Generalized Neutrosophic Separation Axioms in Neutrosophic Soft Topological Spaces 中性软拓扑空间中的广义中性分离公理

. The idea of neutrosophic set was floated by Smarandache by considering a truth membership, an indeterminacy membership and a falsehood or falsity membership functions. The engagement between neutrosophic set and soft set was done by Maji. More over it was used effectively to model uncertainty in different areas of application, such as control, reasoning, pattern recognition and computer vision. The first aim of this paper leaks out the notion of neutrosophic soft p-open set,neutrosophic soft p-closed sets and their important characteristics. Also the notion of neutrosophic soft p-neighborhood and neutrosophic soft p-separation axioms in neutrosophic soft topological spaces are developed. Important results are examed marrying to these newly defined notion relative to soft points. The notion of neutrosophic soft p-separation axioms of neutrosophic soft topological spaces is diffused in different results concerning soft points. Furthermore, properties of neutrosophic soft - P i -space ( i = 0 , 1 , 2 , 3 , 4) and linkage between them is built up.

Delphi method for evaluating scientific research proposals in a neutrosophic environment 在嗜中性环境中评价科研计划的德尔菲法

The scientific research proposal is part of the task to be carried out in academic and research institutions around the world. This is a complex decision-making problem, because decision-makers must determine the projects that are appropriate to the subjects addressed by the institution, those projects must be achievable within a reasonable deadline, they must have the financial means and the budget necessary to be carried out, the staff must be sufficiently qualified and an optimum number ofpersonnel must be available tosucceed the tasks and not interfere with other research projects. This is a predictive problem, thus, the proposed model is based on Delphi method for evaluating research projects and is supported by neutrosophy. Delphi method is widely applied in the prediction of future events, in this model we introduce the uncertainty and indeterminacy modeled with neutrosophy. As the best of our knowledge, this model is the first one, which applies a neutrosophic Delphi method in the evaluation of scientific research proposals. Finally, a hypothetical case study illustrates the applicability of the method.

A New Model for the selection of Information Technology Project in a Neutrosophic Environment 中性环境下信息技术项目选择的新模型

. Usually, companies confront the difficulty to make the best decision about the way to invest their recourses in different project alternatives. The company acquires competitive advantages when their software development projects are well evaluated and correctly selected. Selecting projects in the Information Technology field presents challenges in many senses; e.g., the difficulty that entails assessing intangible benefits, projects are interdependent and companies impose self-constraints. In addition, the framework to make the decision is generally uncertain with many unknown factors. This paper aims to propose a model that integrates methods, techniques and tools such as the Balanced Scorecard Model, neutrosophic Analytic Hierarchy Process and zero-one linear programming. The proposed model is designed to select the best portfolio of Information Technology projects, it overcomes the ob-stacles mentioned above and can be coherently incorporated in the strategic plan process of any company. In addition, it eases the course of experts’ decision making, because it is based on Neutrosophy and hence incorporates the indeterminacy term. Neutrosophic sets extend classical sets, fuzzy sets and intuitionistic fuzzy sets.. Fuzzy set models are based on the degree of membership of an element to a set. It has been applied in many areas of knowledge, including decision making.

. Several countries around the world have implemented systems to preserve public safety. Taking advantage of technological advances that are available to all citizens, in Ecuador it has been implemented a system called panic button, which consists of a cell phone network with geo-location, which can assist every citizen who needs to ask for help and the authorities will respond efficiently. This research proposes to improve this system in order to increase its efficiency and effectiveness. This requires the use of prioritization of non-functional requirements. In this paper we use the static analysis of Neutrosophic Cognitive Maps to determine, evaluate, and compare non-functional requirements. Neutrosophic Cognitive Maps allow establishing causal relationships among different criteria, with the objective of determining an order of preference. In this investigation we have three experts who provided the evaluations.

: The care and conservation of the environment, is currently a task to ensure human survival. Various are the negative environmental impacts to which the planet is subjected. Quantifying the adverse events that the planet faces constitutes an activity little addressed by science. The present investigation describes a solution to the problem posed from the development of a method for environmental evaluation. It uses a multicriteria approach and models its inference by means of Neutrosophics Cognitive Maps.

. The study of leadership is a fairly recurring topic in the scientific literature in recent years. Some approaches concern with the relationship between leadership and some personality traits of leaders. One field where leadership is of great importance is the business world, where leaders are needed to direct the company's progress because they inspire the other members of the organization. This paper aims to propose a mathematical method for measuring the transformational leadership degree in the company. Transformational leadership is the most complete of leaderships; the transformational leader is versatile, charismatic, communicative, empathic, and produces positive changes in the company. The method is based on the opinion of colleagues and subordinates of the leader about its leadership capacity, rather than on the study of its own personality. For the method to be easily usable, it is based on a graphic representation of both, the individual evaluations and the final results. The method is derived from the neutrosophical psychology theory, since it is considered not only the concepts of or , but for the first time the is defined to classify those people who exist in the organization that neither direct, nor restrain the development of the company, moreover, the a-leadership can be a component of any leader’s personality.

In “this paper, first we define the notion direct product of neutrosophic sets in INK-algebras, neutrosophic set, neutrosophic INK-ideals, neutrosophic closed INK-ideals and direct product of neutrosophic INK-ideals in INK-algebras. We prove some theorems which show that there is some relation between these notions. Finally, we define the INK-subalgebra of INK-algebra and then we give related theorem about the relationship between their Images and direct product of neutrosophic INK-ideals.

Abstract Software engineers are involved in complex decisions that require multiples viewpoints. A specific case is the requirement prioritization process. This process is used to decide which software requirement to develop in certain release from a group of candidate requirements. Criteria involved in this process can involve indeterminacy. In this paper a software requirement prioritization model is develop based SVN numbers. Finally, an illustrative example is presented in order to show the proposed model.

Abstract. Recently, neutrosophic cognitive maps and its application in decision making have become a topic of great importance for researchers and practitioners alike. In this paper, a new model PEST analysis is presented based on neutrosophic cognitive maps static analysis. The proposed framework is composed of five activities, identifying PEST factors and sub-factors, modeling interrelation among PEST factors, calculate centrality measures, factor classification, and factors ranking. A case study developed in environment analysis for a vertical farming project was presented, ranking factor based in interrelation and incorporating indeterminacy in the analysis. Further works will concentrate extending the model for incorporating scenario analysis

Neutrosophic Logic Approach for Evaluating Learning Management Systems 评价学习管理系统的中性逻辑方法

Uncertainty in expert systems is essential research point in artificial intelligence domain. Uncertain knowledge representation and analysis in expert systems is one of the challenges that takes researchers concern as different uncertainty types which are imprecision, vagueness, ambiguity, and inconsistence need different handling models. This paper reviews some of the multivalued logic models which are fuzzy set, intuitionistic fuzzy set, and suggests a new approach which is neutrosophic set for handling uncertainty in expert systems to derive decisions. The paper highlights, compares and clarifies the differences of these models in terms of the application area of problem solving. The results shows that neutrosophic expert system for learning management systems evaluation as a better option to simulate human thinking than fuzzy and intuitionistic fuzzy logic because fuzzy logic can't express false membership and intuitionistic fuzzy logic is not able to handle indeterminacy of information
