MEMBANGUN INGATAN INSTITUSIONAL: ARSIP KELEMBAGAAN DI DALAM ORGANISASI SENI 建立机构记忆:艺术组织内部的体制档案

Documenting institutional archives in an art institution is rarely the main discussion. So far, institutional archives have only been assessed in terms of an administrative nature, but in fact, this documentation can be a way to build institutional memories. This paper is an overview of a workshop on institutional archiving in an art organization held at the Asia Art Archive, Hong Kong from 23 to 25 May 2019. The workshop was attended by various art organizations in the Asian region. Furthermore, this paper will use an analytical-qualitative approach to describe archives and institutional archives, management, success parameters, and preservation problems faced, especially for the Asian region which is very unfavorable climatically for several archive mediums. In closing, this paper will link with one of the archiving projects carried out in The Aesthetics & The Sciences of Art Research Group (ASARG), Faculty of Art and Design, ITB called CIVAS (Center for Indonesian Visual Art Studies). keywords: institutional archiving, institutional memory, art organizations, Indonesian visual art

Implementasi Tata Naskah Dinas Pada Kantor Kementerian Agama Kota Batam 巴淡市宗教事务部执行服务脚本

Dalam  suatu  instansi  pemerintahan  tidak  terlepas  dengan  kegiatan  penciptaan  arsip  sesuai dengan pelaksanaan fungsi, tugas, dan tanggung jawabnya yang meliputi kegiatan pembuatan arsip  dan  penerimaan  arsip  sebagaimana  disebutkan  dalam  Pasal  32  ayat  (1)  Peraturan Pemerintah Nomor 28 Tahun 2012 tentang Pelaksanaan Undang-Undang Nomor 43 Tahun 2009 tentang Kearsipan. Selanjutnya dalam ayat (2) disebutkan bahwa pembuatan dan penerimaan arsip  sebagaimana  dimaksud  pada  ayat  (1)  dilaksanakan  berdasarkan  tata  naskah  dinas, klasifikasi arsip, serta sistem klasifikasi keamanan dan akses arsip. Agar tercipta keseragaman dalam pembuatan arsip terutama naskah dinas, maka Kementerian Agama Republik Indonesia dalam hal ini sebagai instansi vertikal dari Kantor Kementerian Agama telah mengeluarkan kebijakan yaitu Keputusan Menteri Agama Nomor 9 Tahun 2016 tentang Pedoman Tata Naskah Dinas Pada Kementerian Agama. Penelitian ini bertujuan untuk menilai kesesuaian antara tata naskah dinas dalam pembuatan surat dinas yang diimplementasikan di lingkungan Kantor Kementerian Agama Kota Batam dan faktor-faktor yang mempengaruhinya. Adapun unit kerja yang menjadi sumber dalam penelitian ini adalah Unit Kantor Kementerian Agama per satuan kerja,  unit  kerja  Kantor  Urusan  Agama  Kecamatan,  dan  unit  kerja  Madrasah  Negeri  di lingkungan Kantor Kementerian Agama Kota Batam. Penelitian ini menggunakan metode deskriptif dan cara memperoleh data adalah dengan observasi dan dokumentasi. Pengujian validitas data dalam penelitian ini menggunakan triangulasi. Hasil yang diperoleh menunjukkan bahwa implementasi tata naskah dinas yang meliputi kelengkapan bagian surat, kode jabatan dan penomoran,  bentuk  dan  format  surat  dinas,  dan  kewenangan  penandatanganan  surat  belum semua unit kerja di lingkungan Kantor Kementerian Agama sesuai dengan KMA Nomor 9 Tahun 2016. Beberapa faktor yang mempengaruhi ketidaksesuaian implementasi tata naskah dinas tersebut antara lain kode jabatan dan klasifikasi arsip, kompetensi pegawai, pengawasan dan evaluasi, komitmen pimpinan, dan kebiasaan.

Aksesibilitas Rekam Medis Pasien Covid-19 Pada Rumah Sakit Pemerintah Dalam Perspektif Kearsipan 可访问性的政府医院记录Covid-19患者的医疗记录从档案的角度来看

Rumah sakit pemerintah adalah institusi pelayanan kesehatan milik pemerintah yang menyelenggarakan pelayanan kesehatan perseorangan secara paripurna. Ketika Indonesia terjangkit pandemi Covid-19, rumah sakit pemerintah rujukan Covid-19 (RSPR Covid-19) menjadi institusi terdepan dalam merawat pasien korban Covid-19. Kurang efektifnya penerapan kebijakan pemerintah dalam pencegahan penyebaran Covid-19 dan rendahnya kepatuhan masyarakat mengakibatkan jumlah kasus Covid-19 terus bertambah serta korban yang perlu mendapat perawatan di rumah sakit pun meningkat. Kondisi ini berdampak terhadap meningkatnya jumlah rekam medis pasien Covid-19 (RMP Covid-19) yang harus dikelola RSPR Covid-19. Di tengah kekhawatiran masyarakat terhadap pandemi Covid-19, juga ada kekhawatiran terhadap potensi penyalahgunaan RMP Covid-19 sebagai data/informasi privasi pasien rumah sakit sangat besar. Penelitian tentang Aksesibilitas RMP Covid-19 pada Rumah Sakit Pemerintah dalam Perspektif Kearsipan ini bertujuan untuk mengkaji aksesibilitas RMP Covid-19 sebagai arsip dinamis berkategori rahasia. Penelitian ini menggunakan pendekatan kualitatif dengan metode pengumpulan data yang bersumber dari literatur (studi dokumen). Hasil penelitian menunjukkan bahwa ada keterkaitan antara sistem klasifikasi keamanan dan akses arsip sebagai pedoman akses arsip dinamis dengan pelindungan RMP Covid-19 pada RSPR Covid-19.

Kerusakan atau kehilangan arsip vital merupakan salah satu dampak yang terjadi pasca bencana yang terjadi di Indonesia. Dalam tulisan ini, akan direkomendasikan suatu pengadaan aplikasi online bernama ARVIGADAS ( Aplikasi Arsip Vital Keluarga Cerdas), sebuah aplikasi yang berfungsi untuk menyimpan hasil alih media arsip- arsip vital keluarga. Pengadaan aplikasi ini  bertujuan untuk mencegah salah satu permasalahan yang terjadi akibat hilang atau rusaknya arsip vital keluarga yaitu sengketa tanah akibat hilang atau rusaknya sertifikat tanah sebagai bukti kepemilikan tanah. Adapun pengadaan aplikasi dan alih media arsip dilakukan berdasarkan dasar-dasar hukum kearsipan yang ada.

AGAMA TANPA NAMA: KEHADIRAN, POLITIK, DAN IDENTITAS AGAMA MERATUS LOKAL DI DEPAN NEGARA DAN MEDIA (PENELITIAN PENDAHULUAN) 无名宗教:在国家和媒体面前存在、政治和地方认同宗教(初步研究)

This article discusses the existence and framing of Meratus local religion in various media in the form of writings and videos, such as State regulations or documents, mass media news, research, and books that have searched and written down Meratus local religion. This article examines the problem above by focusing on two important questions. First, how is the representation and existence of religion before the media and the administration and politics of the State. Second, how is the fight of the Meratus Dayak community to the process of marginalization in an effort to gain recognition from the State, especially after the decision of the Mahkamah Konstitusi (MK) in 2017. By exploring various opinions and visual images that are less sympathetic to the Meratus local religion which is spread in various mediums above, the position of Meratus Dayak local religion is still marginalized, making the Meratus Dayak still have to submit to parties in framing and constructing what they believe and embrace until now. This condition makes the local religion of Dayak Meratus increasingly eroded and always loses in front of the State and official religion until now, because their religion is not compatible with the politics of order and development.

Big data is an newest trend that embraces the world of technology and business. It's a data collection so large and complex that it no longer allows it to be managed with traditional software tools. One of the world's companies moving in big data technology is Google.Inc. This company maintains and districts data for various purposes, so its presence is urgently needed. As the development of data in Google has been a crucial part of the digital age, resulting in several breakthroughs. First Google data can hold files effectively as well as easily be accessed by people. Both big data can easily call back specifically through Google's learning machine. The study was conducted using qualitative diskirtive methods with secondary data sources through library studies.

PENENTUAN ARSIP VITAL MELALUI KEGIATAN IDENTIFIKASI ARSIP VITAL PADA ARSIP NASIONAL REPUBLIK INDONESIA 通过印度尼西亚共和国国家档案馆的重要文件识别活动确定重要文件

The vital records program is a mandate of the Republic of Indonesia Act, that must be implemented by state institutions and government agencies both central and regional including ANRI. The purpose of organizing this vital records program is to protect, secure and save the very important records. The vital records program must be supported by the determination of vital records in the form of a list as a reference for managing vital records. ANRI as a non-ministerial government institution does not have the determination of vital records yet, so there are still many obstacles in implementing the vital records program. This study will determine the vital records of ANRI using descriptive research methods with case study types. Records criteria are determined based on ANRI's Regulation and according to criteria from NARA, while the stages used are in accordance with the stages listed in ANRI's Regulation. The implementation of this study concluded that 18 work units obtained 11 work units that had vital records, with a total of 20 types of vital records.

This study discusses about using archives in neighbourhood organization. Three sub-main issues discussed about public perception of archives, archive management and using archives for neighbourhood organizational activities. neighbourhood organization is a community customary institution under the sub-district or village. The act Repulic of Indonesia number 6 of 2014 concerning Villages states that the neighbourhood organization is in charge of assisting village governance and a partner in empowering village communities. This study uses a qualitative method because it is able to examine more deeply the subject matter and information. The data sources used are primary data and secondary data. The research focus was neighbourhood organization number 18/04, Legok Village, Legok District, Tangerang Regency. The results showed that the perception of the residents of RT 18/04 about archives was good, but it was not followed by the management of archives in the neighbourhood organization number 18/04 which was not optimal because of the lack of facilities and infrastructure, the capacity of human resources in managing archives and there is not standard of managing archives. The neighbourhood organization number 18/04 has archives of primary use value, it is administrative value, financial value , legal value and archives of secondary value. Using archives in the neighbourhood organization number 18/04 as a basis for decision making, accountability to the public, information on higher-level government policies, and straightening out hoax information.

Archives have a broad role for organizations. In order to be widely used, the holdings needs to be published. Archive publication is an effort to reach the public. One of the outreach efforts that can be done during the current Covid19 pandemic is through virtual exhibitions. The purpose of this study was to analyze one of the archival outreach programs at the University Archives at Universitas Gadjah Mada (UGM). Some of the things that are analyzed are the process of virtual exhibition activities; content coverage; and the factors that influence the visit to the official UGM Archives page. Through a case study approach, this study seeks to describe some of the things analyzed. The results showed that the virtual exhibition process was carried out systematically and continuously; content coverage is quite diverse; and the factors that influence a visit to the official UGM Archives page can be identified.

POSISI ARSIP DAN SEJARAH KELUARGA DALAM HISTORIOGRAFI INDONESIA 档案和家族史在印尼史学中的位置

The family is the smallest social unit in society. Files or records are also created witihin the family. Family files are documents relating to the family such as personal identity, family identity, diplomas, photos, diaries up to personal letters. Family files are historical sources, part of them are primary ones, and crucial for historians. By implementing historical methods, the article suggests that they are available within various forms, they are historical sources and because of that they are crucial within Indonesian historiography.
家庭是社会中最小的社会单位。文件或记录也在家庭内部创建。家庭档案是与家庭有关的文件,如个人身份、家庭身份、文凭、照片、日记直到私人信件。家庭档案是历史资料,其中一部分是原始资料,对历史学家来说至关重要。通过采用历史方法,文章表明它们以各种形式存在,它们是历史来源,因此它们在印度尼西亚史学中至关重要。
