Collaborative Neighbourhood Governance: Investigating Two Types of Resettlement Neighbourhoods in Suburban Shanghai, China

ABSTRACT China's state-sponsored urbanisation has resulted in land expropriation – induced neighbourhoods that accommodate resettled villagers. The complexity of resettlement neighbourhood governance requires multiple governance nodes. Informed by two types of resettlement neighbourhoods in suburban Shanghai, this study examines the horizontal and vertical structures of collaborative neighbourhood governance. The study reveals that the government nodes have more power and authority, and other neighbourhood-based organisations need to be better represented in their competition for power, social prestige, political legitimacy, and economic resources. The consolidation of fragmented governance relationships calls for equally empowered networks and societal and economic inclusiveness.

As a researcher and practitioner in the design for health space, I too believe it is this combination of carefully curated, intentional design across buildings, people, and technology that is likely to prompt life-changing experiential delight and long-term impact for people and planetary health and well-being. I applaud the authors and contributors for taking this stance, advocating for better environments and clearly articulating research-driven yet pragmatic approaches to designing such places and spaces.

ABSTRACT This paper describes research asking what is required to overcome entrenched obstacles to accessibility and inclusivity in an Australia regional city, in particular for those living with disability. A transdisciplinary, systems thinking approach allowed a range of stakeholders, including many with lived experiences of disability, to create a collective plan of action. This plan included interdependent interventions, independent and ahead of national governance, connecting urban planning policy to education, public transport, housing provision, co-design of public buildings, community infrastructure and inclusive employment practices. Interdisciplinarity and transdisciplinarity within regional planning research was seen as impacting the process and outcomes.
