Although entrepreneurial activity is an important part of a capitalist economy, only a small amount of data is available about U.S. businesses in their first years of operation. As part of an effort to gather more data on new businesses in the United States, the Ewing Marion Kauffman Foundation sponsored the Kauffman Firm Survey (KFS), a panel study of new businesses founded in 2004 and tracked over their early years of operation. The Foundation contracted with Mathematica Policy Research, Inc. (MPR) to conduct the KFS, which collects data about the nature of new business formation activity; characteristics of the strategy, offerings, and employment patterns; the nature of the financial and organizational arrangements of these businesses; and the characteristics of their founders.

In 1996, welfare reform legislation imposed a 60-month lifetime limit on TANF benefits. The authors use four waves of data from the Women’s Employment Study to determine which personal characteristics are associated with accumulating months on TANF at low (less than 20 months of receipt), medium (20 to 39 months), and high (40 to 60 months) levels. They find that many of the same factors are associated with being in both the medium and high accumulation groups, relative to the low group. However, demographic variables, such as the presence of a partner, race, and the number of children seem to matter more in determining whether someone will accumulate a low as opposed to a medium amount of time on TANF. The presence of human capital problems, as well as persistent personal and family challenges—such as children with health problems, domestic violence, and drug use—all greatly increase the likelihood of accumulating many months toward the 60-month time limit.

Despite the perception that few people are served by public psychiatric hospitals, they play a critical role in the continuum of care for people with mental illness. Although the capacity of these hospitals has diminished as a result of deinstitutionalization, they continue to serve people with severe and chronic mental illness who do not have the resources to seek care elsewhere, as well as a forensic population with mental illness. Furthermore, Medicaid is funding an increasing share of their operations, with states accessing a variety of Medicaid funding sources, including Disproportionate Share Hospital payments, Institutions for Mental Diseases optional services, and Medicaid managed care.

How college price influences student decisions about whether and where to attend college is an important issue. The District of Columbia Tuition Assistance Grant Program allows those who qualify to attend public colleges and universities in other states at considerably lower "in-state" tuitions. This paper examines whether the grant program has effects on the likelihood that DC high school graduates apply to and enroll in college, finding that applications to four-year colleges increased substantially under the program.

The final report to Congress presents complete findings from our seven-year national evaluation of Early Head Start. The findings show that the program promotes learning and the parenting that supports it within the first three years of life. Participating children perform significantly better in cognitive, language, and social-emotional development than their peers who do not participate. The program also has important impacts on many aspects of parenting and the home environment, and it supports parents’ progress toward economic self-sufficiency.

Much of the research examining the question of how federal financial aid affects decisions to enroll in college has focused on the behavior of students immediately following graduation, leaving unanswered the question of how changes in the availability of aid affects the behavior of older students. This article examines how changes in the means-tested federal Pell grant program affect enrollment decisions of potential students in their twenties and thirties. The results indicated sizable effects of the introduction of the Pell grant program on college enrollment decisions for older students.
