: This paper provides an up-to-date comparison of Brazil’s political system with that of 33 other democracies. We show that Brazil is an outlier with respect to the number of effective parties, the total government budget allocated to the legislative power, and the public funds allocated to parties (to fund campaigns and regular party operations). Brazil is also unique in its electoral management body: it is the only country in our sample in which the judiciary both organizes and oversees the electoral process. We also find a positive correlation between total public funding and the total number of effective parties.

: Th is note analyzes the choices of parties to either pursue a traditional presidential electoral campaign focusing on influencing informed voters who care about the proposed policy and have ideological preferences, or to concentrate on a more radical discourse which goal is to take to the voting arena dormant citizens who would, otherwise, retract from voting. To awaken dormant voters, parties use a radical discourse strategy, focused on social media technology. In general, the radical discourse strategy will be adopted if there are enough dormant voters, the social media technology has evolved to reach a significant part of the electorate, and there is enough ex-ante evidence of an ideological bias of dormant voters towards one specific party.

Resumo: Nos Estudos Legislativos brasileiros, vem aumentando a agenda de pesquisa sobre os sistemas de comissões parlamentares. O presente trabalho busca contribuir com essa agenda a partir da análise da tramitação do Plano Nacional de Cultura (PNC). A escolha desse projeto específico se deve, além da importância da própria política de cultura, ao fato desse projeto contar com decisão terminativa/conclusiva nas comissões de ambas as casas. Foram analisados os dados referentes à ocupação das cadeiras de titulares das comissões, assim como dos seus cargos-chave – presidências, vice-presidências e relatorias. O estudo focou em dois eixos, o partidário/coalizão e o de expertise prévia – número de mandatos, grau de escolarização, experiência em outros cargos eletivos, profissão declarada – dos parlamentares. A partir desses dados, foi possível apontar o papel central da expertise e o controle da coalizão sobre a tramitação do PNC. Due to the presidential arrangement for the maintenance of governance in multiparty systems, the coalition presidentialism has been a recurrent theme in political science discussions over the past thirty years. We mapped the literature about the Latin-American presidentialism, focusing on the Brazilian case, from a systematic search in the Scopus bibliographic base. To comprehend/ understand the general framework of this production, we used the 1108 documents found and processed the metadata in the VOSviewer bibliometric network analysis software, considering three indicators/indexes: 1) co-occurrence of words, 2) co-authorship of countries and co-authoring of authors. The results show that production has intensified in the last 10 years and reveal four central pillars for the theme: Executive Power and coalition politics; elections; government and institutions and forms of government.

Impeachment. Abstract: The rules that define the length of stay in power are central aspects of a democratic regime. These include the term limits, the possibility or not of reelection and the prerogative to dismiss representatives before the end of the term, which in the United States is called recall. This article details a format of recall that seems convenient for Brazil: setting the term limit of mayors, governors and president at 8 years, but holding a recall every 2 years. Thus, the electorate will be able to limit the damages of an incompetent or corrupt ruler, while benefiting from an effective government with a longer term. We discuss the advantages and disadvantages of the proposal, compared to a longer single term and the current reelection

Resumo: Nos últimos anos, o debate sobre financiamento eleitoral tem crescido na ciência política brasileira. Para contribuir com esse campo, esse artigo faz um estudo de caso dos candidatos a vereadores do Partido NOVO nas eleições de 2020. Para tanto, questionamos qual foi o método de financiamento mais utilizado, bem como se há algum padrão no custo por voto de acordo com as cidades e/ou estados. Por meio de estatística descritiva, agrupamos dois conjuntos de dados disponibilizados pelo Tribunal Superior Eleitoral (TSE). O primeiro diz respeito aos dados eleitorais que apontam votos por candidatos, cidades e estados; o segundo, trata dos tipos de financiamento que cada concorrente obteve durante a corrida eleitoral de 2020. É notável que todos os tipos de candidaturas recorreram a doações de pessoa física, principalmente os candidatos à reeleição. Dessa forma, os reeleitos do NOVO demonstraram que é necessário arrecadar e gastar em grande quantidade, contrariando as afirmações de estudos anteriores. vereadores.
