Real-time Multi-Sensor Positioning for First Responders 第一响应者实时多传感器定位

This paper describes a concept for real-time positioning of first responders that includes a number of complementary sensors worn by the first responder, to increase accuracy and robustness in indoor and complex environments. By using sensors of different types, each with their own strengths and limitations, and fusing their respective outputs, the goal is to increase the usability of positioning information in time-critical and risky operations. This facilitates synchronization of activities and increases safety in the operation. The sensors included in the proposed real-time positioning module are shoe-mounted inertial measurement units, ultra-wideband radio, thermal and visual cameras, and GNSS. The fusion framework is based on factor graphs. This work-in-progress paper describes the individual sensor components and shows preliminary findings concerning the possibilities to improve position estimation through sensor fusion.

The Impact of conflicts on Data Sharing for Disaster Risk Reduction 冲突对减少灾害风险数据共享的影响

Cross-border regions are particularly exposed to hazards and require cooperation for Disaster Risk Reduction (DRR). Accordingly, multiple countries have been investing in technology and jointly innovate to share and process data against disasters. However, these countries’ capacity to share data depends on the history and the context of the border itself. Going further, conflicts between countries – may they be past, present or future - can radically question and endanger collaborative efforts to share data for DRR. This collaborative research, involving a cohort of master students and an NGO, explores the influence of conflicts on data sharing and cooperation for DRR. Still in progress, this research examines how conflicts affect data sharing and how DRR actors manage them. It is based on exploratory archive analysis of three distinct cases of cross-border DRR collaboration within the EU borders, as well as experts and actors interviewing. Preliminary findings reveal that conflicts affect DRR at three levels: i) actors, ii) interactions with DRR actors, iii) relations between local DRR actors and institutions. The expected contribution of this research is theoretical, practical and pedagogical.

Enhancing Learning from Incidents by Reconstruction of Events: Using the SQUARE Tool for Evaluation 通过事件重建加强从事件中学习:使用SQUARE工具进行评估

Evaluation after exercise and incidents—often called After Action Review or AAR—are important to enhance the emergency management (EM) response capability. However, evaluation support tools for event reconstruction after incidents and exercises are not yet fully available. We engaged EM stakeholders in a tabletop exercise based on snow chaos and car accidents scenarios to evaluate a fully functional prototype. The tool assists information sharing in real-time and enhances debriefing process of any EM response and exercise. Analysis of reflective discussions and an open question survey shows that the EM participants consider the features of the prototype to facilitate better learning from incidents. However, they have different attitudes concerning the adoption, management, and application of the tool in organizations. For instance, more security features are required to comply with regulations. We argue that the tool is an important first step to fill the gap on the need for “event reconstruction-based evaluation.”
