Abstract The paper investigates conditions which guarantee the existence of a stable outcome in a school matching in the presence of peer effects. We consider an economy where students are characterized by their type and schools are characterized by their quality and capacity. We divide students and schools into groups, so that going to a school outside of one's group is associated with additional costs or prohibited. A student receives utility from a school per se and from one's classmates. We find that sufficient condition for a stable matching to exist is that a directed graph, which governs the possibility to go from one group to another, should not have (undirected) cycles. We construct a polynomial time algorithm, which produces a stable matching. Furthermore, we show that if the graph has a cycle, then there exist other economy parameters (types, costs and so on), so that no stable matching exists.

The share of persons with higher education in immigration flows and the temporary migration to the Russian Federation is currently lower than that in the emigration flow from Russia. However, in quantitative terms the annual number of intellectual emigrants is small. Migration of persons with higher education inside Russia is mainly directed to metropolitan regions; Moscow and St. Petersburg do not prepare as many experts as they receive from other regions of Russia.

With this paper I like to share my experiences in conducting game based workshops for consumer and financial education with students (age > 12 years; secondary school, since 2007) and with immigrants (2016) held in Germany. I like to explain why the board game Pocket Money Management (Hamsterrad) used here as a teaching-aid can be very supportive in achieving easier the desired skills and competences in the field of economic literacy. The focus on creating interesting scenarios and motivating framework conditions in order to illuminate important economic contexts and foster the development of essential problem-solving skills is explained. As the creator of the social board game Pocket Money Management I like also to inform you about the leading principals and learning goals. The benefits for using it in a game based workshop are obvious, to present financial education experience-oriented, age-appropriate, close to real life and in a fun way. At the end you will find an evaluation questionnaire for the workshop.

Modern organizations focus on the importance of strategic management and control over current and short-term goals and their corrective role on the strategic success factors of the organization in the process of using the resources of the external environment, ignoring the challenges; as the priorities of the activity are to maximally satisfy public expectations, to minimize the spending of resources, to use its own priorities, to successfully overcome uncertainty and risk, to introduce the adequacy of management decisions against the background of reasonable and measured risk. In the study alternatives are discussed as the Balanced Scorecard model suggested by observations and practice, and implications are provided in regard to changing and improving the architecture of the Balanced Scorecard (BSC) as a tool for management and control in conditions of high variability and uncertainty of the economic and social environment. Examined are some models in place to develop and implement the BSC and on this basis are structured conclusions and recommendations in the following aspects: the organization's strategy, which involves the application of BSC and the inclusion of elements to develop key aspects of the strategy; the potential of the BSC model and its application according to the different needs of management; the needs of the process of developing and implementing BSC and to further expand the applications of the BSC as a strategic management tool requiring an assessment of the expected status and priorities in the control of the indicators included.

Currently, the need to develop business is complex, from the creation of jobs, to implementing a framework of conduct and action of entrepreneurs on markets in general, the labor market in particular. Romania is a country whose strategic vision must become complementary and compatible with the development trends of the global economy on the one hand, and with internal realities, on the other hand. Given the accelerated growth in unemployment, an insufficient allocation of budgetary resources compared to the development needs of the economy, in this case the business environment to correct economic disparities in relation to the European Union in terms of development of business infrastructure, access to funding sources, the attitude towards the economic environment risk, competition, and a substantial decrease in the tax base caused by the instability of the economic environment and in particular the political, creating new jobs is really a utopia. In this context, entrepreneurship opens new locally development possibilities, where the community builds its own development strategy based on own resources and on identifying needs of community members. A small-scale entrepreneurship development is an example of good practice for other communities without necessarily being implemented on a macroeconomic scale (Bentoiu, Athu, Predonu, 2014). Entrepreneurship policy involves identifying development needs, creating a conceptual framework to support entrepreneurial ideas and their implementation in order to create jobs and sustainable development of the community.
