With the start of trial operation of direct purchasing electricity for large consumers in China, the method on how to allocate the wheeling charges of large consumers is of vital theoretical and practical significance. An integrated method for allocating the congestion management cost of larger consumers is presented in this paper considering time-of-use (TOU) pricing in congestion period, power supply reliability and the use capacity of the line. Modeling the TOU index, power supply reliability index and use capacity of the line index is proposed. The weights of three indices are determined by interacting between the transmission utility and large consumers based on multilevel models to get comprehensive evaluation indices for all consumers. The integrated indices are used to allocate the cost. Test results show that the method can allocate the congestion cost more reasonably.

Aiming at the framework of electric power communication network and the characteristic of alarm data, this paper investigates the alarm correlation and fault location of electric power communication network. Taking into account dependency search tree which can decrease searching space and nodes of overlay, a method of fault location in electric power communication network based on dependency search tree is proposed. Alarms belonged to one class in alarm set are aggregated, and they are replaced by center node. In this way, large numbers of alarms are reduced and they can express the fault information accurately. Then greedy algorithm is repeatedly used to calculate residual alarms until the exact fault nodes are found out. This method based on the model of fault transmission is easy to build a model, and it can make use of the dependency of nodes directly and it is still applicable when many faults occur. The result of practical example proves that this method can analyze alarm information of electric power communication network and locate faults rapidly and exactly. So the faults can be found out in time, then the electric power communication network can be insured to operate steadily.

A calibration method for the medium/long-term load forecasting is presented. Firstly, a calibration model is built up, based on the regular pattern that the same trend is basically shared by the peak load and the maximum temperature. Secondly, a calibration method is presented. The first step is to correct the historical annual peak load and obtain the load which has no relations with the temperature. Then, forecast the peak load of the horizontal year by traditional way, regarding the corrected load obtained above as the historical data. At last, calibrate the result of forecasting according to the maximum temperature of the horizontal year and the final result is obtained. Finally, a practical case indicated that the model and method proposed by this paper can take the affection of temperature on the peak load into account in forecasting and calibrating, resulting in higher precision of load forecasting. The method has been successfully applied in an urban distribution network planning project.

The single-bargainer bidding model makes a new way for solving electricity prices rising when the market is lack of electricity supply. In the single-bargainer electricity markets, the profits of load serving entities (LSEs), to a certain extent, depend on their bidding strategies. In this paper, a methodological framework is proposed for developing optimal bidding strategies for LSEs participating in a single-bargainer electricity market in which sealed auction with step-wise quantity/price bidding functions and pay-as-bid settlement protocols are utilized. A normal distribution function is used to describe the bidding behaviors of rivals, and the problem of constructing optimal bidding strategies for distribution companies is then formulated as a stochastic optimization problem. The solution is based on the Monte-Carlo method. Finally, a single-bargainer electricity market with 4 LSEs is selected as an bench mark example to demonstrate the effectiveness of the proposed model.

A new approach based on a plant growth simulation algorithm (PGSA) is presented for reactive power optimization. PGSA is a random search algorithm inspired by the growth process of plant phototropism. The objective function for optimization is to minimize the system active power loss. The control variables are generator bus voltages, transformer tap positions and switch-able shunt capacitor banks. The proposed method was applied to Ward-Hale 6-bus system and better optimization results have been obtained as compared to the previous work.

This paper aims to analyze the performance of distribution system in Nepal by investigating the operational efficiencies of the distribution centers (DCs) owned by Nepal Electricity Authority (NEA). NEA is the owner and operator of Integrated Nepal Power Systems (INPS) which, covers over 95% of the total electrified area of the country. Data envelopment analysis (DEA) technique is used for the purpose. Weight restriction DEA model is formulated, to carry out analysis, incorporating a wide range of inputs and outputs capturing the essence of electricity distribution process. Decision maker's preferences regarding operation of the DCs have been considered while carrying out the analysis. A case study is provided for FY 2004/05 to assess the operational efficiency of the DCs owned by NEA and performance report for the same is prepared. Sensitivity analysis is carried out in order to check the robustness of the results as well as to identify the improvement directions for DCs. Based on the results of the sensitivity analysis; strengths and weaknesses of individual DCs are identified. The results are ultimately used to rank the DCs based on their average overall efficiency scores. The paper, also investigates a possibility of re-organization of existing DCs inside NEA's distribution framework on the basis of geographical convenience. DEA based analysis is carried out in order to assess the suitability of such re-organization. Recommendations are made based on results of the analysis.

The accuracy of simulation affects directly the safety and economy of power system. With the development of power grid and wide application of PSS, the effect of load model on the accuracy of digital simulation becomes more and more important. In this paper two kinds of load model are analyzed, one is TVA load model based on measurement, the other is SLM model considering distribution network and shunt reactive compensation. Based on data measured from site, resounding tests are made to compare the accuracy of the two models. The simulation of Jilin grid in China indicates that if the parameter set of SLM model is identified, the accuracy of SLM model is equivalent to that of TVA model. The conclusion is that the effects of the two load models on the simulation are independent of the model structure, only dependent on model parameters.

This paper presents an overview of different practical techniques to forecast the load for real time applications. The accuracy of load forecast often determines the amount of energy to be procured in the imbalance market. Therefore to reduce exposures to real-time risks and obtain economic, reliable and secure operations of power system, an accurate real-time forecast is required. It can be used by vertically integrated utilities as well as the ISOs in restructured power system. In this paper, we discuss different approaches based on time series and artificial neural network (ANN). The ISO New England market data are used to illustrate and compare the models.

In accordance with CIM standard (IEC 61970-301 ~ IEC 61970-303) [6-8], this paper presents a new graphic system for power system applications. This system, which is base on cross- platform design, is extensible and general-purposed. With the effective combination of CIM and cross-platform, this system can satisfy the needs of most power system applications. The characteristics of this system include the simplicity of the class hierarchies, the convenience of extension, and the ease to build up large application. It provides a useful reference for other CIM applications which needs to run on multiple platforms other than a single platform.
