A compression method for a single image has been developed successfully. Many applications, such as digital medical imaging, video on demand, and scientific visualization, involve not only a single image but also a sequence of images to derive more information. There are many overlapping parts among a sequence of images. These overlapping parts can be stored only once. It is a good idea to reduce storage space for storing a sequence of images. The overlapping quadtree is a representation with that idea. It has two major drawbacks: only bilevel images can be represented and dramatic storage space is occupied by pointers. In this paper, a new coding scheme is proposed to eliminate these disadvantages. Multi-level images can be represented by the new method and pointers are removed from the new representation. Therefore the representation capacity has been extended and its compression ratio has also been improved.

This paper proposes a novel fundamental frequency (pitch) extraction method in the frequency domain. The procedure of the algorithm is as follows. The harmonic peaks of the short-time spectrum of the speech signal are extracted by a binary inhibition network. Then the pitch is determined by the average interval of the harmonics. The method is evaluated on the COSDIC speech database. For the purpose of comparison, the same results for the cepstrum- and autocorrelation-based pitch extraction methods are also presented. The results show that the new method is superior to the cepstrum-based and autocorrelation-based ones. Moreover, it is more robust to white noise than the other two methods.

Probabilistic decision-based neural networks (PDBNNs) were originally proposed by Lin, Kung and Lin (1997) for human face recognition. Although high recognition accuracy has been achieved, not many illustrations were given to highlight the characteristics of the decision boundaries. This paper aims at providing detailed illustrations to compare the decision boundaries of PDBNNs with that of Gaussian mixture models through a pattern recognition task, namely the classification of two-dimensional vowel data. The original PDBNNs use elliptical basis functions with diagonal covariance matrices, which may be inefficient for modeling feature vectors with correlated components. This paper attempts to tackle this problem by using full covariance matrices. The paper also highlights the strengths of PDBNNs by demonstrating that the PDBNN's thresholding mechanism is very effective in rejecting data not belonging to any known classes.

The paper introduces a DSP based electricity meter system with multi-user and automatic meter reading capability. It consists of a PC based master meter in the control station and a reasonable number of slave meters in the local residential area. The power line carrier (PLC) technique is implemented so that bi-directional communication can be conducted between master and slave meters. Each slave meter was designed to replace fifteen or more conventional meters, significantly reducing the construction material and installation space for electricity meters. Experimental results show that the accuracy of remote meter reading between 2-4 am each morning is quite satisfactory.

This paper proposes two novel gradient-based algorithms for second-order adaptive IIR notch filters. They are based on a least mean p-power error criterion and a memoryless nonlinear gradient function. They are very attractive due to their computational efficiencies and improved performances. It is revealed by extensive simulations that they can produce significantly improved frequency estimates in both Gaussian and impulsive symmetric /spl alpha/-stable (S/spl alpha/S) noise scenarios compared with the existing gradient-type algorithms. Several simulated results are provided to show the superiority of the new algorithms.

In this paper we propose a new method for dynamic analysis of EEG signals. Multiresolution decomposition is used to investigate the transition of clinical EEG signals. Wavelet packet transformation is investigated for designing filters with different frequency characteristics in order to detect different kinds of EEG rhythms. Real EEG signals with different brain function states are tested and analyzed. It is shown from the experimental results that the dynamic characteristics of clinical brain electrical activities can be demonstrated by using the wavelet transformation. The method presented in this paper also proposes a new way for the analysis of other biomedical signals.

A new method of recognizing the aircraft number of a radar target from a narrowband IF signal of non-coherent radar is presented. According to the received narrowband IF echo signal, its autocorrelation matrix is computed. The feature vector is the eigenvalue of the autocorrelation matrix, and the orthogonal transformation is accomplished to remove the unnecessary information in the feature. The Karhunen-Loeve (K-L) transformation is the optimum orthogonal transformation in LMSE. For a stationary Markov process, if p/spl rarr/1, the K-L transformation matrix is the same with the DCT and can be accomplished by the FFT. Based on the K-nearest neighbor classification rule, a new fuzzy K-NN rule is presented. Satisfactory results have been obtained using the above methods.

This paper presents a statistical approach for estimating the moments by using higher-order cumulants when the additive noise is Gaussian colored noise. It is shown that the kth-order moments of the noise samples are only related to the variance of the noise and that the estimators have the properties of unbiasedness and congruence. A numerical simulation is performed for constructing a Markov chain of continuous time parameters. The results show the validity of this algorithm.
