Abstract Among the founding figures of the English School of International Relations (ES) and the British Committee (BC), Adam Watson is perhaps the least studied and researched. How, for example, did his past as diplomat informed his Weltanschauung and his understanding of combining theory and practice? How did his academic relationship and friendship with other members of the BC and colleagues shaped his outlook on international politics? What was his political theory and philosophy? And what have his contributions been, not simply to the ES, but to IR writ large? This paper offers an intellectual portrait of Adam Watson and his persona , making use not only of his published written production, but also of so far unexplored archives and materials. Specifically, the paper situates Adam Watson within the ES and the broader IR panorama, taking into account the professional, academic, and human material that the extensive research for this paper has uncovered.

Abstract Relations between the US and Russia during the George W. Bush era were marked by a dramatic shift from cooperation to confrontation. Russia’s unequivocal support for the US-led War on Terror in the wake of the 9/11 attacks in 2001 gave way to a sustained rise in anti-Western sentiment in the Russian political narrative. This article analyses US-Russia relations during the presidency of George W. Bush through the lens of great power relations and status. It explores the distinctive aspects of the Bush administration’s foreign policy approach and how they impacted the US-Russia relationship: notably increasing US unilateralism and its apparent rejection of multilateralism, liberal interventionism and the pursuit of democracy promotion around the world. These continue to shape the Russian view of the US, its intentions and attitude towards international order.

China’s mask and vaccine diplomacy in Latin America: a success story? 中国在拉美的口罩和疫苗外交:一个成功的故事?

Abstract The article offers a differentiated and encompassing assessment regarding China's mask and vaccine diplomacy as part of a strategy to advance its interests in Latin America. It revises the extant literature on the topic and provides a broad overview of the state of research. While most studies only cover the period until mid-2021, this article provides a comprehensive compilation of descriptive statistics on shipments and donations of COVID-19 vaccine to Latin America until the end of 2021. The data shows how Chinese advantages regarding the delivery of vaccines evaporated in the second half of 2021. While the Chinese government was relatively successful in avoiding damage to its image at the beginning of the pandemic, it failed to consolidate sympathy gains in Latin America. China has also been unable to capitalize on its mask and vaccine diplomacy to further push back Taiwan's influence in the region. Chinese mask and vaccine diplomacy was not a game changer in Latin America, neither in geopolitical nor in geo-economic terms.

Abstract The European Union (EU) is a unique international alliance project, successful in maintaining political stability through its institutional model and decision-making procedures. However, recent economic and border crises, and COVID-19, have shown the institution’s fragility and undermined citizens’ trust. The UK’s 2016 vote to exit the EU demonstrated this. Indeed, Brexit was the first real example of the consequences of intensifying Eurosceptic sentiments. Since then, the fear of a likely ‘contagion’ in other countries has persistently spread. This paper investigates whether and how the Brexit issue impacts on EU citizens. In particular, it aims to understand how European citizens would react to a hypothetical referendum, along UK lines, on exiting the EU. Analysing the European Election Studies (EES) Voter Study 2019, this article tries to identify clusters of European citizens according to their attitudes to European policies, their trust in the EU, and their thoughts on an exit referendum.

The girl powering of global politics 推动全球政治的女孩

Abstract Recent years have seen unprecedented interest in girls’ activism, and yet our understanding of their politics is still limited. More broadly, children have largely been absent from International Relations scholarship, despite the centrality of childhood and our understandings of it to global politics. Where they have featured, it is often as victims of phenomena beyond their control, or as the perpetrators of crimes, but rarely as active subjects able to influence politics for the better. In this article, I review the emerging literature that aims to conceptualise girls’ agency in global politics. I show the parallels between recent work in Girlhood Studies and in feminist and postcolonial IR, in exploring the potential for feminist activism within and against neoliberalism. Finally, I outline how a ‘transnational girlhoods’ approach might enable feminist scholars to explore how girls across a range of different contexts are challenging inequalities
