Europeanisation or simply institutional change? : The impact of the EU membership on the polity of Hungary 欧洲化还是简单的制度变革?欧盟成员国身份对匈牙利政治的影响

The European integration has had a major impact on the institutional systems of the Member States. The case study  traces some of the characteristics of the institutional  changes brought about by EU-membership through the  example of Hungary. The study concludes that rather than being subject to Europeanisation, there has been an  institutional adaptation in the government’s handling of  European affairs in Hungary over the last 20 years. It also  affirms, that close policy cooperation does not  automatically lead to a single institutional model at EU  level.
欧洲一体化对成员国的体制制度产生了重大影响。该案例研究通过匈牙利的例子追溯了欧盟成员国身份所带来的制度变化的一些特征。该研究的结论是,在过去20年里,匈牙利政府处理欧洲事务的方式发生了制度性的调整,而不是受制于欧洲化。它还确认,密切的政策合作不会自动导致欧盟层面的单一制度模式。

Amikor a trónra lépő magyar királyt a Szent Koronával megkoronázzák, ő pedig a koronázási eskü letételével kötelezettséget vállal az ország törvényei szerinti uralkodásra, szerződés jön létre a nemzet és az addig csak trónutódnak, várományosnak tekinthető uralkodó között. Jelen tanulmány – amely a szerző által az 1921. évi trónfosztás 100. évfordulója kapcsán rendezett konferencián megtartott előadásának szerkesztett, bővített változata – azt a kérdést vizsgálja, hogy e különleges kontraktus egyoldalúan megszüntethető-e bármely fél részéről.

The purpose of this study is to present the effects of the administrative reorganisation on Szeklerland, to analyse and summarise them following the Austro–Hungarian Compromise of 1867, until the entry into force of the Romanian Law of Administrative Unification of 1925. The process of administrative unification following the First World War is also illustrated by means of legislations and reforms affecting the constrained minority status. In addition to the use of the literature of the research area, as well as examining the official Romanian journals, the study seeks to accommodate the Romanian intensions in addition to the well-known Hungarian position. Although the historical nature of the study is indisputable, it focuses on the process of development of the public administration of Szeklerland, and not the analysis of the mentioned historical period. As a limitation of the study, the lack of scientific measurability should be emphasised.

Mérlegen az alkotmánybírósági reformok

The new Constitutional Court Act has put a serious shift of emphasis on the function of the Constitutional Court, which has a significant impact on its position in the state governance, furthermore, as a result of the transformation of the institution of constitutional complaints, on the judicial law enforcement, as well. According to the new rules of constitutional complaint, not only the law itself can be appealed by its unconstitutionality, but any court decision for whatever reason violating any fundamental right. This excessively laconic regulation gives the Constitutional Court a great margin for manoeuvring. Based on the current practice, it is argued increasingly that there is a need for a list of legal requirements when a constitutional complaint can be lodged. In my opinion, the existence of a constitutional complaint would be justified in case of loopholes in particular.

A tanulmány a francia monarchiák bukásának közjogi eseményeit tárgyalja. Elsőként a francia alkotmányos monarchia 1792-es bukását és az első köztársaság létrejöttét; majd Lajos Fülöp 1830-tól 1848-ig fennálló királyságának 1848-as bukását és a második köztársaság létrejöttét; végül III. Napóleon császárságának bukását és a harmadik köztársaság létrejöttét elemzi.

Relocation of the creative class to the small cities due to covid-19 : Discussion on a new city marketing niche 新冠疫情下创意阶层向小城市的迁移:关于新的城市营销利基的探讨

Relocation to small cities is becoming more and more widespread. Due to the Covid-19 pandemic, people are  trying to escape from perceived danger and as an  alternative, they are considering short-term or long-term  relocation to smaller cities or towns. Purpose: in this paper,  the author gathers the experiences of people constituting a creative class, who relocated from capitals and  metropolises to small cities during the Covid-19 pandemic and before, recording and defining certain motives for their  move. Methodology: both primary and secondary  sources were used for content analysis. As a primary  source, ten in-depth interviews were conducted, whereas  secondary sources include blogs and online published  interviews. This article investigates three questions about  relocation: 1. Why do people move from bigger cities to  small ones? 2. What does the creative class pay attention to  before choosing a settlement for permanent or temporary  relocation? 3. How can the administration of the small cities reinforce their attractiveness for potential residents and tourists from the creative class?
