This article deals with Education and the Roma Population. It presents an approach to schooling of Romani children since its outset in the city of Zaragoza (Spain). It analyzes the current status as presented by the Strategy for Social Inclusion of this people 2012-2020, and collects, from various sources, the fact that education remains a pending challenge for Roma Population. Measures to be taken by the educational community from a gender and inclusive perspective are proposed.

INMIGRACIÓN Y EDUCACIÓN: UN RELATO ABIERTO MÁS ALLÁ DE LO ESCOLAR 移民与教育:一个超越学校的开放故事

Migrations are still a global problem unresolved; nowadays, there are more movements of migrants than at any other time in human history. People escape from poverty, war and poor living conditions. We are unable to address the phenomenon of immigration without understanding that it is caused by inequalities and poverty. It affects people because it causes: family breakdown, dislocation, changes of social class and role and difficulty in integration. Vague answers are given to the problem as the current situation of refugees happens. Racism and xenophobia are increasing as we can see on the elections in different European countries. They must remove the political models of rejection and instead adopt different models based on tolerance. A single educational vision would be reductionist; it is necessary to review other perspectives that affect immigration in Spain: sociological, labor, political and legal. When immigrants arrive several issues need to be addressed, not only for education but the legality, language, housing, work, health, cultural and religious exercise, social participation, etc. Their right to education is well covered by legislation. There are enough studies and investigations that relate the most relevant regarding the situation of immigrant students and the qualitative conditions of schooling in general are positive. Finally, three situations for which it is necessary to take action are described: the unfavorable situation in secondary education, the danger of exceeding the limit of 30% of this pupils in schools as pointed out by the Ombudsman and instability or insecurity schooling immigrant students for certain labor mobility of their families.

Supervision of educational institutions should start with the understanding and analysis of a set of variables and with results obtained; in order to achieve this, one must be wellacquainted with the main techniques and tools used in monitoring education. It is a fundamental and mandatory prerequisite to have at your disposal all the necessary information for the teaching centre before setting out to monitor and supervise the specific areas of attention you are dealing with – to this end, using a standardised data analysis system should form part of the education inspector ́s recognised supervisory method. In this article we set out an assessment system for educational institutions based on the selection of the principal educational variables.

It is described the disappearance of the Inspector of Education in the Greek educational system and the recent discussion on recovery or not on the context of political and social changes of modern Greece. This portrait is described within the political and social historical area of Greece. Finally, conclusions about the institution of inspector of education and its relevance in the European context are extracted. No direct similarities are established with the Spanish case.

The rural environment has changed and is changing. The diversity of definitions of rural and applied methods difficult to compare data and research on the rural. This article attempts to identify structural elements of the Estonian education system which has obtained in the last PISA 2012 international report, some results well above the average set by the OECD (494) and significantly higher than those obtained by Spain . It will also try to outline the causes or reasons that lead to these excellent results, in addition to bring the reader data that can be considered key to understanding the progress of this education system.

Martin Rodriguez Vivanco was a valuable exponent of the Cuban education during the republican period. As follower of the pedagogic thought of the Cuban XIX century, he tried to sit down the bases of the pedagogy with the introduction of the subjects pedagogic Sociology and Technique of the school inspection in the School of Pedagogy of the University of Havana. The present work is a result of the doctorate thesis of its author's and he intends to reveal the conceptions on the school inspection in this educational work. Their conceptions on this area were very revolutionary for their time. The functions of the inspection, their agents, the historical reconstruction of the school inspection in Cuba, among other elements is good at the present time to clarify and to sustain the roots of the Cuban pedagogy.

EL “PROYECTO MANES” Y LA INVESTIGACIÓN SOBRE MANUALES ESCOLARES “MANES项目”与教科书研究

Rather than the origin of the MANES Project of School Manuals, the author displays its objectives: the building up of a multi-section library and a wide database -made up my a well-supplied holding of School Manuals from Spain, the rest of Europe and Latin-America-, the development of research and document activities, the publishing of works under its protection, and the setting up of opportunities of cooperation between universities in Spain and in the rest of the world. Professor Miguel Somoza presents the assessments of the Project, which have led to an increase of knowledge about text-books as an intellectual and material good, to improve communication between researchers through meetings, summits and symposia, and to an exchange of information about text-books among different universities and institutions. The MANES project is really a must for the teaching society and especially for the National University for Non-Attendant Students, of which the History of Education Department decidedly encourages it.

Análisis de las competencias transversales en la formación profesional de Administración y Finanzas desde la óptica de la empleabilidad en España 从就业能力的角度分析西班牙行政和财务职业培训的横向能力

espanolAdministracion y Finanzas es un ciclo formativo de grado superior que abarca la organizacion y ejecucion de operaciones de gestion y administracion en los procesos comerciales, laborales, contables, fiscal y financieros, desde un marcado caracter multidisciplinar y transversal. Ademas del conocimiento tecnico, son importantes otras competencias transversales a los diferentes sectores de actividad o, funciones dentro de la empresa como, la responsabilidad, autonomia, proactividad, trabajo en equipo, orientacion a clientes, etc. La adquisicion de competencias transversales fomenta la empleabilidad de los estudiantes porque abarcan diferentes puestos de trabajo, independientemente de las funciones que se desempenen en la empresa, sector de actividad en que se opere o, incluso tamano de la empresa. El estudio es un analisis documental de publicaciones relacionadas con la prospectiva del titulo con la finalidad de detectar aquellas necesidades formativas en competencias transversales demandadas en su entorno profesional y, el planteamiento de nuevas acciones formativas en el fomento de la empleabilidad. EnglishAdministration and Finance is a higher level training cycle that covers the organization and execution of management and administration operations in commercial, labour, accounting, tax and financial processes, from a marked multidisciplinary and transversal nature. In addition to technical knowledge, other transversal competences to different sectors of activity or functions within the company, such as responsibility, autonomy, proactivity, teamwork, customer orientation, etc. are important. The acquisition of transversal competencies encourages the employability of students because they cover different jobs, regardless of the functions performed in the company, sector of activity in which it operates or, even the size of the company. The study is a documentary analysis of publications related to the prospective of the degree in order to detect those training needs in transversal competences demanded in their professional environment and, the approach of new training actions in the promotion of employability
