The OECD Water Governance Principles in Flood Risk Management 经合组织洪水风险管理中的水治理原则

The OECD Water Governance Principles provide a guideline for good water governance. However, these principles can conflict with each other when applied in practice. This contribution aims to understand which dilemmas arise and how such conflicts play out. It is explored in an in-depth case study on Dutch flood risk management in which conflicts between the principles emerge when applied to flood risk management practice. Interviews with water managers were used to collect data on which principles contradict each other and how these conflicts work out in practice. The study reveals that although the principles seem obvious, some principles indeed clash when applying them, while others do not lead to conflicts. Principles on efficiency, trust, and engagement have high potential for conflicts.

Contested Greenspace Solidarities? 有争议的绿色空间团结?

Urban allotment gardens constitute urban natures with a rich history as well as potential public redevelopment land. While many cities in Europe struggle to protect allotment gardens from competing land-use forces, in Copenhagen, allotments are classified as valuable urban nature and enjoy special protection. We analyze the social and political conditions and consequences of this unique situation. Taking a closer look at the governance arrangements and what we refer to as asymmetric civic-public compromises enabling the protection, we show how this is resulting in new material conflicts between civic and municipal actors. We argue that the conflicts are related to the unresolved issue of competing visions of civic, green, and market sustainability shaping contemporary urban development in Copenhagen and beyond and which are starkly revealed within allotment gardens.

Glaciers in the Anthropocene 人类世的冰川

Disappearing glaciers are one of the most evident signals of climate change of the current period in Earth’s history, the Anthropocene. In this article, we discuss the side effects of the glacier melt from a biocultural standpoint, moving from the Southern European Alps to a global context. Specifically, we highlight what we are losing from a cultural and naturalistic perspective but also, paradoxically, what we could “gain” if we were able to understand more deeply, and with an interdisciplinary approach, glacial dynamics and their role for human society. Glaciers can teach us several stories, but we are quickly approaching the last chance to listen to them.

Daoist Political Ecology as Green Party Ideology 作为绿党意识形态的道家政治生态

Green parties were once hailed as offering a “new politics” vis-à-vis the political establishment by proposing radical political, economic, and environmental reforms, but they have since transformed in many countries to become more moderate and pragmatic. While some doubt whether their ideology still contains any essential core, I contend that a unifying link can be found in the philosophy of the Daoist sage Laozi. I illustrate this by analyzing the party program of Miljöpartiet de Gröna (Sweden’s Environmental Green Party), one of the world’s most electorally successful green parties. As demonstrated here, this green party’s current ideology strongly reflects key imperatives of Daoist political ecology revealing the philosophy’s durability and attractiveness over time and its perceived relevance to pressing issues of sustainability and climate change.

Interdisciplinary science and environmental management involve bringing together data and expertise at multiple spatial scales. The most challenging part of merging scales is aligning the scale of inquiry with the research application. Through the Louisiana case study relating wetland loss and commercial fishing, we examine how the nature and strength of the relationship changes depending on the scale of investigation. Resulting management implications also vary because of tradeoffs in choosing the scale of inquiry. State-level fisheries managers may miss effects of wetland loss in fishing communities because they are looking at aggregate data. Scientific information must directly address the constituent scale, where managers can enact policy. The case study demonstrates why scalar considerations should be an explicit part of the planning process for both science and management.

Law Abiding Citizens 守法公民

Conflicts over wolf management are a stable feature of Norwegian public debate. In some segments of the population, nature management, and especially predator management, have a very low legitimacy. A strong expression of these controversies is the illegal killing of wolves, a practice sufficiently extensive to impact wolf population size. In several studies, the killing of wolves is interpreted as politically motivated resistance/crime of dissent. This study contributes to the research field by examining the support for such illegal actions. We ask if the Norwegian public find such illegal actions to be acceptable or not. Analysis shows that acceptance joins a broader pattern of controversies, expressed by phenomena such as xenophobia, climate change denial, anti-elitism, and low confidence in institutions working to preserve nature.

The Coronavirus as Nature-Culture 作为自然文化的冠状病毒

We analyze how the coronavirus is fabricated at the interface between science and the public in order to be addressable by political strategies. By means of a content analysis of Christian Drosten’s podcasts, we follow (1) how SARS-CoV-2 is constructed in order to be understood by non-scientists, (2) how the specialist becomes a public expert, and (3) how this co-fabrication takes place. This provides insight into the “fabrication” of meaning and of how uncertainty is transformed into knowledge during times of major risk through focusing on the perception of the virus itself. Out of a perspective of speech act theory-informed assemblage thinking, the analysis emphasizes the role of the known-unknown and of the temporality of developments in formatting both virus and expert.

A Contemplative Approach in the Framework of Environmental Education 环境教育框架下的思考方法

This article investigates the potential of contemplative learning through mindfulness in the framework of environmental education. Human alienation from the rest of nature and the separation from the more-than-human others are approached under the lens of eco-phenomenology. Fifty undergraduate students at a Pedagogical Department experienced mindfulness techniques in natural places and reflected on their experiences. The research results revealed that mindfulness contributed to the sensorial and embodied experience of nature as well as to their interaction and participation in the more-than-human world. However, difficulties and challenges also emerged. Contemplative environmental learning could contribute to the healing of human alienation from the rest of nature and the establishment of an embodied, sensorial empathy for all living creatures.
