In the current era of reform, it demands changes and improvements to better public services. Implementation of Government Administration as stipulated in Law Number 30 of 2014 seeks to improve good governance and prevent the practice of Corruption, Collusion and Nepotism (CCN) which until now often occurs in various elements of government in Indonesia. Kelurahan is one of the smallest institutions in government that needs to improve the public service system, especially in the transparency of public services which are still full of problems to this day. The purpose of this study is to describe transparency in public services in the Padang Bulan Selayang II Medan Village and to find out the obstacles in its implementation. The research method used in this study is descriptive qualitative which explains the phenomenon in depth through data collection. This study uses the theory presented by Kristianten (2006) with indicators of document availability and accessibility, clarity and completeness of information, process openness, and a regulatory framework that guarantees transparency. The results of the study show that Transparency in Public Services in the Padang Bulan Selayang II Medan Village is quite transparent, but of course transparency still needs to be increased.

The decreasing interest in reading books has resulted in books being replaced by digital media. Changes in community behavior in the era of disruption occur because people are more interested in information obtained through online news that is spread on various websites and social media. This study aims to determine community participation in the implementation of the Digital Reading Corner (POCADI) program in Tebing Tinggi City which focuses on community involvement in utilizing the Pocadi program to increase reading interest and digital literacy in Tebing Tinggi City. This research uses descriptive qualitative research methods. Data collection techniques are interviews, observation and documentation. The results obtained using the analysis of the theory of community participation proposed by Cohen and Uphoff show that the Pocadi program still has not shown a positive impact in increasing interest in reading and literacy in the community. Community participation in the Pocadi program has not been carried out optimally at each stage. Especially at the implementation stage, where the community has not fully utilized Pocadi as a reading place that supports an increase in interest in reading and digital literacy in the community.

This study discusses the leadership style of the village head in conflict resolution. Conflict over land use and ownership is an important point between the community and the company. The root of the conflict that occurred between the community and the company was due to the understanding between the two parties. Based on this, this study aims to find out how the Village Head's Leadership Style in Resolving Conflicts with Plantations in Air Buluh Village, Ipuh District, Mukomuko Regency. This study uses a qualitative approach with descriptive qualitative types. The research location is at the Air Buluh Village Office, Ipuh District, Mukomuko Regency. The research subjects were village heads and informants were village officials, community leaders, companies and the sheltered community. Data collection techniques using observation techniques, interviews and documentation. From the analysis that the author did, it can be concluded that the leadership style of the head of Air Buluh village in resolving conflicts between the community and plantations in Air Buluh Village, Ipuh District, Mukomuko Regency applies a Democratic leadership style. joint decision.

Bureaucratic pathology refers to conditions in which the bureaucracy or public administration system, which is supposed to help and serve the community, actually becomes an obstacle and makes it difficult to provide good service. Bureaucratic pathology is usually characterized by ineffective, inefficient and non-transparent bureaucratic behavior. This study used a descriptive qualitative research method, with key informants namely the Head of the Public Services Section of the Pinang District Office and the people receiving services in Pinang District, Tangerang City. Data collection was carried out by interviews, field notes, documentation studies, and other official documents obtained from informants. The purpose of this study is to reveal the facts and situations that occur regarding the existence of bureaucratic pathology in public services in Pinang District, Tangerang City. The results showed that there was no bureaucratic pathology in public services carried out by the Pinang District Office, Tangerang City, but there were several obstacles that occurred, namely the problem of blanks and the network system (internet) which sometimes had problems. The existence of these obstacles if not overcome will reduce the effectiveness and efficiency of services.
