This paper aims to examine Serbian female entrepreneurs' performance related to digital competences based on real-life scenario questions. The research was conducted on a sample of 114 female entrepreneurs. The method used for collecting data was an online survey (Google form). The survey questions were based on Digital Competence Framework (DigComp) focusing on the first two areas, "Information and data literacy" and "Communication and collaboration". The results showed that the female entrepreneurs in Serbia achieved better performance (i.e., answered the questions correctly) in the area "Information and data literacy" especially in the segment "Browsing, searching, and filtering data, information and digital content". On the other side, lower performance of Serbian female entrepreneurs was achieved in the area "Communication and collaboration", where nine questions from thirteen were not answered correctly. Segments "Engaging in citizenship through digital technologies", "Collaborating through digital technologies" and "Netiquette" were identified as the most problematic because there was no correct answer. The authors can conclude that skills incorporated in the segments of the second area need to be improved and boosted to be in line with market demands.

New technologies have a significant role in modern financial markets. The application of new technologies, application and software solutions has enabled financial institutions and individual and institutional investors to use mathematical-statistical and econometric models, which are based on analysis and evaluation of investment portfolios, financial risk assessment and extrapolation, as well as predictability related to cyclical economic trends, which are directly reflected in the investment portfolio. Due to the impact of the financial crisis, and especially due to global negative economic trends caused by the COVID-19 pandemic, alternative forms of financial assets that are directly created by the application of new technologies are becoming increasingly important in the international financial market. These alternative forms of financial assets are presented as cryptocurrencies. Bitcoin is the first cryptocurrency in the global financial market, and Ethereum is the second cryptocurrency in terms of market turnover. In this regard, arises the question: "Do these two leading cryptocurrencies have a significant impact on the modern financial market, as well as on the decision of individual and institutional investors regarding a different structure of the investment portfolio?" Restructuring the investment portfolio by including cryptocurrencies, aims to achieve portfolio diversification in order to better manage market and financial risks. Faced with the fact that natural increase in the Republic of Serbia is in continuous decline, fulfillment in the role of parents is undoubtedly of great importance, both for individuals who takes one of the most responsible roles during life, and for specific society and future generations. Parental law as a system of duties arising from it, form a wide range of social and legal determinants of the future of parents and are correlated with the rights of the child. In this paper, using the method of survey research of a sample of parents, we have presented the most important social conditions whose satisfaction is the norm for the child birth and child upbringing. As the natural increase has significant deviations according to the regions, individual activities at the level of the most endangered local self-government units are the only way for the society to invest in the development of offspring and timely preservation of parental rights, primarily caring for the child's personality. Child birth and parenthood are not only a private matter of an individual, but it is in the interest of society to conduct population policy in accordance with the needs of a particular society. In this way, the chain of human social reproduction is maintained, which is always subject to normative regulation (both legal and moral).

The paper discusses the issue of modern society that functions mainly through new technologies. It points out the misconception that the Internet has provided safe and unlimited access to the world of knowledge and information and new modalities of creative expression. Time has shown that the use of modern technologies has led to the creation of new business models that are defined as surveillance capitalism, the emergence of which indicates the negative aspects of social media. Surveillance capitalism involves overseeing and compromising the privacy of the individual through the trade of personal data. The answer to this phenomenon is the potential role of critical thinking and media literacy. Critical thinking and media literacy are viewed in the context of national strategies and the individual aspect, while identifying existing potentials and constraints. The aspiration to achieve comparative advantages in the tourism of the Republic of Serbia has increased the competitiveness of this branch.. Various measures in order to achieve the expected results are being undertaken. One of the measures is the decision of the Belgrade Chamber of Commerce on the development of criteria for evaluating the quality of services. Application of multi-criteria decision-making (Analytic hierarchy process (AHP) and Technique for Order Preference by Similarity to Ideal Solution method (TOPSIS)) method and their computer support in making decisions for the given problem greatly simplifies and speeds up the process. The application program, created for the purpose of solving this problem simply provides solutions after entering the data. The aim of this work is to, by solving this problem, point to the necessity, assistance and importance of the scientific discipline of decision-making theory and decision-making support systems in everyday decision-making that are applied by individuals or groups, solving this problem.

The aim of this paper is to determine the effects of the implementation of the program "School and the public" on the organization of the school system in the period of program implementation from 2009-2014. and the level of communication between the education system and the public. Methods: 694 respondents fulfilled the questionnaire for the training participants used in actual research, and prepared by the Institute for the Advancement of Education and Upbringing, intended exclusively for the Center for Professional Development of Employees. The collected data were processed by descriptive statistics in Microsoft Excel and the results obtained are presented in tables and graphs. Results: The fact that the large percentage of participants (more than 90%) spoke positively about the program speaks in favor of the claim that employees in education are aware of the need for personal training and engagement in communication processes between the educational institution and the public. CONCLUSION: Participants' answers clearly indicated the obvious improvement of communication between the educational institution and the public through the affirmation of the work of the institution itself, as well as the establishment of a positive image and solving important issues and problems in the functioning and work of the institution.

Political theories, which are constantly upgrading and changing, are the foundation for creation of national and state ideologies. World powers strive towards spreading their own national interests through encouraging other countries of the world to accept their ideologies based on their own political theories. The geopolitical variability, not only regarding the spatial, but also the temporal factor, impacts the creation of new theoretical explanations and assessments. Liberalism as a dominant political theory in all its forms is no longer primary and present as it was in the beginning of the twenty first century. In the East emerges a new view and a new alternative to contemporary liberalism. The NeoEuroasian geopolitical vector is creating conditions for a more influential role of Russia in the contemporary world. After the crisis in the end of the previous and the beginning of this century, Russia stabilized its economy and formed a new state system which influenced it to become a strong competitor to the US in the geopolitical space. According to Vladislav Surkov, Putinism is the future of the Russian power, and sovereign democracy is the paradigm of its influence. In conclusion, this contemporary Russian political theory is in its beginning, not only within but also outside the Russian borders, searching for its path as the model of future, representing the manner for fulfilling the Russian foreign policy goals and interests. The lack of a comprehensive institutional framework to promote joint participation in the development of local economies has hampered grassroots development efforts in South African communities. The majority of the South African local government authorities struggle to fulfil their developmental mandate. Notably, there're certain collaborative governance factors that tend to enhance the effectiveness and control of localised development. These factors are not captured in the integrated conceptual model that articulately depicts the relationships between these variables and their impacts on the perceived outcome of LED. This negatively impacts the municipality's ability to manage localised development well in collaboration with relevant stakeholders. A complete understanding of the relationships and dynamics of these variables is required to make recommendations for improving management and response to socio-economic concerns within the community through improved LED governance. Data were collected in six municipalities in the Western Cape, South Africa, to address these challenges. A qualitative study design paradigm based on interpretive philosophy was employed. The instruments used to collect the data were document reviews, interviews, and focus group discussions. The study analyses and evaluates the design and implementation of collaborative governance policies and initiatives in selected local governments in the Western Cape, South Africa. A normative, collaborative governance framework was developed in the study. This captures not only the enhancing and limiting factors of LED but also the relationship between these factors that can hinder the success of the collaboration between local governments and other key stakeholders. This integrated framework/model can inform future design, implementation, and evaluation of LED co-governance in small towns and future policies for improving co-governance and LED in small towns.
{"title":"Developing and implementing an effective framework for cooperative governance and local economic development (LED) in South African local government","authors":"Kamara Douglas","doi":"10.5937/megrev2201235d","DOIUrl":"https://doi.org/10.5937/megrev2201235d","url":null,"abstract":"The lack of a comprehensive institutional framework to promote joint participation in the development of local economies has hampered grassroots development efforts in South African communities. The majority of the South African local government authorities struggle to fulfil their developmental mandate. Notably, there're certain collaborative governance factors that tend to enhance the effectiveness and control of localised development. These factors are not captured in the integrated conceptual model that articulately depicts the relationships between these variables and their impacts on the perceived outcome of LED. This negatively impacts the municipality's ability to manage localised development well in collaboration with relevant stakeholders. A complete understanding of the relationships and dynamics of these variables is required to make recommendations for improving management and response to socio-economic concerns within the community through improved LED governance. Data were collected in six municipalities in the Western Cape, South Africa, to address these challenges. A qualitative study design paradigm based on interpretive philosophy was employed. The instruments used to collect the data were document reviews, interviews, and focus group discussions. The study analyses and evaluates the design and implementation of collaborative governance policies and initiatives in selected local governments in the Western Cape, South Africa. A normative, collaborative governance framework was developed in the study. This captures not only the enhancing and limiting factors of LED but also the relationship between these factors that can hinder the success of the collaboration between local governments and other key stakeholders.
