The condition for the effective development of any socio-economic system is the availability of investments as an important source of economic growth of the state. In modern conditions, attracting investments is the most significant task and one of the main components of the development of the domestic economy. Investment attractiveness is an important component of the strategy of sustainable economic development of the state, therefore, its research and evaluation are of great theoretical and practical importance. The article substantiates the directions of formation of the investment attractiveness of the regional economy. The priorities of assessing the investment attractiveness of the region are highlighted, including the analysis of the investment potential of the region’s economy and the determination of the impact of risks. It is established that the principles of selecting indicators of investment attractiveness of the economy of regions should include: purposefulness, uniformity, objectivity, reliability, realism and scientific.

The article deals with the problems of the development of agro-industrial enterprises engaged in animal husbandry and processing of meat products, as a consequence of low competitiveness, as well as difficult logistics chains. The prerequisites for the creation of a meat and sausage cluster on the territory of the Donetsk People’s Republic have been identified, which will contribute to the development of the agro-industrial complex of the Republic and, in general, improve the standard of living in the Russian Federation. The analysis of the meat products market is carried out, namely: the main producers, the level of self-sufficiency in meat and sausage products are considered, as well as the dynamics of prices for meat processing products and raw materials are investigated. It was revealed that due to the lack of a rational production and trade network between agricultural enterprises in 2023, there was an increase in prices for meat and sausage products. A number of meat production enterprises, as well as producers engaged in meat processing and sausage production, have been identified in order to unite large and small agribusiness of the Donetsk People’s Republic into a single production chain, which is a cluster. The geographical structure of the creation of a meat agro cluster, which includes the leading cities and districts representing agriculture, is presented. The result of the study is the development of a mechanism for creating a cluster in the meat subcomplex of the agro-industrial complex of the Donetsk People’s Republic, in which one of the key elements is a breeding and genetic center and a wholesale distribution center.

The article considers the volume of budget allocations, results and effectiveness of state support. Its size increased 2.1 times in 2013-2022, which contributed to a 2.6-fold increase in agricultural production, including 3.2 times in agricultural organizations and farms. Labor productivity in agriculture increased by 12.2%, value added in agriculture increased by 71.5%, wages – by 63.2%. Agricultural exports have increased sharply and imports of agricultural products and food have decreased, food security indicators for most food products have been achieved. The effectiveness of state support has increased: for 2013-2022, production per 1 RUB allocations increased by 19.4%, including in agricultural organizations and farms – by 50.0%, the share of profitable organizations increased by 9.1 percentage points, the level of profitability of agricultural organizations, taking into account subsidies, increased by 11.0 percentage points, excluding subsidies – by 18.0 percentage points. However, the production of some types of agricultural products is unprofitable. To increase the profitability of production, it is necessary to improve the mechanism of state support for agricultural industries.

On the shelves of grocery stores, customers may increasingly notice the appearance of various brands of animal milk substitutes. This is due to the fact that society is becoming more aware of the contraindications to the use of milk of animal origin, which are expressed in some cases in intolerance to lactose and/or milk casein by the human body. Currently, the Russian alternative milk market lags behind the global one, and the active development of domestic production of these products is just beginning. This article presents the results of the analysis of the Russian alternative milk market based on data collected by the Nielsen analytical company from the largest retail chains, including X5 Group, Magnit, Lenta, Red and White and others. The SV (strength/variety) matrix was used as the main tool to assess the level of dominance in the industry. Concentration indices, Lind indices and the modified Hall-Tideman coefficient were calculated and used to construct the matrix. The analysis of individual quadrants of the SV matrix showed that the Russian alternative milk market from 2019 to 2022 in each of the studied years was located in the G quadrant, which indicated a high concentration of the market, where four super-alpha companies stand out: “Sady Pridonya”, “Danone”, “Thai Agri Food Public Company”, “Soyuzpishchprom”.

The directions of development of the agricultural sector, farming systems, processes of interaction between rural commodity producers and local self-government in the conditions of the digital economy are considered. Current problems of farming systems arising from the use of digital technologies in the agricultural sector are identified. The article notes that the development of farming systems in the digital economy is beginning to change the role of local government, and the participation of society in production processes is intensifying. The organization of production processes of land use, based on the use of artificial intelligence systems, the use of network technologies in management systems, electronic cadastres, is a factor that ensures increased efficiency of agricultural production and the elimination of corruption in resolving issues of distribution, use and accounting of land. In the digital economy, the formation of an institutional environment is ensured that facilitates the organization of effective interaction between business entities, the reduction of transaction costs, the introduction of innovative technologies, the development of social capital, and ensuring the growth of the economy of rural areas.

Cooperation plays an important role in the development of agriculture in Germany. Historically, the cooperative formations of the country (partnerships) are united in the German Raiffeisen Union. Cooperation covers not only the sectors related to the maintenance of agriculture, but also partially agricultural production. Producer organizations have become a new form of cooperation in the EU and in Germany in the last 30-40 years. Their distribution across the federal lands of Germany is uneven. Basically, producer organizations are engaged in the collection of milk and the promotion of dairy products, as well as the processing of meat and the supply of meat products to the market.

Innovations are the main driving force for ensuring an intensive vector of socio-economic development and are the main lever for creating comfortable living and working conditions for the population, including rural ones. The adoption by the regions the concept of «smart specialization» is a manifestation of their conscious transition to a strategy of selective or point-wise investment in the active innovative growth of those areas of economic activity that are endowed with high innovative potential and are able to bring the region the greatest socio-economic, environmental and demographic prospects. The attractiveness of this approach is confirmed by the degree of prevalence of the principles of «smart specialization» in the world, when about 200 countries made a choice in favor of the development of «smart» technologies. The article substantiates the directions of the formation of «smart» specialization, contributing to the innovative growth of both agriculture and regional development in general. It is established that the introduction of information technologies into production and economic activities, on the one hand, contributes to the development of a new work culture, on the other hand, provides a strategic reorientation of the principles of activity.
