Nodal probabilistic congestion and reliability evaluations of a transmission system under the deregulated electricity market 电力市场放松管制下输电系统节点概率拥塞与可靠性评估

This paper presents a method for evaluating nodal probabilistic congestion and reliability indices of transmission systems. Quantitative evaluation of transmission system reliability is very important because successful operation of an electric power system in the deregulated electricity market depends on transmission system reliability management. The key point is that the reliability level of the transmission system is equal to the reliability level difference between the composite power system (HLH) and the generation system (HLI). Risk indices of a composite power systems are larger than those of the generation system as the composite power systems include uncertainties and capacity limits of the transmission lines. The characteristics and effectiveness of this methodology are illustrated by the case study using a small test system.

A new optimal AVR parameter tuning method using on-line performance indices of frequency-domain 一种基于频域在线性能指标的AVR参数优化整定新方法

AVR parameter tuning for voltage control of power system generators has generally been done with the "off-line open-circuit model" of the synchronous generator. When the generator is connected on-line and operating at rated load conditions, the AVR operates in an entirely different environment from the open-circuit conditions. This paper describes a new method for AVR parameter tuning for on-line conditions using parameter optimization technique with frequency response characteristics of linearized "on-line" system model. As the proposed method uses the on-line system model, the tuned parameters show the optimal behavior in the on-line operating conditions. Furthermore, as this method considers the performance indices that are needed for stable operation as constraints, the performance of the tuned parameter guarantees the stable operation.

Enhancement of coherency identification techniques for power system dynamic equivalents 电力系统动态当量相干识别技术的改进

In dynamic studies of large electric power systems, it is often necessary to reduce a large power network to a smaller equivalent system while keeping the dynamic characteristics of the full system model within the desired accuracy. This paper proposes new coherency identification techniques using the K-means algorithm for construction of dynamic equivalent models. Numerical simulation results based on a NPCC 48-machine test system are presented to demonstrate the performance of the proposed method.

Price-cap regulation for transmission: objectives and tariffs 输电的价格上限管制:目标和关税

In this paper, the authors construct a mathematical metric for measuring the performance of the transmission provider (TP) under the newly proposed price cap regulation scheme. The heart of the problem lies in developing the systemwide social welfare function which captures the unique role of the TP in the new industry environment where the electricity is provided through the market mechanism. The restructuring of the electric power industry is still a relatively recent event at the time of this writing, and there is yet to be a consensus on the actual implementation scheme for regulating the TP based on the guaranteed rate-of-return. In this paper, one of the implementation schemes referred to as ex-ante flow tax scheme is described. Starting from this implementation scheme the price cap regulation (PCR) is proposed as a possible alternative regulation scheme to be imposed on the TP. Then, the authors develop the systemwide social welfare function associated with the PCR.

Torque and power limitations of variable speed wind turbines using pitch control and generator power control 采用螺距控制和发电机功率控制的变速风力涡轮机的转矩和功率限制

Variable speed operation of wind turbines has the potential to in crease energy capture and reduce fatigue damage, compared with fixed speed operation. Cage induction generators with their brush-less and rigid structure are at present widely used for fixed speed wind systems. To make the cage induction generators widely used also at variable speed systems, proper control strategies should be developed as well as the development or low cost and reliable power electronic devices. At high wind speeds, as is conventional fixed speed system, It is very important to limit the variable speed system to its ratings without mechanical and electrical stresses induced by wind gusts and/or control process. Ibis paper introduces a configuration of variable speed system which includes a pitch controllable horizontal axis wind turbine, a cage Induction generator, a PWM (pulse width modulation) converter and a PWM inverter, the last one being connected to utility grid. Also, the paper proposes and investigates a class of control strategies for limiting the system to its ratings, from the view point of avoiding axial torque and/or generator power fluctuations induced by wind gusts and control errors. The class adopts parallel operation of pitch angle control and electrical power control. The pitch control alms at limiting turbine rotational speed, while generator power control alms at eliminating torque and/or power fluctuations. Simulation results In time domain are presented to verify the effectiveness of the class of controls.

Corrective control strategies in case of infeasible operating situations 在不可行的操作情况下的纠正控制策略

A new method that deals with power systems infeasible operating situations is proposed in this paper. In case these situations occur, appropriate corrective actions must be efficiently obtained and quickly implemented. In order to accomplish this, it is necessary (a) to quantify the systems unsolvability degree (UD), and (b) to determine a corrective control strategy to pull the system back into the feasible operation region. UD is determined through the smallest distance between the infeasible (unstable) operating point and the feasibility boundary in parameter (load) space. In this paper the control strategies can be obtained by two methods, namely the proportionality method (PM) and the nonlinear programming based method (NLPM). Capacitor banks, tap changing transformers and load shedding are the usual controls available. Simulations have been carried out, for small to large systems, under contingency and heavy load situations, in order to show the efficiency of the proposed method. It can be a very useful tool in operation planning studies, particularly in voltage stability analysis.

A novel CT saturation detecting algorithm unaffected by a remanent flux 一种不受剩余磁通影响的CT饱和度检测新算法

This paper proposes a novel current transformer (CT) saturation detecting algorithm unaffected by a remanent flux. At the instants of the beginning/end of saturation, the magnetizing inductance of the core changes significantly, resulting in severe wave distortion of the secondary current. In other words, although the secondary current is continuous, the shape of the secondary current during saturation is quite different from that during unsaturation after a fault. In addition to that, at the instants, the increment of the secondary current is reduced significantly, depending on a remanent flux and saturation time. The third difference of the secondary current is used to detect CT saturation in this paper. That is, if the third difference is less than a predetermined threshold value, the CT saturation is at the instant of beginning or end. The proposed method does not depend on the amount of a remanent flux and any frequency components contained in the current. The results of various tests with a remanent flux from -80% to +80% indicate satisfactory performance of the method.

Changing measurement and standards needs in a deregulated electric utility industry 在解除管制的电力公用事业行业,不断变化的测量和标准需求

This paper presents a first attempt to quantify the potential national benefits of enhanced measurement and standards in the US electric utility industry. These benefits are essentially the costs associated with lost opportunities of deregulation at the system operations and market operations levels without these measurements and standards. They essentially represent benefits associated with enhanced system operation and market expansion. We surveyed several industry experts from different types of organizations to help identify the areas of economic benefits and then to help quantify these benefits, and we used several secondary data sources to develop range estimates of these benefits for review by these experts. The estimates of benefits range from a low of $3.1 billion to a high of $6.5 billion at the national level. Although these estimates are not highly precise, the pattern of results within the system and market operations categories are plausible and provide early guidance to measurement and standards development initiatives and investments. No attempt is made in this study to examine the benefits associated with any particular initiatives or to suggest which organization should pursue them.

Although these estimates are not highly precise, the pattern of results within the system and market operations categories are plausible and provide early guidance to measurement and standards development initiatives and investments. Robust design of electrical power-based stabilizers using tabu search 基于禁忌搜索的电力稳定器鲁棒设计

Robust design of multimachine power system stabilizers (PSSs) using tabu search (TS) optimization technique is presented in this paper. The proposed approach employs TS for optimal parameter settings of a widely used conventional fixed-structure lead-lag PSS (CPSS) that employs electrical power as input. The parameters of the proposed stabilizers are selected using TS in order to shift the system. poorly damped electromechanical modes at several loading conditions and system configurations simultaneously to a prescribed zone in the left hand side of the s-plane. Incorporation of IS as a derivative-free optimization technique in PSS design significantly reduces the computational burden. The performance of the proposed PSSs under different disturbances and loading conditions is investigated for a multimachine power system. The eigenvalue analysis and the nonlinear simulation results show the effectiveness of the proposed PSSs to damp out the local as well as the interareas modes and enhance greatly the system stability over a wide range of loading conditions and system configurations.

Conventional angle stability controls do not always meet the power consumers' requirements. There are spread interconnected power systems where application of generator tripping for stability improvement is accompanied by load tripping to counterbalance the effect of tripping the generators. This resume discusses a concept having potentialities for advanced stability control for such power systems. The concept is based on unconventional combining of centralized and decentralized control. That would be possible if to make use of repeated-several-times dynamic braking and repeated-several-times fast valving to maintain synchronism within several seconds following an emergency. Those seconds could be used to predict the process evolution applying a software for power system dynamics simulation to determine indispensable control actions for keeping stability in post-emergency state.
