On December 2020 the Government of the Russian Federation launched measures to limit the maximum level of prices for sugar and sunflower oil. They were established on the basis of agreements between the Government of the Russian Federation, major manufacturers and retail chains. Decisions were made on an emergency basis. This paper analyzes the legislative basis of the decisions made, the mechanisms of regulation and their consequences. The study revealed problems in setting and observing maximum prices: flaws in the legal framework for imposing price restrictions and agreements between the government and business entities, difficulties in choosing business entities and regions for signing agreements, insufficient opportunities for signatories to implement agreements, difficulties in monitoring the implementation of agreements and evaluating the effectiveness of the introduction of marginal prices. Based on the results of the study, it was concluded that the experiment with limiting the maximum level of wholesale and retail prices for socially significant food products did not yield positive results and alternative options are needed to reduce the volatility of food prices.

The article analyzes the state and dynamics of development in the modern period of agriculture in the Krasnodar Territory, which occupies a leading position in this industry in the country. The dynamics of the volume of production and the index of agricultural production, the balanced financial result – profit for the agro-industrial complex of the region as a whole are studied. The dynamics and structure of grain exports from the region have been studied. Federal and regional agricultural support programs are considered. In general, according to the results of the analysis, there are good results of the development of agriculture in the Krasnodar Territory in recent years, especially in 2022.

This study aims to identify the consumer habits of people and their level of awareness in the matters of food loss and food waste. As a part of the study, people’s behavior monitoring in canteens of educational establishments was carried out during the lunch break: at school for 5 days and in a university for 10 days. Thus, the size of food waste was recorded for each component of the lunch, as a percentage of a full serving as well as in weight equivalent. The data obtained were expanded and supplemented by interviewing 536 students and schoolchildren. As a result of the poll, data were obtained on the eating habits and preferences of visitors of catering places in universities and schools, also the respondents’ awareness level of their own food waste and food left by others was assessed.

Consumer cooperatives do not always use the possible potential of the region for their development. The success of the development of the cooperative largely depends on support from the state. Also, with an increase in production volumes by households by 3.7%, the volume of purchases from consumer cooperation is reduced by 8.5%. The novelty of the study is the results obtained on the potential of the purchasing and marketing activities of consumer cooperatives.

In the current conditions, oilseeds and their processed products are profitable and in-demand goods on the markets, and this situation will continue in the medium term. In the Krasnoyarsk Territory, there is a positive trend in the acreage of oilseeds, the region occupies a leading position in the Siberian Federal District in terms of the gross harvest of spring rapeseed, the share of these crops in the revenue structure of agricultural organizations is increasing. At the same time, the Krasnoyarsk Territory has a lower profitability of oilseed production compared to other regions of the Siberian Federal District. The main problems of the fat–and-oil subcomplex of the agro-industrial complex of the region are, on the one hand, a significant shortage of processing capacities, and on the other hand, the underutilization of existing ones. As a result, most of the oilseed crop is sold both in other regions of Russia and abroad. To solve the problems, the article proposes a scenario for expanding the raw material base by increasing the sowing of oilseeds, as well as increasing the industrial production of products of the fat-and-oil subcomplex of the agro-industrial complex in the region. The implementation of investment projects for the development of the fat-and-oil subcomplex in the region will have a significant socio-economic effect.

The influence of drought on the grain harvest in the Russian Federation is analyzed. The quarterly statistics of the excess of domestic producer prices over world prices on the milk and sugar market are given. Producer prices for grain, milk, meat and sugar in Russia, the EU, and the USA in the 3rd quarter of 2022 are compared. There was a slowdown in food and general inflation in Russia in the 3rd quarter compared to the 2nd quarter.

Accounting, financial and managerial accounting in the field of agriculture is influenced by specific factors: the seasonality of agricultural production, dependence on climatic conditions, the cyclical growth of livestock and crop products. Against the background of the process of convergence with international standards, the correct formulation of accounting, financial and managerial accounting in the aspect of calculating the cost of grain products has a direct impact on the profitability of the economic entity and the industry as a whole. The study provides a brief description of the activities of LLC “NIVA” of the Cheremisinovsky district of the Kursk region, an assessment of its main production indicators is given. In addition, the current procedure for financial accounting of grain production costs at the enterprise by types of crops is considered: winter and spring wheat, barley; in the context of the products received – main, secondary, associated, the costs of which are formed over a long period of time. Due to the fact that the final coverage of the expenses incurred at the expense of revenue is directly dependent on the biological maturation dates of crops, there is a need to use certain methods of grain accounting. The disclosed traditional method of excluding the costs of by-products in LLC “NIVA” allowed us to identify certain significant disadvantages: violation of the conditions for the formation of the cost of production, when the cost of only the main product is calculated, and the by-products are deducted from the costs according to a firm estimate. In addition, there are questions about the correctness of the distribution of products into main and secondary according to laboratory tests. Based on the conducted research, the application of the Direct-costing cost accounting method is proposed. Its effectiveness is evaluated on the example of the economic calculation of the cost of winter wheat and the procedure for its accounting is disclosed.
