A través de una postura foucaultiana y desde el método del Análisis Crítico del Discurso, en el presente artículo se realiza un análisis de la trayectoria del discurso de la pobreza en los planes nacionales de desarrollo en el Ecuador, en los periodos desarrollista, neoliberal y posneoliberal, haciendo hincapié en este último enmarcado en el proyecto del Buen Vivir. Se evidencia que, contrario a sus intenciones de romper las estructuras que generan desigualdad y pobreza en el país, el Buen Vivir generó una nueva ola de dinámicas de relaciones hegemónicas, dominación y pobreza mediante su discurso basado en derechos.

In this paper we adopt the network approach to analyze the formulation of the participatory budgeting (PP in Spanish) policy in the city of Porto Alegre (Brazil). The question that we try to answer is why did the PP arise in Porto Alegre? The hypothesis is that the especial characteristics of the network established at the local level between political, social and institutional actors were determinants for the emergence of this innovation. The analytical framework used is provided by Montpetit (2005), while, at the methodological level, the case study is fundamentally based on secondary information, collected from previous academic research.

Hand in hand with neoliberalism, from the 1970s on, a new way of conceiving the social management of unemployment and poverty was defined, which is characterized by including different social programs grouped under the workfare concept. The central axis of this transformation is linked to a change in the diagnosis of employment and poverty problems that are beginning to be strongly biased towards the characteristics assumed by the supply that are posed at the individual and micro-social level. In Latin America, this reconfiguration is crystallized in the proliferation of a set of conditional cash transfer programs. In this framework, the main objective of this article is to analyze, from a critical perspective, which are the theoretical supports on which the implementation of these devices is based and analyze how they are expressed in the devices implemented in Latin America since 2000.

Among the main mutations, it is highlighted that the punishment in virtual social networks can be exercised at any time and through multiple ways, so that it’s temporal and spatial limits are scarce. Likewise, the omnipresence of virtual social networks makes it difficult for the accused offenders to escape the punishments imposed by a public that becomes spectator, judge and executioner at the same time. It is concluded that part of the mutations of the new forms of punishment in virtual scenarios are related to the possibilities and scarce restrictions of these spaces, so that their potential as tools increases the damages caused to the offenders who are punished in these gallows.

Este ensayo busca desarrollar algunas perspectivas sobre el papel del docente del sector público en algunos procesos de reforma educativa en Latinoamérica en los últimos 25 años, papeles delimitados por los tomadores de decisión, sin la voz de los mismos docentes o sus organizaciones. El objetivo es revisar el estado de la cuestión para plantear preguntas relacionadas con las concepciones, opiniones y creencias que quienes toman las decisiones tienen sobre los docentes en el marco de estos procesos. Específicamente, las representaciones sociales sobre los docentes en este contexto. El texto se organiza a partir de una pregunta en torno a la cual gira la revisión del estado de la cuestión; luego, se presentan categorías como las tendencias sobre el rol y la participación de los docentes en estos procesos de reforma, las características atribuidas al docente desde quienes diseñan y delimitan las reformas educativas, y algunas justificaciones de los mismos, así como sus efectos en el trabajo y la identidad profesional docente.
