In response to the demand for advanced tools in environmental monitoring and policy formulation, this work leverages modern software and big data technologies to enhance novel road transport emissions research. This is achieved by making data and analysis tools more widely available and customisable so users can tailor outputs to their requirements. Through the novel combination of vehicle emissions remote sensing and cloud computing methodologies, these developments aim to reduce the barriers to understanding real-driving emissions (RDE) across urban environments. The platform demonstrates the practical application of modern cloud-computing resources in overcoming the complex demands of air quality management and policy monitoring. This paper shows the potential of modern technological solutions to improve the accessibility of environmental data for policy-making and the broader pursuit of sustainable urban development. The web-application is publicly and freely available at https://cares-public-app.azurewebsites.net.

As climate change intensifies, resulting in more severe rainfall events, coastal cities globally are witnessing significant life and property losses. A growingly crucial component for flood prevention and relief are urban storm flood simulations, which aid in informed decision-making for emergency management. The vastness of data and the intricacies of 3D computations can make visualizing the urban flood effects on infrastructure daunting. This study offers a 3D visualization of the repercussions of hurricane storm surge flooding on Galveston, TX residences, illustrating the impact on each structure and road across varied storm conditions. We employ target detection to pinpoint house door locations, using door inundation as a metric to gauge potential flood damage. Within a GIS-based framework, we model the damage scope for residences exposed to varying storm intensities. Our research achieves three core goals: 1) Estimating the storm inundation levels on homes across different storm conditions; 2) Assessing first-floor elevations to categorize housing damages into three distinct groups; and 3) Through visualization, showcasing the efficacy of a proposed dike designed to shield Galveston Island from future storm surge and flood events.

The Unequal Impact of Disasters: Assessing the Interplay Between Social Vulnerability, Public Assistance, Flood Insurance, and Migration in the U.S. 灾害的不平等影响:评估美国社会脆弱性、公共援助、洪水保险和移民之间的相互作用

Extreme weather events, such as hurricanes with intense rainfall and storm surges, are posing increasing challenges to local communities worldwide. These hazards not only result in substantial property damage but also lead to significant population displacement. Federal disaster assistance programs are crucial for providing financial support for disaster response and recovery, but the allocation of these resources often unequal due to the complex interplay of environmental, social, and institutional factors. Relying on datasets collected from diverse sources, this study employs a structural equation model to explore the complex relationships between disaster damage (DD), social vulnerability (SV), public disaster assistance (PDA), the national flood insurance (NFI), and population migration (PM) across counties in the contiguous US. Our findings reveal that communities with lower SV tend to experience higher levels of DD across US counties. SV is negatively associated with PM, PDA, and NFI, both directly and indirectly. Furthermore, PDA is positively linked to PM, whereas DD has a direct negative effect on PM but an indirect positive effect through PDA.
