Many African governments have adopted decentralization policy by establishing water management structures to assist in the water resources management. Formation of new water user associations were considered to work on behalf of Basin Water Boards; To collect water user fees,to manage, distribute and conserve water from a source used jointly by the members of the association, to resolve conflicts between members of the association related to the joint use of a water resource through established laws, to protect and conserve water sources and environments. However, it is not clear how the new water user associations functions to realize the goals of integrated water resources management. This study assessed the role of a newly created water user association in Sanya-Kware sub-catchment . The paper is based on three months of research in Sanya-Kware sub-catchment, Tanzania. The method used included semi-structured interviews, focus group discussions and participant observations in the sub-catchment. Interviews and discussions were held with the leaders of Sanya-Kware sub-catchment water user association, estates farm managers,Water Supply Trustees Managers,farmers and the Pangani Basin Water Office staff. Field observations at the Sub-Catchment were carried to enhance quality of data. The results shows that the newly created Sanya-Kware sub-catchment water user association has not united all water users, reduced conflicts, nor promoted education to farmers on proper management of water resources. Farmers interviewed in the highland state that Sanya-Kware water users association is an association of few people and therefore has no legitimacy. This is mainly because in the highland,farmers have sufficient water and also they were not properly involved in the formation of the association. However, the water user association legitimacy and hence its functioning improves as one moves from highland to lowland areas where water is scarce. Although some of the water users from the village are cooperating others are reluctant to accept the newly created Water Users Association in management of water resources.The complexity of the interaction between the state-led water user association and existing water users appear to highlight the challenges of implementing integrated water resources management in Sanya-Kware sub-catchment. In order for the water user association to be effective, Pangani Basin Water Board need to put more emphasis on water users' education and awareness training at the sub-catchment level.

The study aimed at assessing the role played by students’ government in managing discipline in public secondary schools in Bukoba municipality, Kagera, Tanzania. This study adopted a mixed methods research approach supported with a convergent parallel research design. The participants were 120 (i.e., 15 HBs, 15 HGs, and 90 SLs). Data collection methods were questionnaires and interviews. Findings have indicated that, prevalent student’s misbehaviours are the use of abusive words among students and to teachers and stealing of others’ property; others are students’ absenteeism in school without excuse, lateness to school, failure to complete assignments and exercises provided by the teacher, noisemaking in class, fighting and examination malpractices. In regard to the involvement of students’ leaders in the formulation of rules and regulations, findings have established that, students’ leaders are not given an opportunity to provide their views on the already prepared school rules and regulations, on co-curricular activities (sports, games or cultural trips), to formulate rules concerning the design of school uniforms or in the preparation of school rules and regulations. On the issue of the challenges encountered by students’ leaders, findings show that, students’ leaders are challenged with irregular meetings which interfere with academic calendars, lack of feedback from teachers, failure by the students to take instructions from their government. Other challenges failure to complete class assignments and exercises on time, lack of cooperation from students and lack of enough time to engage in private studies. On the strategies employed by students’ leaders in alleviating indiscipline cases in public secondary schools, students’ responses have shown that, students’ leaders inflict corporal punishments to their deviant fellow students or verbal warnings or guidance and counselling groups. Based on the findings above, suggestions and recommendations are provided.

This paper systematically examines the repercussions of rural development facilitated by the implementation of the "manufacturing supporting agriculture" policy. The financial resources for public infrastructure development in rural areas are sourced exclusively from the manufacturing sector. The study deduces that an augmentation in the unit supporting fund correlates with a diminished urban unemployment ratio and the advancement of rural development. Moreover, if the impact of public infrastructure on agricultural output is substantial, the manufacturing sector need not necessarily experience a decline in output when the government enacts this policy. Additionally, the study determines that the optimal level of the unit supporting fund is greater (or smaller) compared to an open economy scenario when the influence of price changes on national income is positive (or negative).

Aims: This study sought to analyse the nature of strategic planning practices adopted by public secondary schools in enhancing school performance in Tanzania. Specifically, it determined the extent to which the adopted strategic options in the school management reflect strategic analysis practices; examined the extent to which the adopted strategic options in the school management reflect strategic choice practices; and evaluated the extent to which the adopted strategic options in the school management reflect strategic implementation practices. Study Design: The study employed a concurrent triangulation design within the framework of a mixed methods approach. Place and Duration of Study: The study was conducted in two Districts of Mwanza Region namely: Nyamagana and Magu in which data were collected from public secondary schools between August 2022 and January 2023. Methodology: The sample size involved a total of 354 respondents including 266 members of the School Management Teams (SMTs), 76 members of the School Governing Boards (SGBs), 10 Ward Education Officers (WEOs) and 2 District Education Officers (DEOs). Research data were collected through questionnaire, interview and documentary review. The quantitative data were analyzed by using descriptive statistics in terms of mean and skewness, while the qualitative data were analyzed through content analysis. Results: The results revealed that, the strategic options adopted by public secondary schools in enhancing school performance reflect strategic analysis practices by (22.2%, M=1.27); strategic choice practices by (25.7%, M=1.24); and strategic implementation practices by (55.5%, M=1.94). Conclusion: The study concluded that, the nature of strategic planning practices adopted by public secondary schools in enhancing school performance is compatible with the strategic planning process advocated by the Johnson and Scholes model.

Aim: Gender inequality in leadership positions is a tragedy in Tanzanian Universities. Thus, universities are resorting to developing gender policies to address the imbalance between males and females in leadership positions. Nevertheless, it is unclear at this time what do policies say about the issue of gender imbalance in leadership and what affirmative measures the policies propose to take to fix it. Methods: This research used thematic analysis technique to analyze four universities gender policies in order to understand the embedded affirmative actions aimed at reducing gender inequality in leadership positions in universities. Results: The affirmative actions identified in the policies related to recruitment, outreach activities, special entry and scholarships for girls, searching leaders and capacity building and support. Conclusion: The study concluded that gender policies just include the intention to take affirmative actions against gender inequality but it is unclear from the policies whether the actions were implemented and how effective the actions are.

Aims: This study aimed to find out the e-learning training and its contribution towards the professional development of teachers. Teachers as key agents towards Sustainable Development Goals are required to be trained in order to acquire ICT skills to cement sustainable development in developing countries. Study Design: The study used descriptive research design because of its flexibility in the methods of data collection and analysis. The design was used within the framework of a mixed methods approach. Place and Duration of Study: The study was conducted in the Musoma district in which data were collected between July 2022 and December 2022. Methodology: The study used both qualitative and quantitative research approaches with a sample of 54 teachers respondents from eighteen sampled primary schools selected in each ward of Musoma District. Data collection was conducted through interview guides and questionnaires. Findings: The study revealedthat the conducted e-learning training programmes were useful as they provided skills and knowledge to the teachers that assured flexibility in the teaching and learning process. In addition, the training contributed to the teachers’ professional competence as they assisted teachers towards a new pedagogical model where there is a shift from a teacher-centred approach towards a learner-centred approach. In addition, teachers suggested a need to develop new curricula designed for an e-learning setting, availability of ICT teaching facilities in schools and frequent follow-ups and assessments after training in order to improve the teaching and learning process. Conclusion: The study concludes that e-learning training programmes positively assist teachers’ professional development as well as improve their knowledge and skills that facilitate the quality teaching and learning process.

Inflation in Nigeria has been the major problem causing a lower standard of living for people as it erodes the purchasing power of people. As such, studies have been conducted but with different findings. Furthermore, theoretically and practically, Nigeria experiences economic and social instability owing to the fact that it consumes more than it produces, and imports most of the raw materials for the little production it makes. This has however made the cost of living high. Hence, this study examines the impact of the inflation rate on the standard of living of people in Nigeria, collecting data that span from 1999 to 2022. To estimate the parameters of the model, the Autoregressive Distributed Lag Model was employed. From the long-run result, Manufacturing Capacity Utilization (MCU) and exchange rate (EXCR) have a negative impact on the standard of living, while the Consumer Price Index (CPI) and unemployment rate (UNEM) have a positive impact. The short-run impact shows that CPI, MCU and UNEM have a positive impact, while EXCR has a negative impact. As a result of these findings, the study recommends that the government should put measures in place to reduce the rate of inflation, even though it has a positive impact on this study. This can be done by encouraging investments in the manufacturing sector. This will equally increase the manufacturing capacity utilization, and reduce the unemployment rate, thus, increasing the standard of living of people.

Aims: This study aimed on investigating the challenges facing community participation in construction projects of ward secondary schools in Kibaha Town Council in Tanzania. Specifically, the study aimed to examine social challenges, economic challenges and institutional challenges facing community participation in construction projects of ward secondary schools. Materials and Methods: The study adopted cross-sectional study design as both open and ended questioners were used to collect primary information from a sample size of 99 respondents and 21 key informants. Sampling technique used were purposive and simple random sampling. Interview and questionnaire were used to collect information from the key informants and community members. Quantitative data was analyzed using SPPS V.25 and qualitative data was analyzed using thematic analysis. Results: The findings from the study revealed that low knowledge among communities on the importance of participating in schools; household poverty and limited capability of secondary school leaders to encourage and organize communities are the challenges facing community participation in construction projects of ward secondary schools. Conclusion: The study recommends that, community should be subjected to both formal and non-formal education so as to occupy knowledge on the importance of participating in schools construction project. The study also recommends that, community should not use household poverty as a reason for them to fail to participate in schools; they may participate through provision of labor and other related activities alternative to financial contribution. In additional leaders are also advised to expand their skills in organizing and encouraging community to participate in ward secondary schools construction projects.
