Accessibility and Usability of Library Websites to Students with Visual and Physical Disabilities in Public Universities in Kenya 肯尼亚公立大学图书馆网站对视觉和身体残疾学生的可访问性和可用性

This article examines the accessibility and usability of the library websites by students with visual and physical disabilities in universities in Kenya. The article is derived from a doctorate research study undertaken at the University of KwaZulu-Natal (South Africa) that examined how public university libraries in Kenya provided information services to students with visual and physical disabilities. The study used survey research design and adopted a mixed methods approach where data were gathered using survey questionnaire, focus group discussions, structured interviews, and observation. The study population consisted of six public universities that had a longstanding tradition of enrolling students with disabilities. Data were gathered from students with visual disabilities (86), students with physical disabilities (91). University Librarians (6), Personnel from the Disability Mainstreaming departments (5), Systems Librarians (5), and the Library Personnel who dispensed information services to students with visual and physical disabilities (133). Social Model of Disability and IFLA Access to Libraries for Persons with Disabilities checklist were used as the conceptual and theoretical framework in the study. The results revealed that all the libraries had library websites. However, the websites did not provide disability services page or any information designed for individuals with disabilities. The study also revealed a lack of awareness of the existence of library websites among some students with disabilities. Furthermore, others were unaware they could access e-resources through the library websites. The study also revealed that the website design posed various challenges to students with visual disabilities. Given this scenario, the study concluded that people with disabilities were excluded from access and use of library websites in public universities. The authors recommended that library websites must contain disability services page providing information suitable for persons with disabilities as well as create awareness of the same. The libraries should evaluate their websites to ensure compliance with W3C requirements for web content accessibility. Additionally, the libraries should develop library disability policy to give guidance on the provision of digital information as well as other information services to persons with disabilities. A Study on the Service Provision Direction of the National Library for Children and Young Adults in the 5G Era 5G时代国家图书馆面向青少年的服务提供方向研究

In order to establish a digital-based use environment for the provision of new information services suitable for the 5G era, it is necessary to discuss the direction of service provision by the National Library of Children and Young Adults in the 5G era. Based on utilization services in other fields, library services in the 5G era, including the development and provision of employee education and training services, ultra-high-definition and 360-degree realistic contents and education on library use, provision of multi-dimensional realistic media streaming broadcasting services, provision of telepresence education programs, activation of virtual communities, implementation of hologram performance halls/exhibit centers, and provision of unmanned book delivery services, environment monitoring, safety monitoring, and customized services, were proposed. In addition, based on 5G service, 5G technology, and library application direction, advancing into a producing and supporting base for ultra-realistic and immersive contents in the 5G era, strengthening online and mobile services in the non-contact era, and establishing a smart library environment were proposed as the service provision direction for the National Library of Children and Young Adults in the 5G era. Access, Skills and Constraints of Barangay Officials towards the Use of Information and Communications Technology (ICT) 巴郎盖官员使用信息和通信技术的机会、技能和制约因素

ABSTRACT - The study determined the access, skills and constraints towards the usage of ICT among barangay officials. A complete enumeration technique was used due to the small size of the population. A total of 121 barangay secretaries and barangay treasurers comprised the study respondents. The findings revealed that most of barangay officials have access to personal computer at home and in the office using their own mobile data and office internet connectivity. With the support from the Local Government Unit (LGU), it was found that most of the respondents are advance and proficient in computer usage. As constraints to ICT usage, the study respondents still experienced slow internet bandwidth that makes connection and communication weak along with the low income status. Consequently, it was found that there are no significant differences in terms of skills and constraints among barangay secretaries and barangay treasurers towards using ICT. It can be concluded that study respondents prefer to use office computer to access the information they need due to the convenience and availability of resources. The study respondents are competent enough to handle their job well but listed slow internet and low financial resources may hamper their ICT usage. Research implications are also offered. A Study on Improvement of Electronic Library Services Using User Review Data in Mobile App Market 基于移动应用市场用户评论数据的电子图书馆服务改进研究

This study aims to analyze users' assessment of electronic libraries in the mobile app market and promote service improvement based on this. To this end, the basic background and purpose of the research, research method, and research scope were first set, and the relevant literature and empirical prior studies were analyzed. Next, users' evaluations of electronic libraries were collected and analyzed from Google Play Store. Based on the results analyzed, measures to improve the quality of electronic libraries were discussed. Based on the results of the study, the following improvement measures are proposed: 1) Need for systemic improvement and stabilization; 2) Provision of applications suitable for multi-device environments; 3) Resumption of services after systematic inspection after updating; 4) Simplification of sign up, log in, and authentication procedures; 5) User support through real-time chat; 6) Introduction of a detailed assessment of reviews; 7) Provision of guidance and user manual for electronic libraries; 8) Improvements to expand user convenience; and 9) Securing differentiation from other similar services.  URL:  http://ijkcdt.net/xml/28379/28379.pdf

Assessment of Academic Utilization of Online Information Resources by Undergraduate Students in University of Nigeria, Nsukka 奈及利亚大学大学生在线资讯资源学术利用评估

ABSTRACT The research was undertaken to determine the academic utilization of online information resources by undergraduate students in the University of Nigeria, Nsukka. The objectives of the study were to identify the online information resources used by the students; academic purposes for their use, extent of their academic use, problems as well as strategies for improving the utilization of the online information resources by undergraduate students. Descriptive survey was used as the design of this study. The study was carried out in Nsukka, Enugu State in the South Eastern Geopolitical zone of Nigeria. The population of the study is made up of 25,657 students of the University of Nigeria, Nsukka. Six research questions were set to guide the study. The instrument for data collection is UOIRSQ (Utilization of Online Information Resources by Students’ Questionnaire) which was formulated in accordance with the research question. Since the research design is descriptive, likewise, descriptive method of data analysis was used in answering the research questions. The major findings were that out of many online information resources available, only few of them are used by undergraduate students. Wikipedia Online Encyclopaedia, Google Books and Punch/Vanguard are highly used. Problems and strategies for improving on the problems were given. Some of the recommendations made for enhancing the academic utilization of online information resources by students in the university include: providing more online training facilities to undergraduates in order to equip them on how to use online information resources; constantly upgrading the server’s bandwidth to ensure maximum service or faster navigation; providing and given to the students improved access to computer systems, preferably laptops, and also teaching them advanced searching skills through organisation of workshops and seminars by the library and university.  URL:  http://ijkcdt.net/xml/11661/11661.pdf

High unemployment rates repeatedly cause recurring social problems such as fewer employment opportunities and employment insecurity. Following this trend, various programs related to employment have been provided through various government and institutions. However, they have established overlapping policies and programs and there is no one stop gateway to find effective and efficient way to find relevant information. For this purpose, this study aims to provide employment and job search subject gateway development. The study has carried out case studies, literature reviews, and user survey. Based on this study, it suggested a linked metadata model to organize and link scattered information together, and a digital gateway operating diverse information services. It is expected to provide a basis to develop comprehensive information service model for employment.

An Assessment of the Multiple Challenges Associated with Student’s Access to Electronic Resources at a Public University Library in Ghana 加纳一所公立大学图书馆学生获取电子资源的多重挑战评估

Our understanding of how barriers to access systematically varies with the compositional and contextual characteristics of users is incomplete. Using a public university library in Ghana, this study assessed the heterogeneous barriers or constraints students encounter in accessing electronic resources based on their demographic and contextual attributes. A descriptive survey design was adopted and structured questionnaires were administered randomly to 558 students in the four constituent colleges of the University of Cape Coast, Ghana. Data were collected and analysed using SPSS and descriptive statistics were generated. The results revealed that students faced six key challenges in accessing electronic information resources in the library namely delays in download of information, poor internet connectivity, and limited accessibility of university portal, inadequate computers in the library, poor lighting and limited ancillary services (on the spot printing facilities), with differences based on gender, academic level, and college affiliation. Only 24% males and 26% females had no challenges or problems with delays in download of electronic information. About three-fourth of all users had poor internet connectivity and complained about inadequate computers associated with accessing electronic resources. 40% percent of undergraduate students in the Colleges of Education Studies, Agriculture and Natural Sciences, and Humanities and Legal Studies each encountered four to six simultaneous challenges. Irrespective of gender, first year undergraduate students in all the four colleges were the least likely to report multiple challenges. This suggests the need for targeted and context-specific interventions to address the identified challenges.

The paper discusses the ICT infrastructure as far as the availability of (computers, local or wide area networks, Internet connectivity and its reliability, size of the bandwidth and its optimization, etc.) in the S&T research institution. It also examined the profile of the research scientists and looked at the type of ICT infrastructure that is available for their use as well as the reliability of the Internet connectivity within these research institutions. It looked at the broadband capacities of the research institutions and the ICT capabilities in respect of the technical and managerial support back-up that are available to the research institutions. The study used the survey research method with a questionnaire as well as personal observation to gather the data. From the data gathered, it was realized that the internet connectivity and the size of the bandwidth that the R&D institutions subscribed to differed significantly. Again, the extent to which the research scientists were able to access the internet in their respective institutions depended on the quality of the local network in place. Generally, the investments in ICT were made for different management objectives, and these were meant to facilitate the generation of new knowledge as well as make measurable improvements in R&D activities.

A Study on the Impact of Satisfaction with Public Libraries on Using and Recommending Intention 公共图书馆满意度对使用和推荐意愿的影响研究

As the South Korean government has recently announced its intention to implement a three-year policy on building additional libraries and complex community centers as the community-based everyday life SOC project, society has shed new light on libraries as public service institutions. Accordingly, this study was conducted to determine the factors affecting resident satisfaction with public libraries, intention to use, and intention to recommend public libraries, for use as basic data to increase resident satisfaction and use of public libraries in South Korea. To this end, we conducted a survey on residents who have experience with using 13 public libraries designated as regional representative libraries in South Korea. The surveyed data was verified with structural equation using AMOS. The results were as follows. First, all factors, such as material, facility, staff, program, and service, except location and space, had a significant effect on resident satisfaction with public libraries. Second, it was found that satisfaction had a significant effect on intention to use and intention to recommend. The results of this study may contribute to qualitatively improving public library services by reflecting the changing needs of users, as well as social trends at the working level of libraries in the South Korean society.
