Abstract : Hybrid warfare will be the most likely type of conflict the US and its allies will face in the future. Hybrid warfare is the use of conventional and unconventional ways and means by any combination of state and non-state actors within the same battlespace. Conventional and unconventional ways and means include forces, weapons and tactics, and are characterized by the use of modern technology and a high degree of unity of effort between regular and irregular forces. The argument that hybrid warfare will be the most likely type of conflict the US and its allies will face in the future is based on a convergence of three geopolitical drivers. These include, the transformation of traditional governing structures, disputes over political power caused by long-standing cultural differences and state sponsorship of insurgencies and revolutions. Traditional security interests will lead to state sponsorship of internal conflicts as states choose sides in these struggles for power. The wars that result will be characterized by conventional and unconventional ways and means, producing hybrid war. Our own security interests and the interests of our allies will draw us into these wars, as we seek to maintain international order and prevent the spillover effects of war. The strategic framework for preventing hybrid wars and deterring/defeating hybrid adversaries is based on two pillars. The first pillar consists of actions to assist and support weak or failing states. The second pillar consists of actions directed toward the hybrid adversary, which will most likely be a combination of a non-state actor and an internationally recognized state actor. Through use of the ongoing conflict in Ukraine as a case study, the implications of the analysis argue for building a balanced force that can simultaneously employ across the full spectrum of operations and rapidly deploy to all areas of the globe.

In a continuation of recent work on Besov regularity of solutions to elliptic PDEs in Lipschitz domains with polyhedral structure, we prove an embedding between weighted Sobolev spaces (Kondratiev spaces) relevant for the regularity theory for such elliptic problems, and TriebelLizorkin spaces, which are known to be closely related to approximation spaces for nonlinear n-term wavelet approximation. Additionally, we also provide necessary conditions for such embeddings. As a further application we discuss the relation of these embedding results with results by Gaspoz and Morin for approximation classes for adaptive Finite element approximation, and subsequently apply these result to parametric problems.

We develop a convergence analysis of a multi-level algorithm combining higher order quasi-Monte Carlo (QMC) quadratures with general Petrov-Galerkin discretizations of countably affine parametric operator equations of elliptic and parabolic type, extending both the multi-level first order analysis in [emph{F.Y.~Kuo, Ch.~Schwab, and I.H.~Sloan, Multi-level quasi-Monte Carlo finite element methods for a class of elliptic partial differential equations with random coefficient} (in review)] and the single level higher order analysis in [emph{J.~Dick, F.Y.~Kuo, Q.T.~Le~Gia, D.~Nuyens, and Ch.~Schwab, Higher order QMC Galerkin discretization for parametric operator equations} (in review)]. We cover, in particular, both definite as well as indefinite, strongly elliptic systems of partial differential equations (PDEs) in non-smooth domains, and discuss in detail the impact of higher order derivatives of {KL} eigenfunctions in the parametrization of random PDE inputs on the convergence results. Based on our emph{a-priori} error bounds, concrete choices of algorithm parameters are proposed in order to achieve a prescribed accuracy under minimal computational work. Problem classes and sufficient conditions on data are identified where multi-level higher order QMC Petrov-Galerkin algorithms outperform the corresponding single level versions of these algorithms. Numerical experiments confirm the theoretical results.

We analyze a posteriori error estimation and adaptive refinement algorithms for stochastic Galerkin Finite Element methods for countably-parametric, elliptic boundary value problems. A resid- ual error estimator which separates the effects of gpc-Galerkin discretization in parameter space and of the Finite Element discretization in physical space in energy norm is established. It is proved that the adaptive algorithm converges. To this end, a contraction property of its iterates is proved. It is shown that the sequences of triangulations which are produced by the algorithm in the FE discretization of the active gpc coefficients are asymptotically optimal. Numerical experiments illustrate the theoretical results.
