The present essay begins with a brief introduction of Morris Berman and René Girard. I described the hominization theories of both authors. From hominization came out the main features of primitive societies. For Girard, these features are: an order of interdicts and ritual sacrifices. For Berman, the main features of primitive men are: trust to environment and to other people, and unattachment to other people, things and ideologies.

This paper describes and compares the legislative performance of specialized commissions on gender issues with other commissions in several Latin American legislatures. The research identifies differences and similarities in the activities of these commissions and their influence on the process of public policy development in five countries (Argentina, Colombia, Costa Rica, Mexico and Paraguay) that have specialized commissions on this topic. It is argued that there is a variation in the legislative performance of the different committees in the legislatures studied; in addition, this work explores the influence of the female leaderships in the performance of these commissions.

In the present article, the author conceives that leadership is one of the basic attributes of politics and should be an important object of study for political science, since the leadership of the political class is essential for the good operation of the political system. The present work has two objectives, to expose the electoral process that took place in Nuevo León in 2015 and to analyze several questions about the electoral participation of independent candidates. In the particular case of the article, the result led an independent candidate to win the election of governor in a political context monopolized by political parties, with rules that made it difficult for independent candidates to participate, with strong media intervention; as well as a different and irreverent campaign, where the division of parties, the governor's discredit and court rulings balanced the competition and allowed the final result.

The objective of this work is to recover the direct participation of the citizens as a resource to strengthen the current democracy. From forms of participation typical of ancient democracy, it is considered that popular consultations (so called referendums and plebiscites), popular legislative initiatives and citizen candidacies are alternatives for direct participation in society that can make more genuine the representation of social interests. In addition to convening and giving citizens the possibility of participation without many intermediaries, they encourage deliberation, transparency, political responsibility and accountability.

The Theory of justice of John Rawls revived the debate in political philosophy around liberalism, since several authors have raised various criticisms and contributions. Among the highlights are the Amartya Sen, posed a theory focused on ensuring the capabilities of individuals rather than institutions. Iris Marion Young calls for a theory of justice that recognizes cultural differences, and Nancy Fraser warns of the need for this recognition rest in the political representation. The hypothesis is that these contributions allow a correct conception of justice appropriate for contemporary societies.

The objective of this article is to analyze the relevance of a specific public policy, contrasting its design with the context and needs it seeks to solve. The authors analyze the case of the Cruzada Nacional contra el hambre and the composition of family income, showing the application of similar measures in spite of the socioeconomic heterogeneity of the target population. They applied from multivariate statistical methods to official data (enigh, 2012) with the idea of obtain conglomerate results. These results demonstrate the need for fundamental changes in the design and implementation of the program to meet its objectives and address the socioeconomic challenges prevailing in Mexico

The paper presents an analysis of the social security situation of the workers assigned to Section B of the Third Article of the Mexican Constitution. The authors examine the causes that have exacerbated the crisis of the social security system in Mexico and the scope of the Law of the Institute of Social Security and Social Services of State Workers (issste), as well as its implications on labor stability and in the benefits on social security for Section B workers. The text concludes with an improvement propose with the idea of create a modern, comprehensive, effective and effectively universal social security
