German stakeholder perspectives on the provision of cross-border public services 德国利益相关者对提供跨境公共服务的看法

Differences in the legal and administrative frameworks of the member states of the European Union (EU) have been identified as presenting major challenges to achieving territorial cohesion. The policy debate culminated in 2018 with a Commission proposal for an EU Regulation on a ‘European Cross-Border Mechanism’ (ECBM). While the proposed legal instrument is still under negotiation, this paper analyses the experiences of stakeholders in Germany’s border regions on navigating obstacles in the provision of cross-border public services. The paper concludes that while more legal certainty for crossborder cooperation would generally be welcome, stakeholders in border regions do consider local and high-level political support; financial incentives to address complex border challenges; and dedicated local and regional ‘policy entrepreneurs’ to be at least as important for realising complex joint projects.

Editorial: The transformation of post-industrial areas and territorial aspects of Just Transition Fund implementation 编辑:后工业地区的转型和地域方面的转型基金的实施

An introductory text discusses the Just Transition Fund’s core assumptions and origin, in the process revealing stages to the evolution of the approach taken – in the direction of ‘green economy’ assumptions. Activities financed within the framework of the Fund are identified, in respect of the restructuring of Poland’s mining regions. Examples of fields of intervention are then discussed by reference to the Terytorialny Plan Sprawiedliwej Transformacji Województwa Śląskiego 2030, i.e. the 2030 Territorial Plan for the Just Transition of Poland’s Śląskie Voivodeship, in Silesia. A particularly important aspect here is the timetable for closures of mines and conventional power plants. The material also presents selected data on the significance of mining and the extractive industries in both their social and economic dimensions. Particular attention is here paid to the labour-market consequences of the Just Transition. The references are to levels of pay in the sector referred to, as well as the wealth characterising the relevant Polish gminas (areas of local-governmental administration) – as an alternative way of looking at the entire process. The article also points to a large number of research aspects linking up with transitioning in the economy and requiring further study and analysis. Overall, the work points to the challenges that regions subject to restructuring are going to be faced with.

COVID-19 pandemic and its impact on air transport flows of European regions. COVID-19大流行及其对欧洲地区航空运输流量的影响。

The impact of the COVID-19 pandemic on air passenger traffic was dramatic with reductions in numbers that have never been seen before since flying became a mass mode for medium and long distance travel in Europe. Air freight transport was less affected. This paper sheds light on these impacts with high temporal and spatial resolutions. The novelty of this analysis compared to other reflections on air transport in COVID-19 times is that it not only looks at total volumes of air transport in Europe, European countries and single airports, but also focuses on the spatial interaction between European regions in terms of air transport flows for passengers and freight.
