'Capturing Displaced Persons' Agency by Modelling Their Life Events: A Mixed Method Digital Humanities Approach “捕捉流离失所者”机构建模他们的生活事件:一种混合方法数字人文方法

The International Tracing Service archives offer process-generated documents from resettlement programs for displaced persons (DP) after World War II. This paper addresses two key challenges to ongoing research based on those archival holdings: the generation of data; and the visual representation of that data in geographic information systems. Digital history offers the opportunity to go beyond case studies and use the wealth of process-generated documents as se- rial sources for algorithm-based analysis. However, data in that form does not exist as such, and thus needs to be generated – a process that implies interpre- tative acts such as abstraction, normalization, and trans-coding, which are shaped by the character of digital media. Can modeling a DP’s life into a series of events, and digitally processing the resultant data, help to find out more about the agency of DPs negotiating their destiny with the authorities? If the mostly hidden and implicit configurations of digital knowledge production are thoughtfully considered and geostatistical analysis is combined with close readings of selected source documents, hermeneutic and quantitative ap- proaches can be reconciled via digital history. This mixed method approach has implications for research culture and the publication of such data.

Responding to an essay by Cas Wouters in this journal, this article aims to clarify historical trends of increasing and decreasing power inequalities. It criticizes Wouters’s rejection of the notion of “functional dedemocratisation,” his claim that “functional democratisation” was a dominant trend in the whole of human history, and his idea that this process results from long-term trends of differentiation and integration. This paper specifies when and under which conditions processes of functional democratisation did occur, and when and under which conditions developments in the direction of growing power inequality were dominant. Explanations for trends in these different directions are advanced. The paper’s final section argues that for the past 40 years processes of both functional democratisation and functional dedemocratisation can be discerned, which take place on different integration levels and along different axes.

This paper discusses several possible causal mechanisms through which conscription and military interests might have shaped the development of western welfare states in the age of industrialized mass warfare. Relevant factors are military concerns about the quantity and quality of the population, the necessity to enhance legitimacy and to secure mass loyalty in times of war and military threat, and a growing pressure to compensate the ‘blood tax’ imposed by the draft with civic and social rights after the end of war.
