilities of the company's personnel potential. It has been scientifically substantiated and proven that the formation of a rational management structure for the dynamic capabilities of the company's personnel potential is based on the development of a dynamic model of their assessment. The model is presented taking into account the integration of the dynamic capabilities of the enterprise, its personnel and processes business environment’s transformation.The research uses the methods of system analysis and logical generalizations, the statistical concept of dynamic capabilities, the methods of the theory of active systems, the theory of hierarchical games, financial mathematics, and the theory of optimal control of continuous and discrete systems. Updated directions of the managing formation process of a rational structure of the company's personnel potential.The proposed model for assessing the dynamic capabilities of the company's personnel potential allows for optimizing the utility function of personnel resources. Optimizing the usefulness of human resources takes place on the basis of determining the level of their dynamic capabilities to integrate, create and change the configuration of internal and external competencies to achieve sustainable competitiveness of the enterprise.The model for assessing the dynamic capabilities of the company's personnel resources determines the competencies of personnel, business systems and strategies for its development. The use of the proposed model to determine the dynamic capabilities of the enterprise regarding the reconfiguration of available human resources allows us to focus on the relevant behavioural aspects of enterprise managers and limitations, taking into account the exchange between the internal and external environment.

The purpose of the article is to study the theoretical foundations and practical aspects of the justification of the peculiarities and identification of problems of institutional stability of public administration in the conditions of increasing economic and legal challenges and threats of the financial and economic and socio-political crisis of Ukraine. Based on the results of the conducted research, it can be stated that in the conditions of the strengthening of the financial and economic and socio-political crisis, there is an aggravation of the negative impact of economic and legal challenges and threats that significantly unbalance the institutional stability of public administration. The article analyzes the main scientific approaches to determining the essence of the institutional stability of public administration, identifies the main factors that have the most destructive effect on the public administration system, identifies the most important problems of the institutional stability of public administration, and finds out that they increase their destabilizing influence in the period of aggravation of economic and legal challenges and threats of the financial and economic and social-political crisis. Empirical evaluations of the Integral indicator of public administration in Ukraine for the period of 2018–2021 were carried out according to such subindexes as "implementation of the right to vote in the state and accountability", "government efficiency", "political stability and absence of violence", "quality of legislation", "the rule of law" and "corruption control", as a result of which their critical values were established, which lead to a significant imbalance of the public administration system, to the deepening of social tensions and to the exacerbation of crisis situations. The main measures to increase the institutional stability of public administration are proposed, among the most significant of which are the formation of a special mechanism for forecasting risks, threats and dangers to the system of public administration, taking into account crisis situations and the strengthening of financial and economic and socio-political challenges; improvement of current domestic legislation and its harmonization with the norms of European and international law; development of an effective anti-corruption mechanism and its legislative regulation.

A finance and credit specialist is a unique profession that involves a significant number of activities that need to be carried out in order to obtain the desired socio-economic effect. The possibility of this process is an adequate professional culture, which is formed at the stage of their preparation. Therefore, the purpose of this study is to form the professional culture of future specialists in finance and credit in higher educational institutions. The object of the study is the professional culture of future financiers in the framework of the educational process. To achieve the set goals, the article defines a scientific task, which is to model the ways of forming the professional culture of future specialists in finance and credit in higher educational institutions. The article presents and describes in detail which methods served to achieve the goals. The scientific and practical value of the results of the study is presented through the formed model of the formation of the professional culture of future specialists in finance and credit in higher educational institutions. Each stage of the formation of the professional culture of future specialists in finance and credit in higher educational institutions is characterized. It has been proved that further scientific attention should be focused on the study of the practical effectiveness of the system for the formation of a professional culture of future specialists in finance and credit.

Кардинальні зміни перебігу процесів забезпечення функціонування й розвитку української держави, обумовлені повномасштабною воєнною агресією сусідньої країни, актуалізували потребу оптимального використання державних фінансів в умовах їх критичної нестачі, а відтак і потребу поглибленого дослідження складу й структури державних видатків упродовж останніх років у контексті виявлення глибинних проблем управління ними в Україні та обґрунтування можливих шляхів і перспектив їх вирішення.Питання оптимізації та підвищення ефективності державних видатків перебувають у полі зору теоретиків і практиків державного управління впродовж багатьох десятиліть, однак в останні роки вказані питання особливо актуалізувалися як результат світової економічної кризи, спричиненої пандемією, а в подальшому поглибленої повномасштабним уторгненням на територію однієї з найбільших країн Європи. У той же час, функціонування вітчизняної економіки в умовах повноцінної війни обумовило необхідність нового погляду на сучасну систему державних видатків для забезпечення чіткого відокремлення загальних проблем їх неефективності від спричинених власне бойовими діями і, таким чином, розуміння перспектив вирішення кожного з проблемних аспектів у повоєнний період.Мета дослідження полягає в аналітичному виявленні проблем системи державних видатків України з обґрунтуванням можливих напрямів підвищення їх ефективності.У дослідженні здійснено структурний аналіз державних видатків України в динаміці, який базується на даних офіційної статистики Міністерства фінансів та річних бюджетів України. Застосовано методи систематизації для групування функціональних статей витрат за рівнем пріоритетності для органів влади; розрахунку середніх величин та порівняльного аналізу з метою побудови рейтингових співвідношень окремих країн ЄС та України за рядом аналізованих показників.Здійснений аналіз засвідчив значне переважання видатків споживання в структурі державних видатків України. У статті проаналізовано функціональну структуру видатків державного бюджету та здійснено їх розподіл за критерієм пріоритетності, досліджено склад планових державних видатків на агросектор у 2023 році та очікувані від них результати. Проведене порівняння результативності найбільш пріоритетних державних видатків в Україні з показниками окремих країн ЄС дозволило визначити ключові проблеми бюджетних видатків в Україні та окреслити перспективні шляхи їх вирішення.

The research paper aims at carrying out a systematic analysis of the complementarity of foreign trade in agricultural products and to substantiate on this basis the priorities for the expansion and balancing of Ukrainian agricultural exports at the micro, macro, and mezzo-levels. The concept of complementarity of foreign trade is defined as the level at which the economic systems of different countries are balanced on the basis of mutual complementarity of the commodity structure of export and import and effective participation in the international division of labour. The methodological approaches to the study of complementarity of foreign trade are systematized. The article uses a complex approach to the analysis of foreign trade relations in the agrarian sphere and the extent to which it is balanced. The main trends and features of the development of Ukrainian foreign trade in agricultural products are determined. It was found that the imbalance of the foreign economic sphere in the agricultural sector is manifested in the dominance of export activities of large agricultural holdings, the monocultural nature of agricultural production and export, and ineffective institutional support of small farmers and agrarians. An empirical assessment of the complementarity of Ukrainian foreign trade in agricultural products has been carried out using complementarity indices, indices of revealed comparative advantage, and applying the method of cluster analysis. The conducted calculations proved that the Ukrainian agricultural sector has a significant unused potential for the development of exports on the basis of complementarity. A set of priorities of balancing foreign trade in agricultural products based on complementarity are substantiated, in particular, the following: forming a system for monitoring the complementarity of Ukrainian foreign trade in agricultural products; concluding and comprehensively supporting the implementation of interstate agreements on the development of mutually beneficial trade in complementary products, including on a barter basis; providing support for export development of small and medium-sized enterprises, and for small-scale production; enhancing diversification of the assortment of agricultural exports of Ukraine, especially in the niches of craft and organic products; supporting complementary foreign trade relations at the level of individual regions of Ukraine; providing a strong and efficient consulting support for exporters, giving assistance in the process of finding foreign partners and entering foreign markets.

Розвиток сучасної економіки нерозривно пов'язаний із використанням найбільш сучасних і провідних інформаційних технологій. Тому увага науковців до проблематики диджиталізації та інноваційного розвитку постійно зростає. У роботі проведене дослідження різних наукових поглядів на специфіку диджиталізації економічних систем і побудови смарт-економіки майбутнього. Мета дослідження – доведення наявності взаємозв’язку між процесами диджиталізації та формування інноваційної моделі смарт-економіки в Україні. Для досягнення мети у статті здійснено аналіз статистичних даних щодо стану інноваційного розвитку української економіки та українських підприємств; конкретизовано напрями реалізації стратегії інноваційного розвитку на національному рівні. У результаті дослідження доведено, що національна економіка сьогодні перебуває на шляху до формування смарт-суспільства, а більшість інноваційних ініціатив здійснюється за рахунок бізнесу, тоді як держава використовує регулятивні важелі без активної фінансової участі. Визначено взаємний вплив процесів диджиталізації та реалізації стратегії інноваційного розвитку. Установлено, що процеси диджиталізації є ключовими та надзвичайно важливими для формування національної моделі смарт-економіки, оскільки вони мають комплексний та прикладний характер, але не зосереджуються в певній сфері чи галузі. Наразі національна модель смарт-економіки не може формуватися без державної підтримки, яка й забезпечується саме за рахунок розробки та реалізації стратегії інноваційного розвитку. Держава має можливості та достатні важелі для стимулювання впровадження сучасних цифрових технологій, розвитку інноваційної складової наукових досліджень, які в перспективі можуть бути впроваджені в практичну діяльність українських підприємств і організацій.

Російська агресія спричинила безпрецедентні гуманітарні та соціальні втрати в Україні, серйозне руйнування інфраструктури на території бойових дій, дезорганізацію налагоджених виробничих зв’язків та критичних поставок сировини, часткову втрату зовнішніх ринків збуту й експортного потенціалу. Тому сьогодні перед нашою державою стоїть завдання переходу до воєнної економіки, що є однією з найважливіших передумов перемоги в цій війні.Метою роботи є дослідження стратегічних пріоритетів розвитку економіки України в умовах воєнного часу та вивчення відповідей на сучасні виклики. Об’єктом дослідження є стратегічні пріоритети розвитку економіки України в умовах воєнного часу. Предмет дослідження – сучасні виклики, із якими зіткнулася Україна в умовах воєнного конфлікту.У результаті проведеного дослідження: вивчено сучасний стан економіки України та обґрунтовано основні шляхи відновлення й заходи з відновлення національної економіки в умовах воєнного стану; визначено, що основними завданнями економіки воєнного стану є допомога армії та забезпечення функціонування тилу; визначено, що формування економічної політики в умовах воєнного стану потребує постійного коригування системи управління економікою з метою покращення її стану шляхом моніторингу економічної ситуації, що вкрай необхідно для ухвалення нагальних управлінських рішень в умовах воєнного стану.Основним висновком із проведеного дослідження є підтвердження того, що саме завдяки реалізації стратегічних пріоритетів розвитку економіки в умовах воєнного часу Україна зможе відновити свою економіку та забезпечити сталий розвиток.
