Following a substantial increase in Indica rice imports from Cambodia and Myanmar, the European Union (EU) adopted safeguard measures to reinstate the common-customs tariff rate of 175 euros per ton from 2019, with progressive liberalization over three years. To estimate the impact of safeguard duties, this paper uses a sample of milled rice imports from 28 EU importers during 2017–20 and adopts a triple-differences approach. The results show that safeguard duties have a significantly negative impact on import values and quantity of affected goods and a significantly positive impact on import prices. Safeguard duties appear to induce trade redirection to other third markets but produce little substitution effects for EU rice producers.

This paper examines spatial income inequality and convergence in the Philippines—a lower middle-income country with historically high inequality—and its course over the process of economic development. Combining higher quality nighttime lights (NTLs) with gridded population data, I construct subnational measures of spatial inequality for the 17 administrative regions in the country in the period 2000–2020. Using this unique dataset, I first document the tremendous improvement in income disparities over the last two decades. Income per capita across provinces has converged rapidly, and income dispersion within administrative regions has narrowed markedly. Then, I uncover a U-shaped relationship between spatial inequality and economic development, which is robust; across alternative measures of inequality; to the outlier effects of highly urbanized cities; across parametric and semiparametric specifications; to business-cycle effects; and to persistence of spatial inequality. Finally, I confirm that structural transformation acts as a transmission channel of this U-shaped link.

Unlike previous studies, this paper constructs composite indicators—namely, hard and soft factors of trade facilitation—to better clarify which trade facilitation aspect is a matter of priority. Also, it uses the number of products and markets based on Harmonized System (HS) six-digit level as export diversification measures. Finally, it investigates the differentiated impacts of hard and soft factors on export diversification in the LDCs. For the period 2007–17 and 92 countries, the results reveal that border efficiency promotes variety in products and markets, and the availability and quality of infrastructure enhances variety in markets for the whole sample of countries. Moreover, strengthening the availability and use of information and communication technologies (ICTs) plays a significant role in the LDCs' export diversification.
