The aim of the article is to discuss the issue of green public procurement in the context of public contract award procedures applied by social welfare centres from the Łódź Province (voivodeship) in Poland. The topic is set against the backdrop of the existing theories of green public procurement, a circular economy and sustainable development. The author applies the case study method, analytical methods, inference-based methods, source document study and literature review. The author explores the hypothesis that social welfare centres in the Łódź Province are reluctant to apply the green public procurement (GPP) approach or use environmental (GPP) criteria to evaluate tenders submitted by economic operators under the public procurement procedure. The study focuses on notices published by social welfare centres from the Łódź Province in the Public Procurement Bulletin from 1 January 2023 to 30 September 2023. The examination of 20 contract award procedures revealed that environmental aspects were mentioned in 2 tenders. It is noteworthy that both tenders referred to passenger transport services procured by the same social welfare centre. The results of the analysis corroborate the hypothesis that GPP was used to a limited extent. Therefore, public authorities should undertake measures to promote green public procurement as compatible with the concept of sustainable development.

This report provides an overview of the Invited Session titled "Computer Science for Green Technologies and Sustainable Development", held during the 27th International Conference on Knowledge-Based and Intelligent Information & Engineering Systems from September 6–8, 2023, in Athens, Greece. The session was co-chaired by Adam Sulich and Tomasz Zema, with additional organizational support from Letycja Sołoducho-Pelc. The session requirement was attendance by participants in person. The purpose of this report is to summarize the papers presented and the discussions that took place within the session. Therefore, this paper has a descriptive approach and does not attempt to combine the presented papers.

One of the goals of sustainable development specified in the 2030 Agenda for Sustainable Development is to ensure “healthy lives and promote well-being for all at all ages health”. And while great progress has been made in recent years in improving people’s health situation, inequalities in access to health care still exist. The goal of reducing inequalities in access to health care is not easy to achieve, which is also evident in Poland, where, as in many other European countries, the health care system is under pressure due to rising costs and demand for services from an aging population. The consequences of this, for example, are shortages of medical personnel and problems with access to health care and long waiting times for health services. The shortage of medical professionals is a worldwide phenomenon. However, the ratio of physicians per 1,000 inhabitants is lower in Poland than in most Western European countries. The level of public funding is also lower. Additional efforts are therefore needed, on the way to the universal availability of medical services, and thus the realization of sustainable development goals. The aim was to introduce the topic and analyze the health care system in Poland from the perspective of sustainability issues, particularly access to health care.

The article aims to analyse the current debate in the literature regarding the occurrence of the so-called ‘greenwashing’ phenomenon and its significance in the context of sustainable development. The main focus is on presenting the definition as well as the features and forms of this phenomenon, and on showing examples of greenwashing in economic practice based on desk research. Data from the author’s own research were also used to illustrate consumers’ opinions on greenwashing and its consequences in the context of their purchasing choices.

Artykuł koncentruje uwagę na tranzycji miast do zrównoważonego rozwoju, napędzanej technologicznie. Jego celem jest wskazanie istoty bliźniaczej transformacji miast i podejścia do projektowania zrównoważonych miast inteligentnych skoncentrowanego na ludziach na przykładzie wybranych projektów. W artykule przeprowadzono analizę projektów zrealizowanych w Kłodzku, Żurominie i Zduńskiej Woli, sfinansowanych ze środków konkursu skierowanego do jednostek samorządu terytorialnego Human Smart Cities. Inteligentne Miasta współtworzone przez mieszkańców. W projektach wyraźnie zarysowują się i integrują trzy ścieżki tranzycji: technologiczna, ekologiczna oraz społeczna, co wskazuje na realizację postulatu bliźniaczej transformacji. Ponadto proces planowania rozwoju miasta inteligentnego i projektowania rozwiązań miejskich był zorientowany na mieszkańców, uwzględniał ich preferencje i percepcje oraz przebiegał z ich udziałem. Zastosowane metody partycypacji i koprodukcji inteligentnych miejskich rozwiązań zostały dopasowane do kompetencji cyfrowych mieszkańców.

W tym celu autor dokonuje krótkiego przeglądu podstawowych pojęć, a następnie pokazuje przykłady „zgniłego kompromisu” pomiędzy porządkiem wolnorynkowym a porządkiem o charakterze etatystycznym. Autor przytacza przykłady rzeczywistości ekonomicznej, które są egzemplifikacją instytucji hybrydowych, będących reliktem transformacji gospodarczej. Odnosi swoje obserwacje do wybranych teorii ekonomicznych, wskazując na konieczność utworzenia nowego pojęcia. Tekst ma charakter wstępny i programowy.

Agenda 2030 na rzecz zrównoważonego rozwoju (Transforming our World: The 2030 Agenda for Sustainable Development) przyjęta przez Organizację Narodów Zjednoczonych (United Nations, 2015) to program działań o bezprecedensowym zakresie i znaczeniu, definiujący model zrównoważonego rozwoju na poziomie globalnym. Model ten zakłada uwzględnianie wielu aspektów życia. Zwraca uwagę na wielkość produkcji i konsumpcji, kwestie środowiskowe i społeczne. W artykule podjęta została problematyka wpływu Banku Gospodarstwa Krajowego (BGK) na wybrane aspekty zrównoważonego rozwoju. Głównym celem była identyfikacja i zestawienie najważniejszych mechanizmów finansowych i działań podejmowanych przez Bank Gospodarstwa Krajowego w zakresie udzielania wsparcia finansowego dotyczącego zrównoważonego rozwoju. Rozważania koncentrują się na instrumentach oferowanych przez BGK, zapewniających odpowiednie finansowanie określonych projektów. Ponadto w artykule omówiono m.in. aktualne dane, a także instrumenty, które obsługiwał BGK w latach 2021–2023. Zwrócono też uwagę na przyszłe działania wynikające ze strategii Banku Gospodarstwa Krajowego do roku 2025. Metodą badawczą są studia literaturowe oraz analiza dokumentów z zakresu zrównoważonego rozwoju oraz sposobów jego finansowania.

Celem podjętej analizy jest próba określenia stanowiska redakcji ogólnopolskiego tygodnika katolickiego „Idziemy” dotyczącego działań politycznych rządu Mateusza Morawieckiego, jak również polskich biskupów i papieża Franciszka w kontekście pełnoskalowej inwazji Rosji na Ukrainę. Materiał badawczy stanowiły drukowane wersje periodyku od 20.02.2022 do 24.04.2022. Wykorzystano metodę analizy zawartości, uzupełnioną o element hermeneutyczny. Tygodnik wyrażał poparcie dla działań politycznych rządu premiera Morawieckiego w obszarze bezpieczeństwa militarnego i bezpieczeństwa energetycznego. Ponadto aprobatywnie zaprezentowano działania podjęte przez polityków Zjednoczonej Prawicy w kontekście kryzysu uchodźczego. Periodyk poparł stanowisko polskich biskupów i papieża Franciszka dotyczące wojny rosyjsko-ukraińskiej.
