Performance Management System Implementation Challenges in State-Owned Enterprises 国有企业绩效管理体系实施的挑战

It is common especially in developing countries that implementing a performance management system (PMS) in public institutions face numerous challenges. This may be due to poor leadership; lack of goal setting; poor alignment of individual personal objectives with organizational goals; lack of communication lack of training and personal development; lack of monitoring, review, and performance feedback; lack of change management initiatives; and no reward for exceptional performance. Adopting a systematic literature review and critical content analysis, this paper focuses on the concept of management systems, particularly the implementation of the PMS, identifies the challenges hindering the implementation of the PMS in an organization, and highlights the success factors of PMS with reference to state-owned enterprises.

Measuring the Sustainability Performance of the Public Transport System 衡量公共交通系统的可持续发展表现

The public transport system is essential for any community to develop socio-economic growth. Performance indicators are the indication tools that determine where the defects are. As a result, the greater Amman municipality GAM has addressed this issue by launching a new transport system called the “Amman Bus Rapid Transit” BRT system that serves the public. Therefore, this paper investigates the sustainability performance indicators with respect to the economic, environmental, and social dimensions that measure the Amman BRT system. The literature review was the first tool used to generate indicators followed by commencing semi-structured interviews with five experts in the field. The findings indicated that there are 13 indicators that can be used to measure the sustainability performance of the Amman BRT system. Moreover, the results showed that the overall indicators are significant, but the most important one is affordability within the economic dimension. The current study recommended extending the methodology to use different multi-criteria decision-making techniques.

An Analysis of Project Management Competency Factors in the Construction Industry of Botswana 博茨瓦纳建筑业项目管理胜任力因素分析

This study analysed project management competency factors which contribute to project success in the construction industry in Gaborone, Botswana. Primary data was collected from 60 randomly sampled project managers from construction companies in Gaborone using a questionnaire. Data was analyzed using Microsoft Excel and presented in the form of graphs and tables. Findings revealed that clear goals of project, roles and responsibilities of project team, communications and consultations with stakeholders and compliance with the planned budget, time frame and performance criteria have a high impact on the success of a project. It was also concluded that experience of a project manager has significant influence on their performance thus contributing to the overall project success. Furthermore, despite the technical nature of the construction industry, management competency has become almost as equally as important as technical competency in the undertaking of projects.

Career Adaptability of Jubail University College Students 朱拜勒大学大学生职业适应能力研究

This study aimed to profile the career adaptability of selected college students to be able to assess their employability potentials. Quantitative and qualitative methods and descriptive research design were utilized. 100 respondents from different specialization and year-levels participated in the study. The study provided insights on the career adaptability of selected Saudi students. Demographic variables contributed to adaptability level of respondents. Student taking-up technology-related specializations are adaptable than liberal arts-related. Results shows that career adaptability correlated to maturity and human capital factors, therefore it can be enhanced or developed through proper intervention. Career adaptability is the most sought-after skill of employers for job candidates who can cope with necessary diverse situations. Therefore, adaptability is as important as technical skills for job-seekers. It can be recommended that educational institutions should design programs that will enhance their students’ soft skills.

In Ethiopia, infrastructure, particularly road construction, has been the most essential driver of economic growth. Simultaneously, it is widely acknowledged and analyzed that the domestic road construction industry is inefficient, threatening its role as a driver of the country's economic growth. Thus, the objective of the study was to make comparative analysis of domestic and foreign contractors’ performance in Ethiopian road construction in terms of cost, time, and quality. To meet the objective of the study a document review, semi-structured interview, and focused group discussion were used as a data collection tool. Based on analysis, the finding shows that the domestic contractors are far from being competitive in terms of cost overrun, time overrun and quality performance but it is promising progress over time. This necessitates the participation of both the construction industry and the government in improving the sector's competitiveness, Local road construction firms operate in a challenging business climate.

Emergency Project Management is a kind of project management that often attracts the most attention and resources and its management needs application of knowledge, skills, tools, and techniques to project activities to meet the immediate project output and goal. Proper project management practice is critical for the success of Emergency Project. Thus, the main objective of this study was to assess the extent to which Project Management Knowledge area were applied and identify the challenges in Emergency Project management. The study used descriptive research design and data were obtained through questionnaire. The finding revealed Scoping & Scheduling tools and techniques were not utilized properly. Moreover, Procurement management needs improvement. Some of the knowledge areas were managed informal & traditionally. The study recommended that workable policy documents to lead the procurement and overall Emergency Project management are vital.

Evaluating the Performance of Oil and Gas Companies by an Extended Balanced Scorecard and the Hesitant Fuzzy Best-Worst Method 基于扩展平衡计分卡和犹豫模糊最佳-最差法的油气公司绩效评价

The aim of this research is finding and prioritizing performance indicators based on Balanced Scorecard (BSC) for oil and gas (O&G) companies in an uncertain environment using the Hesitant Fuzzy Best-Worst Method (HFBWM). As the O&G industry has a key role in many countries, its evaluation of performance is crucial. We utilize BSC for this purpose considering the traditional financial, customer-oriented, internal, and learning-oriented and growth perspectives and adding the social responsibility perspective. As it is usually not possible to implement all found performance indicators, we use Multi-Criteria Decision Making (MCDM) methods for prioritizing them. We employ the Best-Worst Method (BWM) which has several advantages compared to other MCDM methods. Due to uncertainties in the considered decision-making environment, we use hesitant fuzzy sets as a suitable method. Our results indicate that among the considered five perspectives of BSC, the customer and internal process perspectives are the most important ones, and the cost of R&D indicator is the most important sub-criterion.

Evaluating Organizational Readiness for Project Portfolio Management Implementation 评估组织对项目组合管理实施的准备情况

This study explores how business competency, organizational culture, and leadership attributes influence organizational readiness for Project Portfolio Management (PPM) implementation. Facets of PPM performance domains related to business competency illustrate the underlying functions required to engage PPM effectively. Investigating cultural considerations, including employee motivation and interpersonal communication, underscores the importance of these factors when approaching organizational change. The study highlights the most critical characteristics of transformational and authentic leadership for organizational readiness for PPM implementation. A case-based autoethnographic methodology is a qualitative method for data analysis. The analysis enables researchers to apply personal perspective and experience to bring real-life context to the study by providing a case for evaluation. Based on the extant literature and case review, this study asserts a set of prerequisites and supporting functions to evaluate organizational readiness for PPM implementation.

Drivers of Employee Engagement in the Banking Industry 银行业员工敬业度的驱动因素

This study attempts to identify the factors that drive employee engagement in the banking industry. The empirical setting of the study was fourteen Indian banks. A survey with the help of a questionnaire was conducted to collect data (n=700). Data were analyzed using multivariate data analysis techniques. A model identifying the variables that drive employee engagement was developed and tested. Results of exploratory factor analysis revealed six factors that drive employee engagement: emotional satisfaction, perceived fairness, personal development, culture, clear communication, and compensation. Results of regression analysis showed that two of these factors, i.e. emotional satisfaction and compensation were significant in the overall model. Integration of the results with the reinforcement theory suggests that satisfaction of the emotional needs of the employees and system of compensation can be systematically, selectively and differentially used in banks to align employee behaviours with behaviours typically associated with high levels of engagement and organizational success.

We focus on rules for teleworking generated by the COVID-19 that exist without a national strategy. The project will address telework and trust issues: performance, accountability, effectiveness, and efficiency. It will address the need for and existence of a shared understanding where leaders and employees openly discuss the challenges telework presents. The project also asks whether there are impediments or obstacles that organizations could remove or reduce to enable employees to accomplish the same amount of work they are currently doing in the office, but in a shorter duration of time while teleworking.
