The article shows how, when developing strategies for promoting a scientific journal, it is important not only to follow the trends of publishing activities and take into account the current level of development of the scientific discipline, to which most of the published materials are devoted, but also to preserve the traditions that have contributed to successful communications between scientists from different countries for many years, translation of new discoveries and activation of cognitive activity of both individual scientists and entire research institutes. The main problems arising in the organization of the work of the editorial board and members of the editorial office are briefly listed. The problems are covered by the example of the journal “Studies in the History of Science and Technology”. Ways are proposed for solving a number of problems and promoting the journal in the direction of openness to authors from different countries and strengthening the interdisciplinary research topics.

Research-to-practice conference, the theme of which matches the content of one or several journal sections, is considered as one of ways to solve the problem of new authors’ calling to the journal. On the one hand, the role of conference’s media partner is an element of journal promotion. Оn the other hand, the partnership with University conference for graduate and postgraduate students imposes additional load on editorial staff. When their workload is already high in a routine mode, they delegate conference papers’ editing and prepress to authors that can’t ensure high quality of publications. Moreover, if conference papers are published simultaneously with publication of journal articles based on conference reports the problem of text authenticity arises (i.e. self-plagiarism). These circumstances cause journal staff to doubt whether participation in university conferences as media partner makes sense.

The article presents results of the analysis of Chinese scientific and engineering journals currently included in the leading international citation scientometric databases Scopus and Web of Science focusing at an alternative possibility of publishing articles by Russian authors in Chinese English-language journals. The sufficiently large quantity and high quality of these journals are shown, along with the diversity of their subject categories, and the top ten journals are highlighted. Taking these top ten journals as an example, the terms for publishing are considered, which depend on the use of various publication models (full or hybrid open access), together with different solutions for authors to overcome the problem of high fees for article processing charge in the case when this condition exists. The conclusion is drawn that Russian authors have noteworthy options to publish their articles in the Chinese English-language journals in present-day conditions.

Increasing citation and improving the impact factor is a challenging task for both authors and scientific journals. It is particularly so for Russian journals indexed in international scientometric databases, including Web of Science and Scopus. This study shows that researchers consider inefficient language strategies to be one of the main reasons for poor international outreach. This article explores the strategies of several Russian journals indexed in Scopus as of March 2022, identifies their advantages and disadvantages as well as the subsequent risks. The study offers recommendations for choosing an optimal language strategy, including the one aimed at increasing citation in international and national databases and promoting rated Russian journals internationally. Based on the analysis of the journals indexed in the Scopus database, six linguistic models have been identified. The study has shown that the bilingual format – publishing in Russian and English – provides the best visibility at the national and international levels.

In the presented material the potential and capabilities of private universities in development and promotion of Russian science is analyzed based on information from the Web of Science Core Collection and RSCI databases. A definition of the concept of “private university”, used at the international and national levels, is given, as well as statistics on the number of private universities in Russia and the share of academic staff working in them. A comparative analysis of quantitative and qualitative scientometric indicators of authors affiliated with private and public universities is carried out. The dynamics of the indicators of scientific journals affiliated with private universities during 2017–2020 is studied. The conclusion is drawn that private universities not only possess scientific potential, but also have real tools to promote scientific results of national science.
