This study was conducted to discuss the impact and inhibiting factors in Collaborative Governance in empowering mushroom farmers in Limau Manis Village, Pauh District, Padang City. This research was prepared with a qualitative approach and used descriptive methods. And research informants use Purposive Sampling technique. The results of this study are the impact and inhibiting factors of Collaborative Governance in empowering mushroom farmers in Limau Manis Village. The findings in this study show that the impact of the collaboration carried out is the increase in the economy of mushroom farmers, the start of complete equipment in growing mushrooms, the increasing ability of mushroom farmers in growing mushrooms, reducing unemployment in Limau Manis Village, while the inhibiting factors are the lack of synergy with other parties, still lacking commitment, lack of funding, lack of focus of mushroom farmers in mushroom cultivation, limited mushroom production places.

Penerapan E-Government dalam Pelayanan Publik melalui Sistem Penandatanganan Elektronik (Sakato Sign) Studi pada DPMPTSP Provinsi Sumatera Barat 西苏门答腊省通过电子签名系统(Sakato Sign)在公共服务领域实施电子政务的研究

The research conducted is descriptive research with a qualitative approach, which provides a real picture of the application of Sakato Sign and continuous data analysis process to understand the natural condition of objects. However, the implementation of the Sakato Sign faces several obstacles. First, system limitations that can only be used on Android-based devices, not on various device platforms. Second, dependence on a stable internet connection due to online technology-based systems. Third, errors often occur on the system due to server sharing with other systems. And fourth, the completion time for signing is still not fully in accordance with the Standard Operating Procedures. To overcome these obstacles, the Service needs to communicate with related parties, evaluate, repair, and upgrade the Sakato Sign system. Improvement of device compatibility and internet connection management should be pursued. Agencies also need to comply with SOPs and engage in staff training to increase the effectiveness of e-government implementation in public services through the Sakato Sign electronic signing system. Thus, it is hoped that the implementation of e-government can run more efficiently and effectively, provide more accessible public services and increase community satisfaction.

The results showed that the analysis of aspects for qualitative improvement strategies for services including tangible aspects there are still facilities that need improvement, from the aspect of empathy (empathy) some employees in providing services still do not understand the needs of service users, from the aspect of responsiveness (responsiveness) namely the response to community complaints is still slow and less responsive, from the aspect of reliability (reliability) the services provided are quite accurate but There are still delays, and the last aspect of assurance is that supervision is not optimal and lack of greetings and greetings. Constraints on the NPM Bus Company's Service Quality Improvement Strategy lack of public understanding as service users, Some facilities and infrastructure that need repair and replacement, There are events that cannot be predicted in real time, Sometimes there are delays in departure, Things happen that interfere with the security, comfort, and safety of passengers. Finally, solutions in facing the constraints of the NPM Bus Service Quality Improvement Strategy, solutions include conducting regular performance evaluations to improve service quality, Recruiting employees with strict selection and according to their respective potentials and given training, checking, maintenance, and repairing and improving infrastructure, arranging travel routes with the right calculations and finding alternative ways to avoid obstacles on the way, and providing socialization and education in the form of animated videos or visual orientation to the community.

The advancement of technology has led to a shift in skill demands, and young people must be able to develop new skills that are relevant to the market needs. Additionally, they also face risks such as job uncertainty, industry disruption, and the digital divide among those with access. This research aims to evaluate youth programs conducted by the West Sumatra Provincial Youth and Sports Office (DISPORA) in improving the quality of the youth. The study employs a qualitative research method using the evaluation analysis of the CIPP (Context, Input, Process, Product) Model and SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis. The object of this research is the youth programs implemented by the West Sumatra Provincial Youth and Sports Office, by collecting data and information related to the programs, such as activity reports, budgets, and interview results with stakeholders from the West Sumatra Provincial Youth and Sports Office. The findings indicate that the youth programs implemented have not fully succeeded in enhancing the creativity of the youth, as the focus of the programs mostly centers around character development. Moreover, there are several obstacles, such as the lack of support from local governments, the programs remaining lecture-based (traditional), and the apparent lack of collaboration with the private sector.

The focus of this research is to find out the effectiveness of public service complaints consultation via whatsapp by the Bintan Regency population and civil registration office. The methodology used is qualitative and uses descriptive research methods with a qualitative research approach and the data used are primary and secondary data. The results of this study indicate that the effectiveness of consultation on public service complaints via whatsapp by the Bintan Regency population and civil registration service is in accordance with established procedures with a Community Satisfaction Index of 87%. Therefore, it is hoped that the results of this study can provide positive results for the Bintan Regency population and civil registration service.

Upaya Pemerintahan Nagari dalam Penyelesaian Sengketa Tanah di Nagari Air Bangis Kabupaten Pasaman Barat 纳加里政府为解决西巴萨曼行政区纳加里 Air Bangis 的土地纠纷所做的努力

So this study aims to analyze and describe the efforts of the Nagari government in resolving land disputes in Nagari Air Bangis. The method used is qualitative-descriptive with informant retrieval techniques based on purposive sampling. The results showed that efforts have been made in resolving land disputes through five mechanisms, namely ADR (Alternative Dispute Resolution), Negotiation, Mediation, Arbitration and Neutral Fact-Finding. Efforts on the part of the Bangis Water Planters Solidarity began by conciliating the affected smallholders, the community and traditional leaders collecting historical evidence from the disputed customary land, the Nagari government facilitating meetings and expert teams, and WALHI accompanying the solidarity of bangis water planters and advocating. However, more authoritative actors, such as the Governor of West Sumatra and the Directorate General of the Ministry of Forestry of the Republic of Indonesia, have still not shown their role in resolving such disputes. The conclusion of the study shows that five efforts to resolve land disputes that occurred in Nagari Air Bangis have not been able to resolve the disputes that occurred so that they require more massive efforts from the government above Nagari.

This study intends to determine the efforts of the Padang City Resort Police (Polresta Padang) in Dealing with Wild Races in the City of Padang. This research was carried out using qualitative methods with descriptive qualitative types. In determining the informants by using purposive sampling methods and techniques. Meanwhile, the data analysis technique used by the researcher is data reduction, then data presentation and verification and conclusion. The results showed that the efforts made by the Padang City Police Resort (Polresta Padang) in dealing with illegal racing in Padang City, can be said to have been effective in handling illegal racing that occurred in Padang City. This can be seen from the measurement indicators, namely preventive action, repressive and police administration indicators related to police management, namely operations/methods, supervision, and prosecution. As for the obstacles in the efforts of the Padang City Police Resort (Polresta Padang) in Dealing with Illegal Racing in the City of Padang, namely the lack of coordination received by the Padang City Police in an effort to deal with illegal racing and the lack of awareness of the public who report related illegal racing actions.
