Metropolie mają znaczny potencjał w obszarze ochrony zdrowia, kumulując kapitały, które odpowiednio wykorzystane mogą przyczyniać się do poprawy stanu zdrowia populacji. Celem artykułu jest dokonanie analizy aspektów funkcjonalnych systemu ochrony zdrowia w obszarze metropolitalnym ze szczególnym uwzględnieniem zadań jednostek publicznych. Jako metodę badawczą zastosowano przegląd literatury, raportów branżowych, aktów prawnych oraz analizę i porównanie potencjałów infrastrukturalnych i kadrowych systemu ochrony zdrowia pomiędzy województwem śląskim a jego obszarem metropolitalnym. Artykuł stanowi podstawę do namysłu nad racjonalnym planowaniem wydatków publicznych, opracowywaniem strategii polityki zdrowotnej, a także zarządzaniem systemem zdrowotnym. Wskazuje potencjalne kierunki rozwoju, które mogą prowadzić do bardziej skutecznej i adekwatnej względem potrzeb zdrowotnych alokacji zasobów finansowych i organizacyjnych. Obecne spojrzenie na formę i zadania obszarów metropolitalnych zostało redefiniowane przez wzmocnienie ich roli w systemie ochrony zdrowia, co należy rozumieć jako zmianę układu z rywalizującego na kooperujący. Metropolie stanowią bowiem obszary, na których możliwa jest realizacja innej niż w pozostałych częściach kraju formuły organizacji oraz zarządzania ochroną zdrowia. Wynika to z materializacji idei elastycznego zarządzania przy użyciu nowoczesnych technik komunikacji, transferu wiedzy oraz wysokiej specjalizacji z wykorzystaniem istniejącej sieci komunikacyjnej, infrastrukturalnej i dostępności profesjonalistów medycznych.

The purpose of the paper is to identify the degree of impact of key internal and external facilitating factors on the establishment of benchmarking partnership in clusters and also to assess the significance of the differences in the results of a survey conducted in this field in a group of selected cluster enterprises and experts. The purpose of the work determined the research procedure which included indirect research focused on the analysis of literature sources and direct research conducted among selected clusters and experts in the form of a survey. The comparative analysis of the impact indicators of individual facilitating factors leads to the conclusion that for the majority of internal and external factors, the strength of the positive impact on the benchmarking partnership was quite similar in the opinion of both representatives of enterprises and experts.

Summary: The article aims to identify energy consumer behaviour, particularly in the area of energy saving. Trends in contemporary consumption, including energy consumption, reveal that an increasing number of consumers make purchase decisions in a conscious and rational manner. This is caused by the globalization and integration of markets, evolving lifestyles and social trends. Modern energy consumers are also concerned with their footprint on the natural environment. Using data, gathered in the survey, the authors conducted principal component analysis, selecting 12 new variables that represent the basic types of energy consumer behaviour focused around rational and sustainable energy consumption. The study also examined the factors that significantly influenced consumer attitudes and behaviour. The results showed that generally energy saving actions were not related to the income factor. Education, employment status and age also had a very limited influence on energy consumer attitudes.

: The paper reports on whether the Polonia rate showing the price of one-day money in Poland is predictable on WIBOR O/N, its banking industry mid-morning forecast. In what follows the analysis is nested within the ARDL approach to a cointegration framework. Having the error correction model estimated on the daily sampled data from the period 24 Jan 2005 to31 Dec 2019, the paper simulated 100 sequences of the one-day dynamic Polonia rate forecasts up to 30 April 2020, the trading day preceding a significant modification of the WIBOR’s setting mechanism resulting in the late afternoon disclosure of the overnight rate estimates. The author also computed 95% confidence bands for those forecasts. The analysis shows that the error correction model specified on the Akaike information criterion performs well both in and out of the sample. Nevertheless, it slightly overestimated the actual Polonia rate at times when the monetary authority cuts the reference rate or shortly after that. In such circumstances the actual rate incidentally goes beyond the lower confidence band.

The article presents issues related to creating sustainable mobility, which is one of the main elements of a smart city, the understanding of which in recent years has changed dramatically. We can observe a departure from the strictly technological understanding of a smart city, in favour of creative development and providing incentives for shaping urban space that is not only public, but also respects the requirements of the environment. This aspect is also necessary for the development of smart and sustainable mobility. The aim of this study is to identify the main premise and the characteristics of a smart and sustainable city, and to present mobility as one of the key challenges involved in the operationalization of the concept. Although the issue of a smart city and sustainable city in the literature is often taken up, their combination is less explored. These considerations start with presenting the key components of a smart sustainable city. This will allow to understand the idea of the concept. Next, we will go to the issue of mobility, which plays an important role in creating a smart sustainable city.

Determinants of purchasing catastrophe by communes – behavioural perspective. Abstract: The paper examines whether Polish communes are willing to buy catastrophe insurance considering behavioural factors such as heuristics and biases. The core methods used in this contribution involve a survey among 348 Polish communes in 2020. The necessary empirical data of a qualitative nature was collected by a consortium of two research agencies, Biostat Research & Development Sp. z o.o. and Biostat Sp. z o.o. The research results supported the hypothesis that the levels of commune income do not have a decisive impact on decisions about the purchase of insurance against catastrophic losses by Polish communes, which allowed to emphasize the role of behavioural aspects of the decision-making process.
