The administrative-territorial reforms launched in the Republic of Armenia continued with great vigor at the end of 2021. As a result of the administrative-territorial reforms, 441 communities were joined into about 38 enlarged communities. In parallel with the enlargement, changes were made in the electoral system, according to which the elections of the community council should be conducted by the proportional electoral system, and the head of the community should be elected by the municipal council. This marked the beginning of a new phase of the administrative reform, the aim of which should be the establishment and continuous development of the local self-government system.

The European Court differs from all other international courts in its special international legal means of protecting human rights. Due to the properties of the European Court of Justice, the decisions of the ECHR are distinguished by their peculiar features, the holistic presentation of which makes it possible to determine the nature of the decisions of the ECtHR. Discussing the theoretical approaches within the framework of this article and examining the decisions of the European Court, the properties of the decisions of the European Court are identified and interpreted.

The purpose of this article is to identify the problems in the institutional environment in Armenia through an analysis of the development and trends in the quality of institutions. As a result of the research, a chronological and comparative study of Armenia's institution environment was conducted using comparable data measuring the quality of the institutes. Based on our analysis, we concluded that, in contrast to comparable countries, the quality of Armenia's institutions did not improve during its independence period.

The purpose of the study is to present the current state of the mortgage lending system in Armenia, as well as the factors hindering the development of the mortgage lending market. To this end, taking into account the official data of the Central Bank of the Republic of Armenia, the Ministry of Finance and the Statistical Committee, a systematic analysis was carried out, which revealed the problems of the mortgage lending market, in particular, the low level of monetary income of the population, the growth of non-performing loans, high prices in the real estate market, the high concentration of the mortgage market, and the household debt burden.

There is an urgent need to understand and generate awareness about AI’s impact on public administration and to shed lights on the resources that it can provide to support public administration managers in their work. Due to its revolutionary aspect and the dramatic technological changes that AI will imply such as rapidity, availability of Big Data, simulation, and monitoring it will definitely, entail a change of paradigms in public administration in terms of laws, management, data collection, jobs, training and public policy. The tremendous speedy development in AI algorithms, the dramatic increase in speed and computing power, the ability to generate, store, and retrieve massive amount of data from various sources in fractions of a second will lead governments at all levels as well as citizens to this new technology in terms of change, innovation, hierarchy, training, privacy, ethics, and surveillance.

The article is devoted to the implementation of the e-government system - its positive aspects and features. The emphasis is on how citizens perceive e-government systems. We were especially interested in how the process of informing citizens about the electronic platforms is going on, based on this, what the level of the awareness of the population is, and to what extent the efficiency and user-friendliness of the implemented systems are evaluated. Awareness and transfer of knowledge to citizens is an important step, in case of incomplete implementation of which the implemented systems cannot provide adequate efficiency.

The present article attempts to look at Armenia and the Islamic World through the lens of possible compatibility of their interests as local civilizations. Comparing and contrasting certain seemingly unrelated political and perceptual phenomena, the article poses a challenge to viewing the contemporary world order from the perspective of the “clash of civilizations”. To do so, the article exposes the nature of Armenian-Turkish relations as they started to develop upon Armenia’s independence in 1991 through the examination of documents in the archives of the Foreign Ministry of the Republic of Armenia.

With the adoption of the RA Law on Making Amendments and Addenda to the RA Law on Administrative-Territorial Division of the Republic of Armenia (06.09.2022) the process of community incorporation has become somewhat complete. Accordingly, the total number of municipalities have decreased by 8 becoming 71 (including Yerevan) and in the newly formed municipalities elections to local selfgovernment bodies have been scheduled on 25th of September, 2022. In this context effective provision of public services in newly formed multi-settlement municipalities has become crutial. This article investigates the issue of targeted implementation of the powers assigned to the community head by the law in the field of social protection using the clustering model.
