Public healthcare has recently become an issue of great importance due to the exponential growth in the human population, the increase in medical expenses, and the COVID-19 pandemic. Speed is one of the crucial factors in saving life, particularly in case of heart attack. Therefore, a healthcare device is needed to continuously monitor and follow up heart health conditions remotely without the need for the patient to attend a medical center. Therefore, this paper proposes a portable electrocardiogram (ECG) monitoring system to improve healthcare for heart attack patients in both home and ambulance settings. The proposed system receives the ECG signals of the patient and sends the ECG values to a MySQL database on the IoT-cloud via Wi-Fi. The signals are displayed as an ECG data chart on a webpage that can be accessed by the patient's doctor based on the HTTP protocol that is employed in the IoT-cloud. The proposed system detects the ECG data of the patient to calculate the total number of heartbeats, number of normal heartbeats, and the number of abnormal heartbeats, which can help the doctor to evaluate the health status of the patient and decide on a suitable medical intervention. This system therefore has the potential to save time and life, but also cost. This paper highlights the five main advantages of the proposed ECG monitoring system and makes some recommendations to develop the system further.

Possibilities of using information technologies for high-quality monitoring of higher education and modernization of the educational process in higher education institutions have been clarified. The information support of a higher education institution consists in the selection and appropriate treatment of information that characterizes the state of the educational system. The main functions performed by the system of information support of monitoring and management of the quality of education in the institution of higher education and the main components of information are highlighted. It is characterized by the achievements of modern information technologies in education. Universal computer monitoring has a number of important features due to the program. The forms of scientific and methodical work with the help of which it is possible to conduct monitoring with the help of information technologies are outlined. A number of features that can be used to classify information technology and methods that can be used to monitor the quality of higher education information technology. The national information system includes components that are disclosed in the article. The advantages of the information system based on open technological solutions of the Internet for monitoring the quality of higher education over closed unique technologies are shown. Information technologies of monitoring information processing are considered: centralized, decentralized and mixed. During the COVID-19 pandemic, which changed the lives of the whole society, the role of the teacher in the educational process also changed significantly. It is responsible for such functions as coordinating the cognitive process, adjusting the course being studied, advising students in organizing an individual curriculum, managing their educational projects, assessing students' knowledge and conducting monitoring. Therefore, the features of distance education in terms of communication between teacher and student, which allowed to form a number of advantages of distance education compared to traditional learning and its monitoring.

Problems of ensuring sustainable economic development at the state, regional and local levels require immediate solutions. This is especially true of the economic and legal support of urban management and management, the effective implementation of the functions of planning, financing, investing in urban development, increasing the profitability of the city budget, efficient use of communal property, the introduction of resource-saving technologies, and support for the effective functioning of enterprises and organizations of the urban economy. whose activities directly depend on the growth of the quality of life of the territorial community. Prior to the emergence of Covid-19, Saudi Arabia (SA) had never faced the challenge of dealing with a global pandemic. Significantly, the current crisis has impacted all industries and sectors in the country, including the healthcare system, and has led to an emphasis on human life being more precious and valuable than economic profit. This study focuses on the impact of Covid-19 on the health of nurses, including their quality of life, during 2020. Understanding the position of the nursing profession during the pandemic, including the most effective methods of preventing work-related stress is important. Information was acquired through an online survey method (i.e. self-completion), known as the Expanded Nursing Stress Scale (ENSS), which was distributed to nurses in all regions of SA. It was found that the main aspects impacting nurses' work-related stress include gender, employment type, training, and dealing with infected patients. In addition, they highlight that such stress plays a substantial role in patient safety and nurses' satisfaction at work, as well as the future survival of organizations. The emergence of Covid-19 as a novel infectious disease has increased nurses' uncertainty and work-related stress. The results of this research will provide insights into the views of both nurses and their managers, in order to identify the main indicators of stress.

The article identifies the problem of monitoring the quality of higher education in three main areas, which are comparative pedagogical systems of education. The first direction is determined by dissertation works, the second -monographs and textbooks, and the third reveals scientific periodicals. According to its internal structure, monitoring the quality of education combines important management components identified in the article (analysis, evaluation and forecasting of processes in education;a set of methods for tracking processes in education;collecting and processing information to prepare recommendations for research processes and make necessary adjustments). Depending on the objectives, three areas of monitoring are identified: informational (involves the accumulation, structuring and dissemination of information), basic (aimed at identifying new problems and threats before they are realized at the management level), problematic (clarification of patterns, processes, hazards, those problems that are known and significant from the point of view of management). According to its internal structure, monitoring the quality of education combines the following important management components: analysis, evaluation and forecasting of processes in education;a set of techniques for tracking processes in education;collection and processing of information in order to prepare recommendations for the development of the studied processes and make the necessary adjustments. One of the priorities of the higher education modernization program during the COVID-19 pandemic is distance learning, which is possible due to the existence of information and educational technologies and communication systems, especially for effective education and its monitoring in higher education. The conditions under which the effectiveness of pedagogical support of monitoring activities in the process of distance learning is achieved are highlighted. According to the results of the survey, the problems faced by higher education seekers are revealed. A survey of students was conducted, which had a certain level of subjectivity in personal assessments, but the sample was quite representative.

Innovative development is associated with the rejection of well-known cliches, stereotypes in teaching, upbringing and personal development, creates new standards for personal-creative, individually directed tourism activities, develops pedagogical technologies implemented in this activity. As a result, the main aspects of information and communication technologies for the innovative development of tourist training in higher education institutions in the context of COVID-19 were characterized.

Strengthening global geopolitical instability in the world leads to an aggravation of international conflicts;it destabilizes the domestic political situation in countries, violates the rights and freedoms of man and citizen, and also activates economic crime. The full-scale invasion of the Russian Federation on the territory of Ukraine and the deployment of military operations in a large territory of a sovereign country have created a number of destabilizing factors in the development of digital technologies and negatively affect the state and trends of digital marketing, which allows establishing interaction with a wide audience and facilitating the search for new customers in various places. The purpose of the research lies in substantiating the theoretical and applied principles for studying the features of digital marketing in the conditions of wartime posture in Ukraine. In the course of the research, general and special methods of economic analysis have been used and applied, namely: analysis and synthesis;analogies and comparisons;generalization and systematization;graphic and tabular methods. Regarding the results of the research of digital marketing in the conditions of wartime posture in Ukraine, it has been established that the intensification of the development of digital marketing is caused by the crisis phenomena of socialeconomic, social-political and military nature, as well as exacerbated by the challenges of the COVID-19 pandemic. It has been proven that highly developed countries use innovative digital technologies more effectively in the field of marketing, which indicates the importance of the Multidimensional Index of Digitization (the USA - MID: 0,92-0,92;the UK - MID: 0,80-0,97;Japan - MID: 0,80-0,88;Canada - MID: 0,78-0,81;Germany MID: 0,78-0,88;France - MID: 0,72-0,76), however, the developing countries record much lower values (Ukraine - MID: 0,22-0,48). Accordingly, the level of cybersecurity in highly developed countries is also significantly higher than in transitive countries, in particular, in the United States (GCI: 0,919-0,999);Great Britain (GCI: 0,783-0,995);Canada (GCI: 0,818-0,978) and in Ukraine (GCI: 0,501-0,661).

This article is devoted to the study of the process of formation of the digital generation in a distance learning environment. With the introduction of quarantine due to the spread of COVID-19, opponents of digital technologies were forced to turn to relevant resources, while supporters identified new opportunities for the development of didactics and education in general. The irreversibility of the former educational reality became apparent and only the scale of the vision of potential change by interested and disinterested groups differed. Using a comprehensive approach, the authors consider the issues related to the direct and indirect impact of distance learning on children and young people born after the beginning of the XXI century. The article reveals the prerequisites and implications of distance education for the interaction of participants in the educational process. IC technologies during the educational process in the primary grades, in addition to identifying the student's learning deficit, should provide the transmission of non-verbal signals, which are important for children of this age. At the same time in the secondary school IR-technologies are designed to replace frontal learning during the assimilation of knowledge and at the same time not to worsen the quality of the educational process. Formation of students in the HEI takes place in the political science format, constant discussion of problem situations, so the task of introducing IC technology in this process is the accurate transfer of the content of the discussions. Individualization and autonomization of the educational process, its dependence on the results of the choice of educational content, and the use of pedagogical management tools change the philosophy of education for children and youth. The authors conclude that the formation of a digital generation, characterized by an increased level of digital literacy of children and youth, the possession of a certain level of digital capacity requires the use of strategies aimed at optimizing the learning process in a digital educational environment.

A descriptive model of government regulation of clustering, marketing management and labor market in the context of globalization, business bankruptcy risk and Covid-19 was determined.
