Intellectual Capital Implementation Strategy Based on the Industrial Revolution 4.0 at the Bandung City Information and Communication Office 万隆市信息通信办公室基于工业革命4.0的智力资本实施战略

Intellectual capital as an organizational asset is still rarely implemented in Indonesia. Whereas intellectual capital is a very important asset to win the competition and create value for an organization. Intellectual capital can also facilitate intangible resources owned by organizations such as employee competencies, relations with society, and technology. The research method used is qualitative. The results showed that from the perspective of human capital, Bandung City Information and Communication Office can add ASN skills, such as problem solving, creativity, as competencies that are considered unable to be replaced by machines or robots. In the capital structure, it is better to expand Wi-Fi services in the city of Bandung. Besides, it is necessary to add information and communication technology tools as well as system integration to facilitate and simplify the complaint information system. This also relates to aspects of customer capital by creating a good communication flow with other OPD in the Bandung City area. Keywords—intellectual capital, competency, public organization

Government Collaboration Model for Disaster Management Policy in West Bandung Regency 西万隆县灾害管理政策的政府合作模式

West Bandung Regency is one of the districts in West Java Province with a very large potential for disaster, where of the 11 types of disasters, West Bandung Regency has 9 potential disasters, besides that the West Bandung area is overworked by two faults, namely the Lembang fault and the Cimandiri fault. Disaster management in West Bandung Regency will be a major thing that must be done by the West Bandung Regency government because this potential disaster will be a big problem if the government is unable to mitigate and socialize to the community to tie the potential of the disaster caused. Because of this shifting of faults, the government must be able to collaborate with all elements in carrying out disaster management, so that it can unravel the impact of disasters. In this study using descriptive qualitative research methods, with data collection techniques through direct observation, in-depth interviews with local government and review of written documentation. The government od West Bandung Regency realizes that the involvement of multi-stakeholders is needed in the implementation of disaster management because in West Bandung Regency the involvement of stakeholders and the disaster management model is not conducting well because the institutional factors of the regional Disaster management agency are less strong than the bureaucratic structure that is weak in function and lack of human resources. Therefore, to solve this problem, there must be a strengthening of the institution and forming a forum as a forum for the gathering of stakeholders from various elements, namely the Disaster Risk Reduction Forum. With this forum, the actors perform their respective functions by coordinating and cooperating with each other. In Collaborative Governance theory, we can see how local governments can optimize the role of each stakeholder in disaster management, this will become a good model when it could be applied. Implementation of the Role of Mayor Expert Staff in Supporting Strengthening Policy Analysis in Government Bandung 市长专家人员在支持加强政府政策分析中的作用的实施

Policy analysts hold important positions in government. One of the causes of failure to develop superior public policies is the absence of policy analysts in the government, or they are there but do not work well, or if they are already working well, they are unable to produce great policies. In Bandung City Government, the role of policy analyst is assumed by the Bandung Mayor's Expert Staff. The research objective is to describe and analyze the role of the Bandung Mayor's Expert Staff in supporting the strengthening of the role as a policy analyst in the Bandung City Government. This research was conducted using a qualitative approach and descriptive methods, while the data collection techniques used were in-depth interviews, observation and documentation study. The results of the study concluded that the implementation of policies regarding the role of the Bandung Mayor's Expert Staff was not empirically not optimal in supporting policies within the Bandung City Government. The findings are indicated by the absence of an outcome capable of producing strategic policies. The factors that influence the implementation of this policy consist of factors of communication, resources, disposition, bureaucratic structure, and political factors. Important elements contained in these factors, such as elements of clarity of communication, facilities and infrastructure, as well as work procedures guidelines, have not been fulfilled, thus becoming an obstacle to the implementation of this policy. Public Sector Responsiveness in the Strategic Environment Change 公营部门在策略性环境转变中的反应

Due to the Covid-19 outbreak, Indonesian government assign its civil servants from the high transmission rate area to work from home. Consequently, the bureaucracy sector needs to encourage the utilization of information technology. However, with the new digital environment, other challenges need to be solved by Indonesian public sector, for instance, the lack of digital competency among civil servants, manual working arrangement and inadequate infrastructure to support the digital environment. Therefore, this study wants to answer the question about what the Indonesian public sector should do to manage the internal governance affair to show their responsiveness in answering the strategic environment change. The study aims to give the holistic picture of the problem faced by the public sector in strategic environment change due to Covid-19 pandemic which force them to apply digitalization in the day-to-day business. Moreover, in this study, researcher provide the solution on how the bureaucracy sector should respond to the utilization of digital environment through competencies developments, new working arrangements and infrastructure improvement. Descriptive qualitative method is conducted in this study to generate research result. Data are collected and analyzed using desk study review of various literature, news, government legislation, report and a direct observation of Indonesian civil servants' daily tasks. As a result, the study found that the public sector's effort in response to the internal governance rapid change is not enough. Therefore, the Indonesian government need to change some of the regulations related to working hours, key performance indicator, and performance assessment that supporting digital environment. The Role of Ombudsman in Improving Accountability of Government Public Services 申诉专员在改善政府公共服务问责制中的角色

The problem of public services in Indonesia is still a thorny problem. The accountability aspect is the main focus in improving the quality of public services where the government must explain openly, completely, and fairly, and be accountable to the public. This study aims to answer how the role of the Ombudsman as a public service supervisor in increasing the accountability of government public services. This research is a case study of West Sulawesi. By using Romzek and Dubnick's accountability theory, this study tries to describe the accountability that occurs in government and then tries to see the role of the Ombudsman in increasing that accountability. The sampling method uses snowball sampling where we will conduct interviews with representatives of the Ombudsman from West Sulawesi. The results showed that the role of the Ombudsman in improving public service accountability was still low. With the type IV accountability scenario, the Ombudsman is still lacking in efforts to encourage increased accountability. The low role is due to the authority mandated by law and the absence of a reward and punishment system for taking corrective actions or recommendations issued by the ombudsman. The Impact of Indonesian Government Policies in Facing the Covid-19 Pandemic 印尼政府应对新冠肺炎疫情政策的影响

In this study the question is the impact of the Indonesian Government's policies in facing the Covid-19 Pandemic because various policies have been carried out by the Indonesian Government. Government policies that limit working hours lead to layoffs resulting in increased unemployment with high criminal effects, many employers ask the Government to open lockdowns because they are unable to survive for a long time. In the field of education, the learning material obtained by students is not optimal, besides the signal constraints in several regions in Indonesia. Various public services change which makes people feel constrained, especially services in the health sector. This study aims to analyze the impact of the Indonesian Government's policies in facing the Covid-19 Pandemic. This research was conducted with a qualitative approach through normative legal methods. The Indonesian Government's policies to deal with the Covid-19 Pandemic not only hampered the community in various aspects of life, some also helped the community such as banking policies that helped customer credit, wage subsidies, electricity subsidies, quota subsidies, assistance for micro, smal and medium enterprises, income assistance to each head of family of course this is with certain terms and conditions, the various policies have several obstacles in their implementation. The impact of the Indonesian Government's policies in dealing with the Covid-19 Pandemic is very diverse, but this has really helped Indonesians face the Covid-19 Pandemic. Government policies that limit working hours lead to layoffs resulting in increased unemployment with high criminal effects, many employers ask the Government to open lockdowns because they are unable to survive for a long time. In the field of education, the learning material obtained by students is not optimal, besides the signal constraints in several regions in Indonesia. Various public services change which makes people feel constrained, especially services in the health sector. This study aims to analyze the impact of the Indonesian Government's policies in facing the Covid-19 Pandemic. This research was conducted with a qualitative approach through normative legal methods. The Indonesian Government's policies to deal with the Covid-19 Pandemic not only hampered the community in various aspects of life, some also helped the community such as banking policies that helped customer credit, wage subsidies, electricity subsidies, quota subsidies, assistance for micro, smal and medium enterprises, income assistance to each head of family of course this is with certain terms and conditions, the various policies have several obstacles in their implementation. The impact of the Indonesian Government's policies in dealing with the Covid-19 Pandemic is very diverse, but this has really helped Indonesians face the Covid-19 Pandemic. The Ministry of Finance of the Republic of Indonesia created a web-based SMART application to facilitate work units in monitoring and evaluating budget implementation. The scores on the implementation aspect of the Directorate of Vector Infectious and Zoonotic Disease Prevention and Control (P2PTVZ Directorate) until November 2020 are as follows: Budget Performance Evaluation value: 23.86%. Budget realization 19.01%, realization of output volume: 57.07%, achievement of activity output 10.53%, consistency of initial RPD 13.68%, consistency of Final RPD 95.79%, and efficiency of 20%. Another phenomenon is that the Supreme Audit Agency found that the Ministry of Health was ineffective in managing health funds for the 2018 fiscal year, based on BPK thematic examinations in the 2019 Semester Audit Results Summary II. The research objectives include analysing the budget execution time in the P2PTVZ Directorate with what has been planned, analysing the budget ceiling and the realization of the budget implementation at the P2PTVZ Directorate, and analysing the budget execution output at the P2PTVZ Directorate. This research methodology is qualitative. Data collection techniques using interviews, observation, and document review. The research instruments included: interview guide, observation guide, and documentation guide. The informants were 11 people with the purposive sampling technique consisting of 3 heads of sub-directorates, 3 heads of sections, 1 head of the administrative subdivision of the Directorate, 1 officer of the planning division, 1 of the procurement of goods and services, and 2 people Holders of Advances. Data analysis techniques include descriptive and interpretive, data reduction, data presentation, and drawing conclusions. Conclusion Time spent in P2PTVZ Directorate budget management Ministry of Health of the Republic of Indonesia Mostly the same between budget management and RPD, but there are also some who postponed in the 1st quarter / beginning of the year due to certain situations. The trend in the number of budget ceilings and the realization of the total budget has decreased due to the associated budget cuts / efficiency and diverted to other program activities, also because the previous year's budget realization was low / money follow to program. Other causes are the decreasing availability of state finances, refocusing and unplanned budget transfers at the end of the year. The trend of budget management output of the P2PTVZ Directorate Ministry of Health of the Republic of Indonesia always exceeds the indicator target. Model of Handling the Exodus of Timor Timur in East Nusa Tenggara 东努沙登加拉地区帝汶帝汶人外流的处理模式

The handling of the exodus of the former Timor Timur in NTT Province (East Nusa Tenggara) who wants to return to the Republic of Indonesia (the Unitary State of the Republic of Indonesia) has not resolved all the main problems. The purpose of this study is to analyze and find a model for handling the exodus of the former Timor Timur that is in accordance with the social conditions of the community in Kupang City and Belu Regency, East Nusa Tenggara Province. The government's efforts to overcome the obstacles in handling the exodus are carried out by building social institutions with local communities so that they have the opportunity to access resources and get support services in overcoming the problems they face. The qualitative research method with a descriptive approach is used to describe the object of research by analyzing and evaluating the implementation of the exodus subscription system for the former Timor Timur in the perspective of community empowerment. The model for handling the exodus of the former Timor Timur which is in accordance with the social conditions of the community in Kupang City and Belu Regency, East Nusa Tenggara Province, is formulated based on the history of the integration period which has caused the social capital of the former Timor Timur to experience destruction so that it is hoped that by growing positive social capital it can encourage residents former Timor Timur rose and came out of poverty and the various social problems it was experiencing. Policy recommendations for handling the reconstruction and resolution process by the government and stakeholders by considering: a) involvement of the former Timor Timur with local communities, b) encouraging learning from local communities, c) being involved in joint planning with local communities, d) encouraging participation in work the same as the local community, e) directed at starting with the capabilities of the former Timor Timur, and f) the development of the former Timor Timur built with the ownership of the local community. The Model of E-Administration and COVID-19 Multi Helix Collaboration Policy in Indonesia 电子政务模式与印尼新冠肺炎多螺旋协同政策

Indonesia is coping Covid-19 pandemic since the beginning of March 2020. Many policies and strategies that have already been conducted by the government to resolve and prevent this outbreak. The use of technology information in administration (e-administration) is very important during this outbreak. 55c/o people at Java Island use the internet and their gadget to gain information about its disease and how to cope and cure it, while people in Sumatra Island uses 23c/o of internet and their gadget to communicate and share information and even doing business, work from home, school from home and public service deliveries activities. The rest is separated into other islands in Indonesia. Policies in social distancing, restricted areas to be attended to, e-learning, and free Wi-Fi/free internet for the public need creating more new collaborations in multi helix situations. Therefore, there is a need for an e-administration multi helix policy model that is used in an integrated way to prevent this outbreak curve increase now. And even use this model for future similar disasters or pandemic. This research uses qualitative method and descriptive analysis approach. Furthermore, this research uses library research and deep interviews to gain data and information. This research argues that autonomous e-administration and multi helix policy models can resolve and prevent obstacles in coping with this pandemic Covid-19. Autonomous e-administration such as using what is up and any social media that is based on multi helix factors, good policy implementation and collaboration can be an integrated model for decreasing the pandemic curve significantly. Farmer Community Empowerment as a Result of a Regional Food Security Policy in Purwakarta Regency 普瓦卡塔县区域粮食安全政策对农民社区赋权的影响

Recently, the farming community in Purwakarta is still less fortunate, if not in the poor category. However, through The Tangguh Village Program, the farming community has been risen up and become empowered in facing agricultural problems and purchasing power. The objective of the research is to find out the empowerment of the farming community in the program, and to measure the level of community empowerment in implementing policies and program for regional defence resilience. This research was conducted through an explanatory survey, to find definite answers to problems in the research area. The problem examined is the relationship between programs of regional policies on the influence of empowerment of farmer communities. The Tangguh Village Program is expected to encourage village to become fortresses of food security, especially in the face of the decline in purchasing power caused by the Covid-19 pandemic. The of this study describes the organization, management, and empowerment of The Purwakarta Regency farmer community in increasing regional food security.
