Strategies on Developing Human Resource Performance for the Librarians and Archivist in West Java Province Indonesia 印尼西爪哇省图书馆员和档案管理员人力资源绩效发展策略

This research aims understanding and finding the strategies for the development of human resource performance for Librarians and Archivist (L/A) employing by the Regional Library and Archive Office of West Java Province Indonesia. Using a descriptive qualitative approach, data in this research was collected through observations and in-depth interviews as well as documentary compilations with the informants working in three respective offices. Data was then presented and analyzed by using the Strength, Weakness, Opportunity, Threat (SWOT) Analysis. The analysis results reveals that, in regard to human resource, there are several strengths with the presence of adequate quantity and quality of librarians being one of them. While the human resource weakness includes the age of many librarians approaching the retirement. From the opportunity perspective, the involvement of literacy volunteers is the biggest opportunity. While the threat comes from the rapid technology advancement which demands human resources to learn and adapt faster, which cannot be easily done by many employees. In respect to the SWOT analysis, there are several recommended strategies including the development performance through the training for professional Librarians and Archivists officers, recruiting new Librarians and Archivists A officers, building technological culture in the libraries, and strengthening the partnership between the offices and volunteers. Outpatient Service Implementation Model at Bandung City Mother Baby Hospital 万隆市母婴医院门诊服务实施模式

This research aimed to analyze the outpatient services at Bandung City Mother Baby Hospital. It tried to design the outpatient services flow model so that the services provided by this hospital could run effectively and efficiently. It could also meet the patients’ expectations concerning the quality of services. The theory or model developed by Zeithaml et al (1988) was cited to analyze the outpatient services given at that hospital. The service quality was measured from 5 (five) dimensions, namely: tangible, empathy, reliability, responsiveness, and assurance. This research employed a descriptive and qualitative method. The data were collected through interviews, observation, and document reviews. The data analysis comprised data reduction, data display, and conclusion drawing. The triangulation of method was used to test the data validity. The analysis results showed that the outpatient services at Bandung City Mother Baby Hospital encountered some shortcomings that need to be improved. In terms of the dimension of intangible, the facilities, infrastructure, disciplinary officers, and public access were still lacking. In the dimension of empathy, there was inadequate awareness on the part of service officers to prioritize the patients more than their personal interests, and the patients were often left waiting to receive services. In the dimension of reliability, the service officers obtained a bad assessment result from the clients due to unclear service time and time-consuming queues at the sub-service units. In terms of the dimension of responsiveness, the service officers lacked alertness in handling outpatient services because the patients had to proceed from one sub-service unit to another. In the dimension of assurance, the service officers could not meet the service time accomplishment. Based on the research findings, Bandung City Mother Baby Hospital needs to improve its outpatient quality services, especially the service time assurance. The outpatient service model recommended in this research refers to the service quality indicators from Zeithaml, et al consisting of tangible, empathy, reliability, responsiveness, and assurance. This model expects the outpatient services will be effective and efficient so that the patients can get punctual and prompt services, clearly comprehend the outpatient service flow, and obtain higher satisfaction. The Model for Implementing Bureaucratic Reform in the Ministry of Administrative Reform 行政改革部实施官僚体制改革的模式

President Jokowi-Amin’s administration (20192024) continues to make bureaucratic reform on of Indonesia’s development priorities. Currently, the steps being taken are bureaucratic downsizing. Administrative positions (echelon III and IV) were removed and replaced with certain functional positions, as was done by Ministry of Administrative Reform. The hope is that the bureaucracy will be more agile, dynamic, focused on functional work and high performance. The strategic steps taken are identifying administrative positions in work units, mapping positions and administrative officials affected by bureaucratic downsizing, mapping functional positions that can be occupied by officials affected by bureaucratic downsizing, aligning functional position allowances with administrative position allowances by calculating income from administrative positions to positions classes. In the process, there are obstacles faced, namely the availability of functional positions in the work field is still incomplete, only policy analysts; worries about losing positions and income; public servant career paths that have not been developed properly; public servant career maps that have not been developed properly; competency standard instruments at the level of certain functional positions do not yet exist; the work mechanism of the new bureaucratic structure model has not been developed; the mental readiness of work and the capacity of functional officials are equalized. Various obstacles cause the effectiveness of the goal of bureaucratic downsizing cannot be assessed at the beginning of the implementation of this bureaucratic reform. Analysis of Organizational Dimensions and the Role of Neighborhood Association/Rukun Tetangga Communications as a Partner of Village Governments in the Covid 19 Pandemic Period Covid - 19大流行期间社区协会/Rukun Tetangga通信作为村政府合作伙伴的组织维度和作用分析

There are many government problems in development and services to the community, especially during the Covid 19 pandemic. Support, participation and partnerships with various elements of society are a necessity. Rukun Tetangga as a lower-level social institution has a strategic role in development and public services. Setting the organizational dimension in a government regulation guarantees its implementation and function. The role of communication as a mediator between the interests of community members and the village government is very important. With qualitative methods, juridical normative, literature review and secondary data analysis, research located in Bandung and Cianjur regencies, it is known that as a social institution, the existence of the Rukun Tetangga is determined in several government regulations, namely Permendagri and regional regulations and regent regulations. Several organizational dimensions, namely formalization, specialization, organization and professionalization have been regulated in Law Number 6 of 2014, Government Regulation Number 43 of 2014, Permendagri 18 of 2018, Regional Regulation of Bandung Regency Number 12 of 2007, Perda of Cianjur Regency Number 4 of 2015, Regulations the Regent of Bandung Number 67 of 2011 and the Regulation of the Regent of Cianjur Number 16 of 2018. During the Covid 19 pandemic, the role of communication carried out by the Neighbourhood Association as a mediator between the interests of the community and the village government was very large. Some of these challenges and problems are reported by the Rukun Tetangga committee as a government partner in implementing communication and services to the community. The Effects of Savings Culture and Government Policy in Instilling the Habit of Savings: 储蓄文化与政府政策对养成储蓄习惯的影响

The aim of this study is to understand the factors that influence the attitude towards savings among Malay employees in the public sector in Malaysia. The research study has focused on both internal and external factor in understanding the influence the attitude towards savings among the employees. The internal factor in this study is savings behavior and savings culture while, the external factor is the government policy. The result of the survey that has been conducted on 769 respondents (Malay employees working in Malaysia public sector). The analysis was made using advanced multivariate statistical software of Structural Equation Modelling (SmartPLS v3). The result of the analysis found that R2 value of the model is 0.306 which indicates that the developed model has a substantial impact on the attitude towards savings. Based on the model, savings culture is the most prominent in exhibiting effect on the attitude towards savings. Keywords—government policy, savings culture, savings behavior, attitude towards savings

Controlling of all stages of the local election (pilkada) is a very decisive aspect for the success of its overall implementation. It is impossible for Election Supervisory Agency (Bawaslu) and its staff to carry out their controlling function optimally without the support and cooperation of other parties. Money politics is still a major problem that can degrade the quality of local elections. With the normative juridical research method, literature review and secondary data analysis, it is known that local elections are very meaningful for the implementation of local government through the selection of regional leaders. Controlling of all stages of regional head elections involving the Rukun Tetangga as a component of society is very important for the growth of the anti-money politics movement in society. The challenges and problems faced by election supervisors are getting bigger during the current Covid 19 pandemic. Collaboration between local election supervisors and Rukun Tetangga administrators is a strong partnership for the growth of the anti-money politics movement. Business Diversification, BUMDes Bonto Sunggumanai Strategy to Survive During the Pandemic 业务多样化,大流行期间的生存战略

Companies whose main orientation is profit are diversifying their businesses with the aim of increasing opportunities to generate profits from the various businesses they run. BUMDes Bonto Sunggumanai actually did something different. BUMDes Bonto Sunggumanai, which is a village-owned enterprise, is diversifying its business with the aim of surviving the pandemic. Bumdes Bonto Sunggumanai is a village-owned enterprise whose main orientation is profit which is used to improve the welfare of the village community as well as the source of village income. This study aimed to describe how BUMDes located in Gowa Regency, South Sulawesi maintain their business during the pandemic period through a business diversification strategy. The research method uses descriptive qualitative approach. The research focused on five business units from various sectors such as village financial institutions, agricultural trade, online payment services, small industries and agribusiness and horticulture business units. Five business units were selected by looking at the potential of village resources, residents' needs and business sustainability for 1 year. The results of the study concluded that the business diversification strategy being carried out was able to help BUMDes to survive during this pandemic. Study of Collaboration and Institutional Model on Kampung Kopi Development as a Part of Bandung 1000 Kampung Program 作为万隆1000甘榜计划的一部分,甘榜Kopi发展的合作和制度模式研究

Bandung 1000 Kampung program is a priority program which is set up on Bandung Regency regional mediumterm development plans. This program is focused on development issues such as education, health, tourism, investment and poverty. This program is using one village one product approach to encourage each region to develop their local potential. Since was established in 2018, Bandung 1000 Kampung had already involved various parties both government and nongovernment. One of the Bandung 1000 Kampung location that has been implemented by intervention activities is Kampung Kopi in Margamulya Village. The result of evaluation study showing that Bandung 1000 Kampung program yet implemented properly to help realized development program in Bandung regency including Kampung Kopi, several reason why it happened causes by lack of coordination, communication and public participation. This research is descriptive using a qualitative approach to identify implementation variables according to Edward (1980:148) including communication, resources, dispositions, and bureaucratic structures on Bandung 1000 Kampung program. This study aims to provide recommendations for the development of Kampung Kopi using collaborative form, therefore a review of previously research is needed regarding stakeholders as parties who will be involved in a collaboration.
