A Meta-Heuristic Algorithm Based on Simulated Annealing for Designing Multi-Objective Supply Chain Systems 基于模拟退火的多目标供应链系统设计元启发式算法

This paper proposes a new solution based on tuned-parameter simulated annealing algorithm to obtain near-optimum solutions for solving large multi-objective multi-product supply chain design problem. The selected objective functions are: maximize the total profit, minimize the total supply chain risk, and minimize the supply chain emissions. The characteristics of the algorithm are developed and presented, then coded and tested. Since there is no benchmark available in the existing and state-of-the-art papers, the results acquired by the developed algorithm are compared with the results obtained by an improved augmented $varepsilon$-constraint algorithm embedded in the General Algebraic Modeling System (GAMS) software for small-scale, medium-scale, and large-scale instances of the multi-objective supply chain problem. The results indicate that the developed simulated annealing algorithm is able to obtain acceptable solutions with reasonable computational time.

Optimum Inventory Control and Warehouse Selection with a Time-Dependent Selling Price 具有时变销售价格的最优库存控制和仓库选择

In land-scarce regions, land acquisition and upkeep are becoming more and more expensive as time passes, mainly due to population growth. This eventually will lead most small business owners to rethink their supply chain business models by abandoning owning and running their own warehouses and switching to more lean, flexible, and inexpensive alternatives. In this paper, we consider the alternative of leasing warehouses at the exact required storage capacity. This alternative is analyzed using a mathematical model and a solution algorithm that will help business owners make optimal decisions. The model considers all the available warehousing options, with differing capacities, lease rates, and lease durations for different types of warehouses. The holding cost depends on the number of warehouses leased of each type and their individual lease durations. Since the value of the stored items declines with time, the selling price is assumed to be a linearly decreasing function of the storage duration. The optimization problem is formulated as a nonlinear programing (NLP) model whose objective is to maximize the total profit. An efficient algorithm is proposed that reduces NLP model's nonlinearity to a linear behavior through a combination of neighborhood search and integer programming procedures.

A Pilot Study of Biomedical Engineering Shared Service for Hospitals in Madinah Munawwarah 麦地那穆纳瓦拉医院生物医学工程共享服务试点研究

Ministry of Health in the Kingdom of Saudi Arabia manages the biomedical departments in its affiliated hospitals by contracting with suppliers/manufacturers. We collected data related to the number of relevant work force and the expenses incurred by surveying nine hospitals in Madinah Munawwarah region of the kingdom by designing a proper questionnaire. We found it to manage in two ways (a) having low qualified team members to serve less sophisticated medical equipment, and (b) outsourcing the needed service to repair or do preventive maintenance especially for high-tech medical devices. This common and traditional way of biomedical management costs a lot of money and consumes long time to repair the faulty medical units. In order to minimize the repair cost and time, here we propose a model of management techniques that falls in a category popularly dubbed as Shared Service Center (SSC). As per the SSC model presented in this study the staff's salaries are projected to be increased by 13.5% but a huge savings of up to 62.21% on staff's salaries and Planned Preventive Maintenance (PPM) cost are estimated as compared to the current situation. A big 81.47% saving as compared to present total service contracts value is predicted with the proposed SSC model. The result is consistent with Saudi Arabia's Vision 2030 and the National Transformation Program 2020 to improve the quality of health services and efficiency of using available resources.

Healthcare Facility Variables Important to Biomedical Staffing in Line with 2030 Saudi Vision 根据沙特2030年愿景,对生物医学人员配备重要的医疗设施变量

The biomedical engineering departments (BMD) in healthcare facilities in Saudi Arabia play important roles in promoting health services by managing medical technology. Nevertheless, it is challenging to assess the number of needed cadres in BMD. This study is first of its kind that included at least 10% of the major healthcare facilities (HCF) in the Kingdom of Saudi Arabia with a capacity of 100 beds or more to estimate the details of the personnel required for BMD and determine the factors affecting the number of BMD staffs. The most influencing factors found included (i) HCF total beds ($mathbf{r}=0.84$), (ii) HCF gross area ($mathbf{r}=0.92$), (iii) HCF total staff ($mathbf{r}=0.90$), (iv) total number of medical devices ($mathbf{r}=0.92$), (v) total cost of medical devices or technology ($mathbf{r}=0.95$) and (vi) BMD activities and roles ($mathbf{r}=0.70$). Mean values of these variables per BMD staff were found as 23 bed, 148 hospital employee, 2,520 square meter hospital area, 282 medical devices, and $2.84 million acquisition cost of medical device. Interestingly, the designed BMD activity form showed a reasonable linear correlation with BMD staff ($mathbf{r}=0.70$). Regarding the staffing adequacy status, the survey analysis showed 45% of BMDs to have under staffing and only 7% to have overstaffing status. In order to address and provide a credible solution to BMD staffing problem a heuristic formula was developed as a second part of our study (results not shown). Further testing of this model on a wide range of healthcare facilities to improve on the applicability and reliability is in progress.

Industrial Communication Networks and the Future of Industrial Automation 工业通信网络与工业自动化的未来

The paper discusses the current trends in communication technologies and their impact on the industrial automation in general and the industry generation 4.0 in particular. It is well known that digital communication networks such as Ethernet, wireless networks, and web technology have made the flow and exchange of information, within distributed automation systems, more reliable, flexible, and comprehensive. In other words, information and communication technology (ICT) provides 1) native support for industrial automation, 2) advantages in control, supervision, and monitoring, and 3) high-performance, greater-controllability, and more flexibility. In this work, we examine Industrial communication topologies, Internet of Things (IoT) enablers that requires low latency. We concluded that wireless gateways will be the new challenging focus regarding latency and security.

A Frame Work for the Integration of Statistical Process Control and Engineering Process Control 统计过程控制与工程过程控制集成的框架

In Systems Engineering, there are two methods that are used to improve the product quality and to adjust process parameters. These methods are called Statistical Process Control (SPC) and Automation Process Control (APC). These strategies are the most tools used in improving the product quality for years, but they are developed separately and used in industries. In industry, there was no realization that these two techniques are complementary. The integration of SPC and APC started first by J. MacGregor in 1988 who introduced this concept into the research community. This work followed and supported in 1992 by the work of G. Box and T. Kramer. The research followed came up to a conclusion that combination of these two techniques will result in better performance than using each alone. This paper first will highlight the developments so far achieved in the integration of this two techniques. Then a proposed scheme will be presented to integrate SPC and APC to solve some tasks. New directions of research in integrating these techniques will be highlighted.

In the literature of project scheduling it is very common to assume deterministic durations of project activities. Yet, activities with random durations are possible in many situations. In contrast, crashing activities of construction projects reduces their completion time, but this is achieved at additional charges compared to the normal execution charges. It is very common to penalize late completion of construction projects, yet, some sponsors are willing to reward early completion; for example, due to the opportunity cost involved, an oil company is willing to pay an incentive for fixing an oil pipeline proportional to earliness of project completion time. This paper presents a multi-objective project-scheduling model along with a Monte Carlo simulation optimization solution using a general-purpose simulation software. The model determines the optimal crashing levels of the projects' activities, whose durations are random, to minimize the expected project completion time and to maximize the expected profit of the project.

Applying Lean Concepts in the Quality Control Systems of Engineering Education — A Case Study 精益概念在工程教育质量控制系统中的应用-个案研究

The purpose of this work is to help industrial engineering (IE) departments at universities to develop better lean thinking and application of lean education in the field. The current case study collects IE undergraduate programs. This application focuses on bridging the gap between the offered IE programs and the industrial requirements. The known LEAN/EDU-FOCUS-PDCA model and lean tools are applied to eliminate the waste from the education process and increase the value gain. Six common areas are considered for continuous improvement those are alumni, faculty, teaching-learning models, process administrators and the industry.

Analysis of Factors Affecting Water Consumption in Jeddah City 吉达市用水量影响因素分析

The main objective of this paper is to identify and analyze factors that affect water consumption in Jeddah City. Jeddah monthly water consumption data were collected from a website for Saudi Ministry of Environment, Water and Agriculture (MEWA), and it was analyzed with tables and graphs. The variables selected for this study were: Jeddah City population, temperature (monthly maximum, monthly minimum, average monthly), humidity (monthly maximum, monthly minimum, average monthly), Saudi Arabia monthly inflation rate, Saudi Arabia annual GDP and Saudi Arabia per capita GDP. Pearson Correlation Coefficient was used to determine the correlation between water consumption in Jeddah City and each of those factors separately. Correlation analysis showed that four factors were affecting water consumption in Jeddah. These factors were: city population, Saudi GDP, Saudi inflation rate and GDP per capita, respectively.

Advances in Control Charts for Reliability 可靠性控制图研究进展

This paper shortly traces the development of the control charts that are used in reliability monitoring. The critical fundamentals and inconveniences are pinpointed. It reports that exploiting the current augmenting technology of condition monitoring and fault detection & diagnosis certainly simplifies the system data collection and in turn enables designing robust charts for reliability. Hence, two essential propositions are presented to facilitate further applications.
