: In legislative studies, there is a growing agenda for research on commissions. This work seeks to analyze expertise and the socio-political profile of the HRC rapporteurs of the Federal Senate, aiming to contribute to a research agenda of Commissions in the Federal Senate. The data were collected on the Federal Senate website, in the area about the activity of the commissions, as well as in the Annual Reports of the Presidency, highlighting: 1) composition of the Commission; 2) rapporteurships at the Commission; 3) expertise and profile of the rapporteurs, covering 2005-2018. From the data analysis, it was possible to notice a high control of the reporting by PT. Besides, there is an uneven distribution of rapporteurships in the party and regional terms; the rapporteurs have high education levels and teachers produce more frequent reports. Thus, it was possible to draw a socio-political profile of the Senate HRC rapporteurs on the party and expertise axes.

: This article investigates the phenomenon of policy networks and is dedicated to answering the following research question: is there a significant statistical difference between the political participation of interest groups in the public hearings of committees of the Chamber of Deputies? Hypothetically, the difference in participation between groups would lead to the understanding that there is a dominance of a certain class in the legislative arena. The Kruskal-Wallis non-parametric test and Dunn's post hoc test were used, as well as the ego-network technique for complete mapping of the network of entities participating in the Chamber of Deputies. The results show equivalence in the pattern of participation of economic and social interest groups, which suggests the theory of majority pluralism as the most adequate to the Brazilian case.

: The article presents a preliminary discussion about two different branches of the literature regarding the relation between the electoral system and legislative party system fragmentation in Brazil. One such approach emphasizes the role of coattail effects in shaping fragmentation, while the other focuses on district-level, pre-electoral coalition formation. In doing so, this study (i) compares Cox’s (1997) and Shugart and Carey (1992) discussions of Duverger’s work, in order to point out some frequently minimized differences between these two approaches; (ii) highlights the importance of those differences in understanding the brazilian case; and (iii) briefly discusses future lines of inquiry that could further the literature’s grasp both on the brazilian case specifically, and coattail effects more generally.

Abstract: Several studies have already discussed the consequences that coalitions have for party fragmentation and representativity in brazilian proportional elections. This work intends to present some of these ideas and analyze the dynamics between these variables in the context of the 2020 brazilian municipal elections. For this, an exploratory study is developed with comparisons between the data of 2016 and 2020 elections, seeking to identify possible consequences of the end of the coalitions e possible impacts in the national elections of 2022 are also discussed. The analyzes suggest influence of the end of coalitions on the decrease of fragmentation of small districts and changes in the electoral strategies of the parties. The results achieved can contribute to those who seek to understand the dynamics that arose in the Brazilian political system with the end of coalitions and also suggest paths for future researchs.

Resumo: Programas de garantia de renda mínima têm sido considerados ou propostos durante décadas (ou até mesmo séculos), mas o apoio a tais programas parece ter aumentado recentemente. Mesmo assim, ainda há resistências e dificuldades a sua implementação. Uma das dificuldades diz respeito à definição de seu valor. Em geral, argumenta-se que o valor deveria ser suficiente para “viver de forma razoável e com liberdade”, mas isso não define um valor objetivo. Este artigo propõe uma metodologia para definir o valor da renda mínima, fundamentada no que chamamos de equidade intergeracional. Este princípio requer que se apliquem as regras fiscais atuais a todas as gerações futuras. Seguindo-o, chega-se a uma estimativa de “patrimônio líquido social”, que pode ser convertido em dividendo para cada cidadão. A ideia também fornece uma maneira de avaliar os efeitos de longo prazo de políticas fiscais como benefício adicional. Palavras-chave: Renda mínima; contabilidade intertemporal; regras fiscais.
