A fast motion estimation algorithm for digital video (DV) to MPEG-2 conversion is described. Since DCT information is available from DV data and 2/spl times/2 IDCT can be achieved by simple summation and subtraction operations, a low-resolution image is constructed and used for a coarse motion search. Then a fine search is performed using an extended two step search in the original image domain. The experimental results show that the proposed method is more than 160 times faster than the full search whereas the PSNR and search speed are greatly improved when compared with the conventional method.

In January of 2001, the Advanced Television System Committee (ATSC) issued a request for proposals (RFP) soliciting the development of enhancements to the ATSC VSB digital television standard (A/53). The Committee received a number of proposals, which were subsequently developed into hardware for evaluation. This paper presents results of laboratory and field test measurements of these proposed enhancements conducted over a six-month period during the winter of 2001 and the spring of 2002. The primary objective of this measurement program is to evaluate the performance of these enhancements relative to the existing ATSC Standard under controlled (laboratory) and real world (field) conditions. Data regarding the compatibility of transmitting these enhanced signals on the existing population of DTV receivers (legacy receivers) are also presented.

Wireless wideband communication systems provide high data transmission rates suitable for fast Internet access. This paper presents a modulation scheme for Local Multipoint Distribution Service (LMDS), which improves coverage under rainy weather conditions. Following a comparison of a number of modulation schemes with a 26 GHz carrier, a 16-QAM system is found to offer good compromise between coverage and receiver structure complexity. The effects of rain attenuation increase with carrier frequency. System performance varies significantly depending on whether the system is operated on a dry day or under heavy rain.

This paper describes very cost-effective algorithms to detect scene changes and field repetition in video sequences for a real-time MPEG encoder. It also provides a scheme to support a dynamic GOP structure reflecting the detection outcome on the fly. With these features, the encoder can encode video more efficiently in either quality or bitrate aspect. The proposed detection methods only utilize the existing information, field motion vectors and picture coding type, from MPEG coding and are very suitable for (but not limited to) software-based encoders.

This paper presents a LonTalk protocol architecture that can alleviate the burden of data communications in the Neuron chip. The proposed protocol is implemented with partly hardware and partly software. The physical layer and the MAC layer of the LonTalk protocol are implemented in hardware. The upper link layer of the LonTalk protocol is implemented with software. We verified the commercial feasibility of the proposed system through the power line tests with the existing LonWorks network. As a result, it is concluded that the proposed architecture provides increasing flexibility and decreasing cost of the system.

We develop a computation reduction method for the real root method that is mainly used in the CELP (code excited linear prediction) vocoder. The real root method is that if polynomial equations have real roots, we are able to find those and transform them into LSP (line spectrum pairs). However, this method takes much time to compute, because the root searching is processed sequentially in the frequency region. But the important characteristic of LSP is that most coefficients occur in a specific frequency region. We suggest a method for reducing the LSP transformation time using voice characteristics. In the case of the silence period, the distribution of LSP parameters is uniform. In the case of the voice activity period, distribution of LSP parameters is not sequential. The proposed method applies search order and interval differently according to the distribution of LSP parameters. Also in the case of vowels, the search band can be controlled by the relation between the first formant and the second formant. When we compare this proposed method with the conventional real root method, the experimental result is that the searching time was reduced about 46% on average.
