Police and procedural justice: perceptions of young people with mental illness 警察与程序正义:对患有精神疾病的年轻人的看法

ABSTRACT Young people with mental illness are significantly more likely to encounter the police than their counterparts who do not identify as having a mental illness. Yet little is known regarding how this cohort perceives the police and whether they believe the police to be a fair, trustworthy, and legitimate service. Research suggests that young people and other vulnerable groups (such as adults with mental illness) value procedural justice policing as a technique for nurturing fair and trustworthy policing, which in turn, increases satisfaction with police interactions and willingness to cooperate with police. This study uses procedural justice as a lens for analysing the perceptions of young people with mental illnesses regarding the police. Drawing upon survey data from a sample of 3147 Australian participants aged between 14 and 25 years old – a third of which identified as having a mental health condition – results demonstrate that young people with a mental illness offered significantly lower perceptions of the police in relation to procedural justice. Young people identifying as not heterosexual or as trans* or gender diverse, and those who report that they are not seen as Australian, also offered significantly lower perceptions of police procedural justice. A theoretical explanation is offered for why these marginalised young groups perceive the police to be procedurally unjust. Tactics for how the police may nurture more trusting and supporting relationships with young people in general are also discussed.

ABSTRACT Research on confession has usually focused on showing that it is significantly associated with individual, crime-related, and situational/contextual variables and is both a static event and a dichotomous indicator of interview success. Recent work, however, suggests that investigative interviews are a dynamic process in which interrogation strategies change over time. Using a Game Theory perspective, this study looks at the impact of behaviours of both players (interviewer and suspect) on the production of investigation-relevant information (IRI). The sub-objective is to demonstrate the usefulness of applying Game Theory to the study of investigative interviews by considering time and interaction between players as an integrative part of the analysis. Videotaped interviews related to online child sexual exploitation (n = 130) were analysed and the different behaviours of suspects and interviewers were analysed to determine if they involved (1) rapport building/active denial, (2) collaboration, (3) confrontation, (4) emotion/response, and (5) elicitation of information related to the case. Results showed that information relevant to the investigation is often provided shortly after a suspect has offered additional information or given responses that meet emotional needs (e.g. justifications). The interviewer's use of available evidence increases the likelihood that additional information will be provided, while the ability to build a rapport with the suspect is effective in the longer term, even if a positive effect is not immediately observed. Using a dynamic process approach in analysing investigative interviews provides a starting point for the creation of practical guidelines to help practitioners increase suspect collaboration during investigative interviews.

The foundations of defiance: examining the psychological underpinnings of ethnic minority defiance toward police 反抗的基础:考察少数民族反抗警察的心理基础

ABSTRACT Defiance can be a powerful mechanism of protest against police oppression. At the same time, citizen defiance to police authority is problematic for police and can cause injury to both police officers and the public. Research shows that some groups of people defy police more than others, and that defiance often represents a reaction to disenfranchisement, police bias and unfair treatment. For example, the Black Lives Matter movement has highlighted that Black, First Nations peoples and racial/ethnic minority groups are more likely to experience problematic relationships with the police. This study focuses on understanding the factors that drive defiance toward police within two ethnic minority communities in Australia. Testing a new theoretical model, we find that procedural injustice from police can create identity threats, thus explaining why some ethnic minority individuals choose to defy the police. Alternatively, procedural justice may reduce identity threats and defiance.

Attitudes and views regarding law enforcement activity at large outdoor raves in Israel: a cross-sectional survey 对以色列大型户外狂欢中执法活动的态度和看法:一项横断面调查

ABSTRACT Harm reduction services, such as drug testing kiosks and ‘safe zones’ are often advocated for reducing the harms of drug use among rave and festival attendees. However, interaction with law enforcement can undermine efforts at introducing formal harm reduction services. This cross-sectional, client-oriented study aims to frame the potential components of a tolerance-based policy in outdoor raves in Israel, which assumes a continued police presence, and availability of harm reduction services. The study described the views of outdoor rave attendees towards the role of police, willingness to use harm reduction services, and help-seeking behaviours. Overall, participants reported negative attitudes towards current policing at outdoor raves and a low intention-to-seek help from the police when in physical or emotional distress. Only 13% of responders viewed police presence at raves as important for keeping event areas safe. Furthermore, 85% claimed police presence would prevent them from using drug testing services if these become available. Report of lifetime drug use at raves was significantly and inversely associated with willingness to seek help from the police in cases of physical or emotional distress (Odds Ratio = 0.15, Confidence Interval: 0.08, 0.30). This negative perception of police presence at large outdoor raves indicates low support and trust for current policing approaches, and that these approaches may be a barrier to the introduction of formal harm reduction services under the current prohibitionist approach. These results underpin the need to reform current law enforcement practices towards tolerance-based approaches that permit access to harm reduction services.

Working for both sides: how organised crime networks influence Mexican police culture 为双方工作:有组织犯罪网络如何影响墨西哥警察文化

ABSTRACT It is now established that elements in policing bodies’ socio-political environments influence officers’ beliefs, values, and attitudes. Paradoxically, however, the prevailing view within mainstream research is that police communities are also inward-facing entities that are withdrawn from the cultural context outside their realm. One limitation of this perspective is that it precludes researchers from examining how entities from this ‘outer world’ intermingle with policing bodies as well as how this interaction impacts upon manifestations of police culture. In Mexico criminal and police networks appear to be highly interconnected. Indeed, numerous members of Mexico’s law enforcement institutions are active participants in the web-like ties that connect individuals involved in the country’s criminal enterprises. By analysing the narratives of former members of Mexico’s Federal Police, I contend that officers’ perceptions of the intermingling between police and organised crime networks shape the culture of law-enforcement groups tasked with combating organised crime.

Getting back to the state: policing the Covid-19 pandemic 回到国家:监管Covid-19大流行

ABSTRACT This paper analyzes the impact of the pandemic (from 2020 to 2021) on levels of trust and legitimacy of the Chilean police (Carabineros) by the population in the metropolitan area of Santiago, Chile. Based on a pseudo-panel method and a cohort fixed-effects regression model that controlled for unobserved time invariant heterogeneity, we found a significant increase in police legitimacy during the pandemic (on average, 63%, among the adult residents of the region, based on the police legitimacy index comprising six perceptual variables). Evidence suggests that the perceived performance of the Carabineros during the pandemic served to recover the trust of citizens, at least temporarily, even when this intervention entailed the enforcement of anti-popular measures.

Engaging non-policing partners to prevent or respond to crime 让非警务合作伙伴参与预防或应对犯罪

ABSTRACT Multi-agency policing partnerships provide agencies with the opportunity to address underlying social issues that contribute to crime and allow for longer-term solutions. One partnership model is third-party policing (TPP). TPP theory was conceptualised as a way of engaging non-police agencies through the use of legal levers to perform a crime prevention or control role. The theory assumes that (1) police agencies seek out non-police partners because of their legal levers; (2) police are aware of and understand the legal levers available to partners; (3) the application of these legal levers is co-opted or coerced; and (4) police are the ones doing the co-opting or coercing. However, whether these assumptions occur in such a clear manner has received limited attention in the literature. This study used an international case study methodology involving interviews with police officers and representatives from partner agencies across three TPP partnerships in Queensland, Australia and the United Kingdom. The results indicate that there is limited knowledge and understanding of the availability, use and activation of legal levers of other agencies among police officers. Legal levers are often self-activated by a partner agency after becoming aware of new information, rather than through coercion or co-option by police. This study further shows that activation of legal levers by police agencies is not always possible, requiring activation of another agency’s initially, and partner agencies are often the ones doing the co-opting or coercion. The findings suggest that legal levers are not so easily applied as suggested in TPP theory.

Prevalence and patterns of domestic abuse victimisation in an English police workforce 英国警察队伍中家庭暴力受害者的流行程度和模式

ABSTRACT Perhaps more than any other occupation, police witness the context and aftermath of domestic abuse but little is known about the police-victim overlap with regard to domestic abuse. This paper, based on survey responses from approximately one-quarter of the workforce in an English police force (weighted n = 876) addresses this gap. In the survey, respondents described personal characteristics, colleague and personal experience of domestic abuse victimisation. Weighting the data to address non-response patterns, we found lifetime prevalence of domestic abuse in the police workforce around 22%. Females were more likely than males to experience domestic abuse (relative risk (RR) 1.61, confidence interval (CI) 1.25–2.08). Of victims, 47% disclosed their victimisation to a colleague, while 37% disclosed to a line manager and 27% were abused by a partner who also worked in policing. Although there was no difference in disclosure between males and females, disclosure to a colleague (RR 1.66, CI 1.24–2.13) or a line manager (RR 1.79, CI 1.24–2.58) was more likely if the abuser worked in policing. This paper – the most comprehensive description of domestic abuse victimisation in a policing population – demonstrates that, despite their occupational role as guardians and enforcers of the law, the police workforce experience domestic abuse in similar ways as do the general population. As with the general population, this frequency of victimisation, coupled with the repetitive and continuous nature of domestic abuse and the harm it causes, represents a widespread problem and threat to the wellbeing of the police workforce.

ABSTRACT In Spain, knowledge about public attitudes towards the police is limited compared to other countries. This study contributes to fill gaps in the literature by examining a wide range of correlates of police legitimacy. Using data from the Spanish sample (N = 1,885) of the European Social Survey (ESS) Round 5, we estimate multivariate regression models with two measures of police legitimacy as outcome variables: moral alignment (α = .81) and duty to obey the police (α = .86). Correlates encompass a range of attitudinal measures, including those related to police activity, the sociopolitical and institutional context, and personal characteristics of the respondents. The results show that, in Spain, as in other countries, police legitimacy is primarily influenced by perceptions of procedural fairness and effectiveness. In addition, the study found that variables such as political orientation and attitudes towards the sociopolitical context are also relevant. These findings suggest that people’s views of the police are linked to broader social and political factors, beyond their interactions with the police.
