The author briefly describes genesis and meaning of imaginative systems of traditional painting of Russian and Altaians (in particular, Mezen, group of Severodvinsk, and Uymon paintings) backed by results of studies got by fine art experts and art historians. The paper shows a relation between age of various types of decorative paintings and a level of their complexity and semantic richness. Theoretic approaches to understanding of cultural senses of typical animalistic images, that produce freestanding semiotic composition are arranged. Also, the author analyzes zoomorphic motifs in ornamental systems as well; it stressed out that such systems pass sign information in a language of people's painting besides an aesthetic message.

The paper gives a review of theoretical points for philosophical understanding of a phenomenon of integration and unification processes flow in sphere of global social and cultural dynamics. Etymological description of a concept “culture” is outlined, key versions of explanation of the definition in the today's academic literature is presented. The author sums up views of outstanding cultural anthropologists and philosophers of culture on influence that world-wide tendencies of internationalization of cultural values and commercialization of cultural sectors of national economies have on local cultural organisms. Also, the paper states critical analysis of ideas of multiculturalism, cross-cultural tolerance in the context of preservation cultural diversity and harmonization of inter-ethnic relations in multi-ethnic areas.

The paper briefly outlines legal framework of activities run by the modern Russian state for physical safekeeping cultural heritage sites, one of key form of which is making zones of protected natural landscape. The authors trace a graduately process of mainstreaming issues concerning preservation historical and cultural heritage sites and integration of these constructions into a structure of economic, social and cultural development of regions of the country. Researchers analyze a set of current problems in sphere of preservation and state protection of cultural heritage sites (such as lack of monetary funds and skilled workforce for repair and restoration, fulfilling research tasks, etc. Also, the article reviews ongoing programs for preservation cultural heritage sites located in the Russian capital, Moscow.

The paper gives sociological assessment for influence of “raw materials supplier” image of a Siberian region (Kemerovo Oblast, Russia) on motives and dynamics of indicators of internal migration of students of local educational institutions of higher education. Results of authors' study of set and level of satisfaction of social and cultural needs of student youth from Kemerovo Oblast are outlined. On the authors' opinion, the capital of Kuzbass territory, which is one of four Russian cities that should become centers of cultural development of the country up to 2023, is, in youth's view, a place in little-attractive industrial region with weak cultural infrastructure.

The centralization of libraries in the works of domestic experts has received an ambiguous assessment. The experience of the zemstvo system, the development of network construction by mass libraries were negatively interpreted for ideological reasons. A negative assessment of the work on the creation of a unified library network in the pre-war period prevented its development. It took decades for the party-state leadership to revise the criticism of the idea of centralization. During the second half of the 20th century, the centralization of library management structures was supplemented by technologies of interlibrary interaction. The introduction by mass libraries of standards for the bibliographic description of documents, the systematization of funds based on domestic tables of library and bibliographic classification allowed to join the work of interlibrary subscription, depository storage of funds.

Cultural and humanitarian cooperation between Tajikistan and Russia is developing in accordance with the current strategic objectives of the foreign policy of both countries, existing bilateral and international treaties and cooperation agreements. The priority areas of the interstate partnership are the popularization of the Russian language and culture, as well as the promotion of the "brand" of the Russian higher education in the market of educational services of the post-Soviet space. Institutes of Cultures focused on the training of highly qualified specialists for various areas of the socio-cultural sphere are implementing international educational, scientific and creative projects, promoting the development of an equal mutual beneficial intercultural dialogue, deepening of integration processes in the cultural and educational sphere, strengthening good-neighbourliness of the former Soviet republics.
