This article shows that tenure of partisan control of local governments has a positive and curvilinear effect on parties’ performance in federal elections. This result is based on a longitudinal analysis of federal legislative elections between 1991 and 2009 in Mexico. This approach have the idea that studies about the spillover electoral effects of partisan control of government show that in recently democratized countries, such control has a positive impact on parties’ performance in elections for office at different branches or levels of government.

In recent years social efforts to legitimize authorities through democratic processes have been successful, however, this can be overshadowed by the lack of representation of social interests in the exercise of power. When there are factors such as: inequality, unemployment, low wages and the precariousness of work, social exclusion is reproduced and this in turn, disenchantment towards democracy. For this reason, new routes must be sought to consolidate democracy and avoid social atomization, a departure from politics and low social participation.

The following article presents a historical and conceptual overview of the populism category in Laclau's work from his earliest works inscribed in Marxism to his mature theory of populism in the postmarxist camp. The political theory of populism by Ernesto Laclau is one of the most sophisticated and controversial answers to the question about the origin of this category. The study proposed by the author shows the potential of the category for political analysis and also the theoretical difficulties that must be solved to consolidate in a world in constant evaluation of its criteria of organization and participation in the political, economic and social spheres

In author's opinion after 1789, France underwent a series of vertiginous changes in a short period of time: the Absolute Monarchy, the Constitutional Monarchy, the Convention, the Directory, the Consulate, the Empire, the Restoration, the One Hundred Days, and The Second Restoration. Each of these events promoted changes of regulation and political changes in a restricted sense, however, they could not give the country a stable and lasting regime. However, in the midst of this chaotic happening, the French political history registers a brief experience that had as virtue to have been a first attempt that later would lead to the parliamentary form of government

Cooperation and its manifestation in time banks and social currencies, are the themes of this text. Both systems of exchange have a community character and are distinguished because in the first case, they exchange personal services, and in the other, goods through local circulation currencies. Through examples put into practice in Spain and other parts of the world, the author points out that this type of initiatives develops social relations and equality between different socio-economic strata, in order to solve some problems of the market economy.

The purpose of the article is to analyze the changes derivatives from the 2014-2015 political -electoral reform, for which is considers it as an important reform result of the negotiated gradualism between the main political forces and the government, put in frame in the mechanism titled Pact for Mexico, and discussed and approved within the federal Congress, which established a new normative frame, modified the structure and central authority assignments regarding the subject (ife), with the purpose of creating a new election national system, which is subject to discussion. The reform also defined new and different citizen participation methods, since it included several statutory laws pending from the previous adjacent 2012 reform.
