A Review of the Literature on the Issues and Roles of E-Learning in UAE Higher Education 阿联酋高等教育中电子学习的问题和作用的文献综述

E-Learning is becoming a popular delivery method across various universities and colleges in UAE as the region is experiencing a rapid growth of e-Learning in higher education. Adequate infrastructure, changes in demographic profile, globalization, government initiatives, outsourcing and increasing demand for IT knowledge-based jobs are the major factors responsible for e-Learning growth in higher education in UAE. However, e-Learning has many problems such as inadequate equipment, improper guidance on using e- Learning gadgets, inadequate infrastructure, changes in demographic profile, globalization, inadequate government initiatives are the major problems of e-Learning growth in higher education in UAE. Based on this review, e-Learners have shown indeed a very high level of understanding concerning the potential and value of e-Learning. It is anticipated that the findings of this study will offer opportunities to improve policy and practice of e-Learning in higher education in the UAE so as to solidify its position as an e-learning hub in the gulf region.

Positioning Household Waste Transfer Points: A Municipality Government-Organized Waste Perspective 定位生活垃圾转运点:从城市政府组织垃圾的角度

In response to growing importance of household waste management issue, this article deals with the positioning of household waste transfer points from a government-organized waste perspective. By taking Surakarta, a municipality in Central Java, Indonesia as an example, the problem in the municipality is formulated as an MILP, is approached with a capacity-weighted set covering method, and finally is solved by using software LINGO 11. The article concludes that the transfer point alternatives of Sondakan Kuburan, Norowangsan, SPSA, Pajang Rel, Bonoloyo and Kedung Tungkul should be selected in order to be able to serve all the household waste producers for the maximum household waste generated. On the contrary, the selection of Sondakan Kuburan, Bonoloyo and Kedung Tungkul only should be able to provide service to all of the household waste produced for the scenario of minimum amount of household waste.
