President of the Society THE prohibition and punishment of active homosexuality in men is upheld by many; others believe that it should be permitted and only penalized in certain circumstances. All will agree, however, that it is a matter which has social and religious as well as medico-legal implications. It may be misleading to compare homosexuality in the two sexes. I cannot remember a case in which murder or blackmail was related to homosexuality in women, although other disasters sometimes occur. . In men, the activity is more overt and aggressive; murder as well as suicide not infrequently result. The male homosexual is said to be a likely subject for blackmail because his actions are criminal. But perhaps this is only a partial truth, since disreputable behaviour which is not criminal also attracts the blackmailer. The Criminal Statistics .for 1938 show that during the year there were 417 convictions for committing, or attempting to commit, unnatural offences, and 164 for indecency with males. The figures are no guide to the incidence of male homosexuality in general, but there can be no doubt that it is considerable.

and not to punish the woman, whereup~n Lady Astor said that that was all nonse~se. because there was nothing of the sort between women. But the matter concealed ObVIOUS injustices. A woman might divorce her husband if he committed unnatural offences with other men, but her husband had no remedy if she committed unnatural offenceswith other women. In spite of what Lady Astor said on that occasion such cases did occur between women, and there were now cases in which actually Lesbianism between women was being promoted by men and run as a source of profit. .There were houses in some of the most expensive and aristocratic quarters in London where an enormous amount of money was being earned in this way and the law could not touch the people concerned. The PRESIDENT, in closing the discussion, said that he thought they would all agree that they had listened to some most interesting and important speeches. It seemed to hint clear that this problem of homosexuality could not rightly be judged in any monopolist spirit. There were so many factors with which lawyers and doctors had severally to deal and there were many angles of approach. He did not know whether there was any theatrical manager in the audience that evening, but he remembered some twenty-five or thirty years ago a theatrical manager, whose name was highly respected by everybody in this country, writing a book which took the form of letters to his son. One of those letters was on getting married, and this theatrical manager, clearly writing from his own experience, told his son not to pay any attention to flirtations of his wife with other men but to watch the women with whom she associated, whether they were young or old. That touched upon an aspect of the matter mentioned by Mrs. Normanton. He thought that the discussion would help to crystallize their views on this subject and that it would become apparent that there was not really any very wide difference between the medical and the legal aspect in these matters.

lays emphasis on education as a means of reform. The Report is based on a study of juvenile delinquency by a sub-committee over which Mr. John A. F. Watson, Chairman of the South-East London Juvenile Court, presided. The shortage of remand homes for those under the age of seventeen, and the substitution as a temporary expedient of cottage homes for groups of small children, are discussed and also the need for vigilant supervision in remand homes in order to prevent contamination. Another suggestion of the sub-committee is the abolition of the power of the courts to order Whipping for boys under the age of fourteen, and also the abolition of imprisonment for boys and girls under seventeen, although until some alternative treatment is found for offenders for whom Borstal is inadequate it is realized that the power to order imprisonment must remain. Another system deplored is that of keeping young persons in prison whilst awaiting their transfer to a Borstal institution. More Borstals are advocated, and the education in these institutions should include instruction in practical subjects and training in citizenship.
